Question 5: Please clarify the apparent discrepancy between the MV feeder schedule showing 3#4/0 AL conductors and the MV cable specification identifying 750 kcmil aluminum conductors.
Identify which governs.
Response 5: MV Feeder schedule on E-011 only applies where 3MV240A feeder tag is shown on single line diagram E-302. 750MCM conductors apply where labelled on ES-301, 13.8kV HV One-Line Diagram.
Question 6: The E-101 Electrical Site Conduit Schedule identifies conduit quantities and sizes but does not identify conductor quantities, conductor sizes, cable types, or feeder designations associated with MV01-MV10 and LV40-LV53. Please provide a corresponding cable/feeder schedule or confirm the contractor is to determine conductor requirements from the single-line diagrams.
Response 6: Conductor requirements shall be determined from single-line diagrams for MV cabling. LV cabling requirements shall be determined from branch circuit wiring schedules and control wiring diagram.
Question 7: E-101 references ES-306 for feeder MV09 and MV10. ES-306 does not exist. Please clarify.
Response 7: Reference should be to ES-303 in MV Electrical package.
Question 8: The E drawings indicate numerous new breakers are to be added to existing switchboards; however, the contract documents do not provide existing switchboard manufacturer information, FO numbers, breaker catalog numbers, or breaker types required to verify compatibility. Please provide (if available): Existing switchboard manufacturer(s) and FO numbers, Existing breaker catalog numbers, frame sizes, and trip unit information, Available switchboard shop drawings, record drawings, or nameplate photos. Confirmation of specified meter model numbers and acceptance of current equivalent replacements where specified products are obsolete. Without this information, breaker compatibility cannot be verified, and pricing may be subject to revision based on field verification.
Response 8: Refer to as-built drawings for the CUB, for reference only that are provided with this Amendment 03. If additional information is needed, contact FFDG for additional site visit(s) to investigate site conditions and ascertain the information requested
Question 9: Drawing references for S-DHP-CUB-B1-1 indicate modifications to existing equipment, including: Note 1 - Existing equipment, Note 3 - New breakers, Note 4 - New power monitoring (PM), Note 7 - New PLC for load shedding. The contract documents do not provide sufficient information to identify the manufacturer, existing configuration, or equipment required to support the proposed modifications. Please provide: Manufacturer and model number of S- DHP-CUB-B1-1, Factory Order (FO) number and serial number, Original shop drawings and wiring diagrams (if available), Existing breaker catalog numbers and ratings (if available), Confirmation whether this equipment is paralleling gear, Details necessary to integrate the new power monitoring system and load-shedding PLC.
Response 9: Refer to as-built drawings for the CUB, for reference only, as well as the original catalog submittal for DHP-CU-1 that are provided with this Amendment 03. If additional information is needed, contact FFDG for additional site visit(s) to investigate site conditions and ascertain the information requested
Question 10: During the 10/13/26 site visit, it was observed that the existing interior conduit systems within the facility are predominantly Galvanized Rigid Conduit (GRC/RMC). However, our review of the contract drawings and specifications indicates EMT is generally permitted (with certain restrictions) for indoor installations and does not clearly require matching the existing GRC raceway system throughout. Please clarify whether new interior conduit associated with this project shall: Match the existing GRC/RMC raceway system throughout the facility or utilize EMT where permitted.
Response 10: Refer to Raceways specification section 260533 - 3.1 for permitted conduit uses. EMT is permitted in plant areas only where located above 12ft AFF (including above the Mezzanine) and not located near corrosive elements, including water treatment chemical dosing stations. EMT is permitted for finished interior spaces (e.g. conference room, control room) where not subject of physical damage, damp/wet locations, or corrosive chemicals.
Question 11: Given the uncertainty regarding general contractor participation and the number of outstanding RFIs, will additional time to receive and incorporate responses to outstanding RFIs and develop an accurate proposal be permitted? Providing additional time will help ensure that all bidders are pricing the same scope and will reduce the likelihood of assumptions, exclusions, or change orders resulting from unresolved design information. Please advise if a bid extension can be granted and provide the revised bid due date.
Response 11: The proposal due date has been extended to December 17, 2026 with this Amendment 03.
Question 12: Drawing E-100, Note 4 states that existing booster ring lighting is to be demolished and that all lighting fixtures and associated cabling are to be removed and returned to the Owner.
However, not all existing lighting fixtures, conduit, and associated raceways appear to be shown on the contract documents. Please confirm whether the demolition scope is limited to the lighting fixtures, conduit, and cabling indicated on the drawings. If demolition is intended to include additional existing lighting equipment not shown, please provide the locations, quantities, and any supplemental drawings or information necessary to define the full extent of the demolition work.
Response 12: Removal of lighting will include conduit and fixtures around the entire perimeter of the Booster Ring. See as-built drawings from the original construction provided with this Amendment 03, for reference only, specifically Sheet PE-9. If additional information is needed, contractor shall conduct a site survey to investigate extent of lighting fixtures that exist around booster ring and associated demolition scope required.
Question 13: Drawing E-100, Note 6 indicates removal of existing cabling within the conduit pathway between DSTR-42 and DSTR-42B; however, the size and quantity of the existing conductors could not be identified from the contract documents. Please provide the existing cable size, quantity, and configuration or clarify whether the contractor is to field verify.
Response 13: Contractor shall review the as-built drawings provided with this Amendment 03, for reference only, specifically the existing MV single line drawings. If additional information is required, Contractor shall conduct a full site survey to thoroughly investigate site conditions and ascertain the information requested.
Question 14: Drawing E100 indicates removal and return to Owner of the existing medium-voltage substation equipment. The contract documents do not identify the manufacturer, model numbers, or shipping/operating weights of the existing 5000 kVA transformers (Y-CU1A and Y- CU1B). Please provide the transformer nameplate information and associated shipping/operating weights or confirm the weights to be used for bidding purposes so that appropriate rigging, transportation, and return-to-owner requirements can be accurately included in the estimate.
Response 14: See photos of the existing transformers provided with this Amendment 03. If additional information is required, Contractor shall conduct a full site survey to thoroughly investigate site conditions and ascertain the information requested.
Question 15: The contract documents indicate that the existing medium-voltage transformers are to be removed and returned to the Owner. Please clarify whether the transformer insulating oil is to remain in the units during removal and transport, or if the oil is to be drained prior to removal.
If draining is required, please provide: Responsibility for oil removal and disposal/storage, Whether the oil contains any regulated materials requiring special handling or testing. Please confirm the intended procedure so that the required rigging, environmental controls, and transportation costs can be accurately included in the bid.
Response 15: There is no requirement in the contract documents to drain the oil. Leave the oil in the transformers when removing and transferring to the onsite storage location.
Question 16: The contract documents indicate that certain equipment is to be removed and returned to the Owner. Please clarify whether equipment designated for return to the Owner is to be stored onsite in a location designated by the Owner for later removal, or if the Electrical Contractor is responsible for transporting the equipment offsite. If offsite transportation is required, please provide the delivery location, unloading requirements, and identify the party responsible for transportation, rigging, and associated costs. Please clarify so that the proper labor, equipment, storage, and transportation costs can be accurately included in the bid.
Response 16: Equipment that is returned to the Owner will be stored onsite in a location designated by FFDG in accordance with specification 024119. Contractor shall set material aside for pick-up by FFDG personnel.
Question 17: Please provide existing feeder lengths or confirm contractor is to field verify all existing cable lengths for bidding purposes. The extent and condition of existing underground feeders, conduits, grounding systems, and associated equipment cannot be fully determined from the contract documents. Please confirm that concealed conditions differing from those reasonably observable during bidding will be addressed by change order.
Response 17: Contractor shall review the as-built drawings provided with this Amendment 03, for reference only, specifically the existing MV single line drawings. If additional information is required, Contractor shall conduct a full site survey to thoroughly investigate site conditions and ascertain the information requested.
Question 18: Existing mechanical equipment to be demolished are identified on Drawings E-201, E-202, E-203, and the Single-Line Diagram E-301. However, no conduit or cable schedules have been provided for the equipment indicated for removal. As a result, the sizes, quantities, routing, and extent of conduit and cable demolition cannot be accurately determined from the contract documents. In addition, several pieces of equipment appear on the single-line diagram but are not shown on the demolition plans, while other equipment shown on the demolition plans do not appear on the single-line diagram. This discrepancy makes it unclear which equipment and associated feeders, conduits, and conductors are required to be removed. Please clarify the complete demolition scope and provide conduit/cable schedules, feeder information, or additional drawings necessary to identify all associated conduits and conductors to be removed. Also, please confirm whether the demolition plans (E-201, E-202, E-203) or the single-line diagram (E-301) govern where discrepancies exist.
Response 18: Contractor shall review the as-built drawings provided with this Amendment 03, for reference only. Contractor should submit an RFI identifying and describing the referenced discrepancies for Engineer review.
Question 19: Please clarify whether existing conduit/conductors can be abandoned in place where complete removal is not feasible.
Response 19: Existing conduit/conductors may be abandoned in place where approved by FFDG and where existing conduit/cables will not interfere with new work required.
