Questions/Clarifications

Questions / Clarifications

The following questions and issues were submitted to EFLHD. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Request For Proposal Section SF-1442 (Solicitation, Offer, and Award) page 6 in the section titled “Schedules of Work” states “The Government will award the project as a Base Contract (Schedule A) with the option to award Schedule B (Government Option 1)…” Additional text indicates that Schedule B may be awarded at a future time. Please confirm that Government Option 1 (Schedule B) will definitively be awarded to the contractor who is awarded the Base Contract (Schedule A) regardless of whether award of Option 1 is at time of award of the Base Contract or at a later date (not later than September 15, 2021 or 30 days after start of construction activities. A significant amount of excess spoils are generated in Option 1 that are needed for the Base Contract and we seek clarification that the contractor that is awarded the Base Contract will also have control of the Option 1 work including excess spoils.

Response: It is the government’s intent to award both Schedule A and Schedule B (Government Option 1) to the same contractor.

2. Addendum No. 1 included the XML files for the existing and proposed terrain models. However, horizontal alignment surfaces/layers were not included. Please provide these as soon as possible. These are urgently needed to build an earthworks model.

Response: Additional CAD files will be included in a future amendment as Government Furnished Information (GFI).

3. The following questions are associated with Plan Sheet G(1), alignment Data Tables:

a) Washington Blvd Off-Ramp: Please verify Coordinates (Start) for Curve C13 are correct.

b) Columbia Pike – Washington Blvd Off- Ramp – Washington Blvd On-Ramp: It would appear that Columbia Pike Line L1 coordinates (End) do not correspond with Washington Blvd Off-Ramp L6 coordinates (end) or Washington Blvd On-Ramp L8 coordinates (Start). Should these three points be equal coordinates?

c) Bearing for L16 Southgate Road does not correspond with azimuth or bearing stated on sheet 1G.

Please confirm.

Response:

a) Coordinates are correct based on the CADD design file.

b) L6 End (Off-Ramp) corresponds to L8 Start (On-Ramp). These alignments intersect at the

Proposed Columbia Pike Baseline Alignment, and both points are stated correctly on the plans. L1 along the Proposed Col. Pike Baseline Alignment does not end at the same point at the intersection of L6 and L8 for the two ramps. This point is stated correctly on the plans.

c) Bearing S80*35’36” equals Azimuth 260*35’36”. We believe these values are correctly stated on the plan and the alignment data is accurate.

4. Traffic Control Plan Sheets 1J(1C)-6, 1J(1C)-8, and 1J(1C)-10 all show temporary concrete traffic barrier on the outside of each travel direction. The typical section on Sheet 1J(1C)-2A only shows the temporary concrete traffic barrier on one side (one direction of travel). Please clarify if the section is incorrect.

Questions/Clarifications

Response: 1J(1C)-6 shows barrier on both sides of Southgate Road which is correct as a worst-case scenario to account for potential longer term hazards such as equipment or drop-off conditions within the clear zone. The south side to protect the work area may not be required depending on field conditions and contractor’s ability to maintain the required clear zone. The north side is meant to protect pedestrians on temporary sidewalk facilities that are at roadway grade. The north side for pedestrian safety may be orange water-filled barrier as long as no drop-off condition exists.

1J(1C)-8 shows barrier on both sides of Southgate Road which is correct – Same conditions apply as on sheet 1J(1C)-6. 1J(1C)-10 shows barrier on both sides of Southgate Road which is correct – Same conditions apply as on sheet 1J(1C)-6. 1J(1C)-2A demonstrates the required clear zone that must be maintained at all times to equipment and/or drop-off conditions. If encroachment into the clear zone is needed for an extended period of time, barrels may need to be replaced with barrier depending on means and methods. At minimum, so long as the clear zone is maintained, barrels should delineate the work area.

5. Is Bid Item No. B6120, CLEANOUT (VDOT SECTION 501-CLEANOUTS), for the tunnel underdrain system as shown on Plan Sheet CG401?

Response: Yes.

6. Is Bid Item No. B6140, STANDARD UNDERDRAIN SYSTEM (VDOT SECTION 00501-4" PERF.

HDPE UD), for the tunnel underdrain system as shown on Plan Sheet CG401?

Response: Yes.

7. Is Bid Item No. B6160, STANDARD UNDERDRAIN SYSTEM (VDOT SECTION 00501-4" SOLID HDPE UD), for the tunnel underdrain system as shown on Plan Sheet CG401?

Response: Yes.

8. Is Bid Item B6180, STANDARD UNDERDRAIN SYSTEM (VDOT SECTION 00501-6" SOLID HDPE UD), for the tunnel underdrain system as shown on Plan Sheet CG401?

Response: Yes.

9. Does Bid Item B6060, MANHOLE (VDOT SECTION 00302-MANHOLE MH-2, include the manholes for the tunnel underdrain system as shown on Plan Sheet CG401?

Response: Yes, however these are the same manholes that are depicted on sheet CG101 for the storm sewer system for the tunnel.

10. Bid Item B5720, MEMBRANE WATERPROOFING (VDOT SECTION 416-WATERPROFFING MEMBRANE-TUNNEL), VDOT Section 416 is a specification for epoxy-resin compounds and aggregates for surface applications on concrete bridge decks. There are no refences in the specification to membrane waterproofing or protection boards. Please provide a special provision with material requirements for the membrane waterproofing and protection board.

Response: Specifications and material requirements should be as per Section 429 for Type II – Hot Applied Elastomeric Membrane System. The Pay Item description should read “VDOT SECTION 429 for TUNNEL WATERPROOFING MEMBRANE, TYPE II”. Membrane reinforcement will be incidental to this pay item and not measured separately for payment. The asphalt concrete wearing surface referenced in the specification is not included in this contract.
