Nash Street segment, expanding Foxcroft Heights Park, and modifying the Columbia Pike/Washington Boulevard interchange. Additional work includes constructing pedestrian and bicycle facilities, installing street lighting, and extensively relocating utilities. ARLINGTON NATIONAL CEMETERY
DEFENSE ACCESS ROAD
PROJECT VA-ST-ANC(1)
REALIGNMENT OF COLUMBIA PIKE
REQUEST FOR PROPOSALS
RFP No 693C73-21-R-000018
Project Description: The Arlington National Cemetery Defense Access Roads (DAR) project consists of the realignment of Columbia Pike and S. Joyce Street, replacement of Southgate Road with a new segment of S. Nash Street, the expansion of Foxcroft Heights Park, and the modification of the Columbia Pike/Washington Boulevard interchange. Construction of pedestrian and bicycle facilities will increase multimodal connectivity, and installation of street lighting will enhance safety. This project will also prepare the site for a second contract to be awarded prior to completion of the DAR project. The DAR project will construct five retaining walls, one tunnel, and complete mass grading to allow the completion of the Southern Expansion performed by a second contractor. The project is located in Arlington County, Virginia.
Other work will include maintenance of bus, vehicle, pedestrian and bicycle traffic during construction, preserving safe multimodal access to the Air Force Memorial (AFM) for most of construction, and Construction of driveway entrances for future Pentagon 9/11 Memorial Visitor Education Center (VEC). Utilities that exist within lands that will be transferred to Arlington National Cemetery will require permanent relocation within the future roadway alignment rights of way. All utilities remain active during construction, so temporary relocations within the project limits will be required where impacted by construction activities.
Construction will coordinate with the ANCSE Southern Expansion project, Arlington County Columbia Pike Segment A project, Arlington County, the Virginia Department of Transportation, and other nearby projects and stakeholders. Elements of work will be constructed in accordance with VDOT, Arlington County, and other standards depending on the facility owner
The construction cost for the project is estimated to be more than $10,000,000.00.
Scope of Work: The detailed scope of work to be undertaken by the successful Offeror under the contract for this project is outlined in the Request for Proposal (RFP) solicitation documents.
These include the Plans, Special Contract Requirements (J Pages), and supplemental Government Furnished Information.
Procurement Overview of the Project: In accordance with Federal Acquisition Regulation (FAR) Part 15.101-1, the Eastern Federal Lands Highway Division (EFLHD) is conducting a Best Value Trade-off Source Selection Process for this project. Under this Notice, the EFLHD (also referred to as “the Government”) is soliciting all eligible Contractor firms/teams (Offerors) to participate in a two-step RFP process. The two-step RFP will include the submittal of two proposal packages; a Technical Proposal and a Price Proposal. A description of these proposals and their requirements can be found in the RFP’s Proposal Instructions (B Pages).
During step one, a selection evaluation board will review and evaluate the technical proposals submitted by all interested, responsive Offerors. The selection committee will select qualified Offerors based on a confidence rating evaluation criteria as stated in the RFP’s Proposal Instructions - Evaluation of Proposal Documents (B Pages). Offerors should submit technical proposals that are acceptable without additional explanation or information. The Government may make a final determination regarding a technical proposal’s acceptability solely on the basis of the technical proposal as submitted. The Government will proceed with the second step (trade-off evaluation) without requesting further information from any Offeror; however, the Government may request additional information from any Offeror with a technical proposal considered reasonable and close to acceptable, and may discuss any technical proposal with any Offeror. Only one technical proposal may be submitted by each Offeror. The step one technical proposal shall not include any prices or pricing information.
During step two, the Government will select the offer that represents the best value to the Government by using the trade-off process described in FAR Part 15.101-1. This process permits tradeoffs between price and technical “noncost” factors and allows the Government to accept other than the lowest priced offer. The award decision will be based on a comparative analysis and an integrated assessment of proposals against all source selection criteria in the solicitation.
All evaluation factors other than cost or price, when combined, are approximately equal in their importance when compared to cost or price. The Government is concerned with striking the most advantageous balance between technical merit (“quality”) and cost to the Government (i.e., the price). The degree of importance of price could become greater depending upon the equality of the technical proposals. If competing technical proposals are determined to be essentially equal, price could become the controlling factor. Only one price proposal may be submitted by each Offeror and the price proposal must be based upon the Offeror’s own technical proposal.
As stated in FAR Clause 52.236-1, the Contractor shall perform on the site, and with its own organization, work equivalent to at least 50% of the total amount of work to be performed under the contract.
Contract award is anticipated to be no earlier than July 2021, with Notice to Proceed anticipated to be issued after the receipt of valid Performance and Payment Bonds (see Block 12a of the SF- 1412 and FAR Clause 52.228-15), but no earlier than August 2021. Construction activities required to substantially complete the work in the South Parcel are to be completed by February 13, 2023, as specified in Subsection 108.06 of the Special Contract Requirements (J Pages). See Subsection 108 for additional construction activity restrictions.
It is not the intent of EFLHD to receive project specific design or engineering recommendations as part of the step one technical proposal other than what is necessary to support the technical proposal. Offerors should limit their technical proposal to the information required by this Notice, and other information that may be relevant to the qualifications and experience of the Offeror. No reimbursement will be made for any expenses associated with the preparation of a step one technical proposal or a step two price proposal.
Obligation to Keep Team Intact: In connection with the services covered by this procurement process, any in-house personnel, subcontractors, and outside associates will be limited to the individuals or firms that are specifically identified during the step one technical proposal. The Contractor shall obtain the Contracting Officer’s written consent before making any substitution for these designated in-house personnel, subcontractors, or outside associates.
Supplemental Work: Offerors are expected to provide qualified and experienced staff to develop appropriate pre-construction or construction protocols as designated by Federal, state, and local regulations/guidelines, including but not limited to the following:
• Work Plan.
• Accident Prevention Plan.
• Health and Safety Plan.
• Environmental Management Plan.
• Waste Management Plan.
• Recycling Plan.
Submittals: Each Offeror must provide the required number of Technical and Price Proposals as described below to EFLHD in separate, sealed envelopes/boxes clearly addressed and identified for “Project No: VA-ST-ANC(1).”
Submit one (1) bound paper copy, one (1) unbound copy, and one (1) CD-ROM copy of the Technical Proposal. Submit the Technical Proposal copies separately from the Price Proposal in a sealed envelope/box and clearly labeled as the “Technical Proposal.”

The estimated price is expected to be greater than $10,000,000.
Responsibility of bidders shall be evaluated in accordance with the information provided on the Offeror's Qualification Form, which can be downloaded from the Contract Opportunities website located at http://beta.SAM.gov. FP-14 versions can be downloaded at the FHWA web site located at http://flh.fhwa.dot.gov/resources/specs/.
Basis for Award:
EFLHD intends to award a fixed price contract without discussions with offerors (except clarifications as described in FAR 15.306(a)); therefore, the offeror's technical and price proposal should be clear and complete and contain the offeror's best terms. The Government reserves the right to conduct discussions if later deemed necessary. The Government further reserves the right to reject any or all offers if such action is in the Government's best interest.
The Government will select the offer that represents the best value to the Government by using the trade-off process described in FAR Part 15101-1. This process permits tradeoffs between price and technical “non-cost” factors and allows the Government to accept other than the lowest priced offer. The award decision will be based on a comparative analysis and an integrated assessment of proposals against all source selection criteria in the solicitation.
http://beta.sam.gov/ http://flh.fhwa.dot.gov/resources/specs/
Evaluation of Award:
All evaluation factors other than cost or price, when combined, are approximately equal in their importance when compared to cost or price. The Government is concerned with striking the most advantageous balance between technical merit (“quality”) and cost to the Government (i.e., the price). The degree of importance of price could become greater depending upon the equality of the technical proposals. If competing technical proposals are determined to be essentially equal, price could become the controlling factor. The Technical Proposal of the Offeror awarded the contract will be incorporated into the contract by reference and the Contractor shall be bound by its contents.
Please Note:
This solicitation is a Request for Proposal (RFP). Therefore, there will not be a public bid opening and proposals are not available for review.

Do not enter or tender a Unit Bid Price for any pay item for which no estimated quantity appears in the Bid Schedule. Determine the products of the respective unit prices and quantities, and show them, in figures, in the Amount Bid column. If a Unit Bid Price and Amount Bid have been inserted by the Government for a pay item, do not change the Unit Bid Price and Amount Bid for the pay item. Determine the Bid Total for each specific individual Schedule of Work by adding the amounts of the listed items, and show in the block provided for that individual Schedule of Work. In case of multiplication errors, the Amount Bid for the item will be based on the Unit Bid Price.
To be eligible for award, Offerors must submit prices for each pay item.
Review Subsection 109.03 of the Special Contract Requirements regarding scope of payment for direct and indirect payment work.
Fill in the Bid Total(s) for each individual Schedule of Work as directed on the Cost Proposal Summary page.
