About this file
This memorandum from an environmental consulting firm summarizes asbestos investigations conducted for the Arlington National Cemetery Southern Expansion project. The investigations found asbestos containing materials buried on site, primarily in the eastern portion of the South Parking parcel. Mitigation measures are required during excavation and utility installation and will be detailed in the plans and specifications. However, uncertainties exist. The Defense Access Road project, which is separate from the Southern Expansion, will also impact investigation areas but is not bound by the expansion project's mitigation plans. Additionally, the full quantity of asbestos-containing materials requiring off-site disposal cannot be accurately determined until focused sampling is conducted in proposed excavation and utility areas. These uncertainties could impact cost and schedule planning if not addressed. The memorandum recommends ensuring the Defense Access Road project implements similar asbestos mitigation measures and conducting additional sampling to identify asbestos-containing materials requiring disposal.
This federal contract opportunity is for the Arlington National Cemetery - Columbia Pike Realignment Project in Arlington County, Virginia. The project scope includes realigning Columbia Pike and surrounding streets, expanding a park, modifying an interchange, and installing pedestrian and bicycle facilities. It will also include site preparation work for a subsequent expansion contract. The project value is over $10 million and will be awarded as a base schedule and option. The solicitation number is 693C73-21-R-000018 and bids are due in May 2021. Offerors must demonstrate experience on similar projects. The solicitation and any addenda will be available on beta.sam.gov. Registration in the System for Award Management database is required for payment. Subcontracting plans are mandatory for non-small businesses. The contracting agency is the Department of Transportation Federal Highway Administration.

Gregg Schwieterman Project Manager HNTB Corporation 2900 South Quincy Street, Suite 600 Arlington, VA 22206
Subject: Uncertainties associated with Hazardous Materials aspects of the Arlington National
Cemetery Southern Expansion (ANCSE) and Defense Access Road (DAR) Project
Dear Mr. Schwieterman, The purpose of this memo is to summarize the status of the environmental (i.e., hazardous materials) investigations related to the Arlington National Cemetery Southern Expansion (ANCSE) project and highlight some uncertainties associated with the property. Due to the status of the FOB2 property on the Federal Facilities Docket, Hana prepared an Environmental Site Inspection (SI) Report for the property in accordance with Comprehensive Environmental Response Compensation and Liability Act (CERCLA) requirements. The SI Report concluded that no remedial action was required at the FOB2 property based on future land use as part of ANC. However, this conclusion was predicated on the implementation of appropriate mitigation measures for Asbestos Containing Material (ACM) during the ANCSE Construction phase. The Virginia Department of Environmental Quality (VDEQ) Federal Facilities Section concurred with the SI Report in a letter dated December 13, 2019, which reiterated the need for appropriate mitigation measures during any excavation, grading or utility work. Hana will be assisting HNTB with the preparation of plans and specifications to identify all appropriate mitigation measures for
ANCSE.
Although the plans and specifications for ANCSE will identify appropriate mitigation measures for ANCSE, there are some uncertainties that should clarified to the project stakeholders moving forward. These uncertainties are identified and discussed below:
1. Portions of the ANCSE investigation area will be impacted by the Defense Access Road (DAR) project, which will include excavation, grading and utility installation. Since this project is a separate federal project from the ANCSE project, the plans and specifications detailing ACM mitigation measures for ANCSE are not applicable to the DAR project. However, if the DAR project does not also implement and document similar mitigation measures, this would be in violation of the concurrence letter from VDEQ and present potential regulatory issues.
Therefore, we recommend that ANC and/or USACE ensure that the DAR project receives all necessary data and reports related to this issue so that they can implement appropriate mitigation measures.
2. The quantity of ACM-impacted material requiring disposal cannot be accurately determined with the data collected to date. As the SI Report indicates, ACM is known to be buried in certain areas
Hana Engineers and Consultants, LLC. • 7501 Boulder View Drive • Suite 620 • Richmond, Virginia 23225 • hanaengineers.com of the site, primarily the eastern portion of the South Parking parcel. However, at the time the SI Report was prepared, specific areas of excavation and utility installation had not been identified. Therefore, previous sampling did not attempt to characterize material in these areas for future disposal. We believe focused sampling in areas proposed for excavation or utilities may be warranted so that material requiring off-site disposal during construction could be identified and quantified. Therefore, material requiring special disposal will not be firmly identified until the construction phase. We want to make clear that this presents great uncertainty with respect to planning for cost and schedule, as ACM material must be packaged, transported and disposed in accordance with 40 CFR Part 61, Subpart M and 9VAC20-81-620. Please note that this uncertainty also applies to the DAR project.
We wished to bring these uncertainties to your attention so that you can inform USACE and other stakeholders. We are glad to discuss these further with you and the project team.
Please contact me at 757-470-8361 or jeff.zoeckler@hanaengineers.com if you have any questions.
Sincerely, Jeff R. Zoeckler Vice President mailto:jeff.zoeckler@hanaengineers.com

MEMORANDUM
Hana Engineers and Consultants, LLC. • 7501 Boulder View Drive • Suite 620 • Richmond, Virginia 23225 • hanaengineers.com 1
Date: January 13, 2021
To: Gregg Schweiterman, HNTB
From: Jeff Zoeckler, Vice President
Subject: Summary of asbestos survey and sampling
Dear Mr. Schweiterman, This memorandum summarizes the investigation to identify potential asbestos containing material (ACM) associated with inactive steam pipe within utility vaults along Southgate Rd, Columbia Pike, and within the ANC complex. A photographic log is included in Attachment 1. Analytical results are included in Attachment 2.
An initial site visit was conducted on November 23, 2020 by Hana and its subcontractor (ECS). The purpose of the visit was to locate and identify any potential ACM. A total of 5 vaults were opened.
Approximate vault locations are presented on Figure 1. After opening Vault 1, it was found to be filled with water and no steam pipes were identified. Water depth was approximately 8 feet deep. Vault 2 was also filled with water, but the steam pipe was just visible under the water surface. Vault 3 was approximately 14.5 feet deep and had approximately 2 feet of standing water and the top of a steam pipe was exposed. Steam pipes were also partially exposed in Vaults 4 and 5, which also contained water.
None of the observed steam pipes appeared to be wrapped with insulation. A closer inspection of the pipe was not conducted. The vaults could not be entered as they are considered a confined space and would require appropriate safety precautions for entry.
On January 6, 2021, Hana and subcontractors ECS and ACE Environmental conducted an inspection of inside the vaults and sampling of potential ACM. The air withing the vaults were monitored for potentially hazardous conditions. A safety wench and tripod were set up above the vault and the inspector was harnessed to the wench. The indoor air was continuously monitored while the inspector was inside the vault. Water was not pumped out of the vaults prior to inspection. Vaults 3, 4, and 5 were inspected. Upon inspection, the steam pipe did not have any visible insulation. The inspector identified other materials that could have contained ACM. These materials included: residual pipe material, steam pipe gasket, rubberized pipe fitting, fiberboard pipe covering, textured wall coating, white powder around pipe fitting (Vault 4).
The samples were analyzed by Scientific Analytical Institute, Inc. The results are provided in Attachment
2. None of the samples collected contained any ACM.
Please contact me at 757-470-8361 or jeff.zoeckler@hanaengineers.com if you have any questions.
Sincerely, Jeff R. Zoeckler, Vice President
