About this file
The document is Addendum No. 1 for RFQ 25-30 issued by the City of Oviedo, Florida, seeking professional architectural and engineering services for the Public Safety Annex Building project. The addendum addresses nine questions from potential proposers regarding project details, including clarifications on resume submission requirements, project budget, and design criteria. The total project budget is approximately $15,000,000, covering owner's representative services, architectural design, engineering, and construction. Additional design criteria discussed during the pre-bid conference include provisions for an emergency operations center, secured parking, drainage impacts, IT infrastructure, security considerations, K-9 spaces, functional workspaces, and public safety building renovations.
The addendum indicates that the City will not provide a current resiliency plan or vulnerability assessment, nor will they share a previous space needs study performed by ADG on 6-18-18. The City has also declined to modify the standard of care language in its Professional Services Agreement or incorporate safe harbor language for individual employee liability. The project emphasizes the importance of designing a high-tech public safety building with multiple functional requirements, including a multipurpose training room, secure parking, and considerations for campus traffic circulation. The RFQ remains focused on selecting a qualified design firm based on technical qualifications and experience in public safety facility design.

RFQ 25-30: Professional Architectural/Engineering
Services for the Public Safety Annex Building
Addendum No. 1
May 21, 2025
To Prospective Proposers and Others Concerned:
This Addendum is in response to questions from interested proposers and forms a part of the RFQ documents dated April 27, 2025, for the above referenced RFQ. Please note, questions are recorded as they are received, including grammar and spelling errors.
Receipt of this addendum must be acknowledged on page 34 of the original RFQ packet. Failure to do so will subject the Proposer to disqualification.
QUESTIONS AND ANSWERS:
1. Question: Please provide the estimated construction cost or budget range for this project.
Response: The total project budget is approximately $15,000,000. This includes the owner’s representative services, architectural design and engineering, as well as construction.
2. Question: Could you please confirm if the plans for this new public safety annex will include
Vehicle Exhaust Removal (direct source capture) or Air Purification in the apparatus bays?
Response: The plans will not include Vehicle Exhaust Removal.
3. Question: Page 18 of the RFQ, Section 3: Project Team Experience - Bullet 1 & 2 ask for the following for both the prime and subconsultants for a total of 10 pages - Professional staff (name, project role, business address, phone number, and e-mail address) including job skills, education (degree and specification), professional training, total years’ experience, years’ experience with current firm, professional registration, project experiences, and other professional qualification.
This sounds like all of the information that would be included in a resume.
Bullet 3, letter ‘d’, asks for resumes for each member of the project team with a 10-page total for this section. Can the City clarify the difference between bullets 1 & 2 and letter d of bullet 3?
Response: Please submit the resumes for professional staff. This will address Section 3: Bullets 1, 2 and 3.
4. Question: Is there an estimated budget?
Response: Please see Response to Question 1 above.
5. Question: Can you provide clarification on Section 3. It states there should be no more than 6 pages for resumes from the prime consultant, and then no more than 4 pages for resumes of the subconsultants. Then it states to include an organizational chart along with 10 pages of resumes, total a maximum page limit for this section of 20. May we provide 1 page for the organization chart, and then up to 19 pages of resumes split between the prime and the subconsultant?
Response: Yes.
6. Question: Does the City have a current resiliency plan/vulnerability assessment? If so, may we receive a copy?
Response: No.
7. Question: Has there been a previous study completed for the public safety annex building project? If so, may we receive a copy? And is the firm who performed the study precluded from this project?
Response: A space needs assessment was performed by ADG 6-18-18 and has been updated internally and reviewed by ZHA. The Space Needs Study will not be provided. The RFQ is for qualifications of design firms. ADG is not precluded from submitting a proposal.
8. Question: Will the standard of care be modified to reflect professional services, such as the following: “The standard of care for all design services performed under this Agreement shall be the care and skill ordinarily used by design professionals for projects of similar size, complexity, location and difficulty.”
Response: The Standard of Care to be observed is addressed in the City’s Professional Services Agreement in Section 7(a) – Codes and Design Standards and in Section 12(b) Description of Services – those Sections adequately address the required Standard of Care and no changes will be made to the City’s Professional Services Agreement amending or restating differently the referenced Standard of Care.
9. Question: Will the City incorporate the safe harbor language for individual employee liability, such as the following: “PURSUANT TO FLORIDA STATUTE §558.0035, AN INDIVIDUAL EMPLOYEE OR
AGENT MAY NOT BE HELD INDIVIDUALLY LIABLE FOR NEGLIGENCE”?
Response: The City is unwilling to revise its Professional Services Agreement to incorporate compliance with the requirements set forth in Florida Statutes, Sec. 558.0035.
ADDITIONAL INFORMATION:
Additional design criteria discussed during the Pre-Bid Conference includes: plan for an emergency operations center; it can be part of the multipurpose training room, provide for secured parking; this may impact the traffic circulation of the campus, plan for drainage impacts, siting of the building is important, plan for IT; this will be a high-tech building, security is vital, provide space for K-9s, functional offices and workspaces, plan for public safety building renovations and plan for a public meeting room.
