About this file
This is Addendum No. 2 to RFP PR9220 issued by the Orlando Utilities Commission (OUC) on September 8, 2026, addressing clarifications and responses to proposer questions regarding asphalt and concrete services. The RFP solicits comprehensive asphalt and concrete services across OUC facilities and service territory in Orange County and Orlando, Florida. The scope encompasses 88 standard line items plus equipment and personnel rates, with two sample projects required for evaluation. Proposals must be submitted by September 15, 2026 at 2:00 p.m. EST to OUC's Purchasing Office at 100 W. Anderson Street, Orlando, Florida 32801, via VendorLink. The contract term is three years with one optional two-year renewal at OUC's election. Prospective proposers must acknowledge receipt of Addendum No. 2 or their bids may be deemed non-responsive.
Addendum No. 2 provides critical clarifications on material supply responsibility, removal work thickness specifications, and pricing requirements. OUC confirms that suppliers bear full responsibility for material provision and complete restoration work, with all road and road-base restoration meeting governing jurisdiction standards such as FDOT specifications. Removal work pricing guidelines specify thickness ranges: asphalt removal from 1" to 6", concrete removal from 1" to 10", and lime rock removal from 1" to 8". The addendum clarifies that Priority Work (Items 78-79) is scheduled work requiring time-sensitive completion rather than emergency response work, maintaining standard unit pricing structures. Suppliers are instructed to provide unit pricing for materials, labor, and equipment on respective lines without duplication, with each line item encompassing all costs for that specific task. An updated Attachment B pricing schedule (Rev 1) has been loaded in VendorLink for reference. Proposers are encouraged to document assumptions in a notes column within the pricing schedule, clearly identifying line items to which assumptions apply to ensure transparency and prevent misunderstandings.

To: All Prospective Proposers:
From: Bhumika Nathoo, Buyer Subject: Addendum No. 2, RFP PR9220 Asphalt and Concrete Services
The purpose of this Addendum is to address questions in response to the subject solicitation.
Questions:
Question 1. Line items 38-39 for 8-inch Lime rock road base what it entails. As per the sample project is the material to be supplied by OUC? What would be needed to quote? (e.g labor, hauling, compaction, etc.)
Response 1. OUC will not provide any materials for this project. Full restoration responsibility rests on the supplier. The supplier must include pricing for complete restoration. All road and road-base restoration must meet the standards and specifications of the governing jurisdiction where the work is performed. Example: FDOT typical compacted base course layer thickness ranges between 4 inches (100 mm) and 8 inches (200 mm) per lift to ensure uniform compaction throughout the depth.
Question 2. Line items 43-46 Remove Asphalt and dump, based on what thickness should be quoted?
Response 2. From ½ to 6”.
Question 3. Line items 51-53 Remove Concrete and dump, based on what thickness should be quoted?
Response 3. From 1” to 10”.
Question 4. Line items 54-57 Remove lime rock and dump, based on what thickness should be quoted?
Response 4. From 1” to 8”
Question 5. Are Items 78 and 79 Priority Work classified as Emergency Response per section 5.4?
Response 5. No. Priority Work is scheduled work that must be addressed within a set timeframe.
It is time sensitive, but not emergency response.

Question 6. If Priority Work is an Emergency Response, we would need to clarify units from the itemized pricing sheet?
Response 6. Priority Work is not emergency response; therefore, no change in units or pricing structure is required.
Question 7. Please clarify the following items marked in yellow for Sample Project No. 2 as we do not have these items in the itemized pricing list. Furthermore, regarding the highlighted entries, we seek clarification on the specific requirements for every line in the pricing schedule. Specifically, please confirm if the rates for each task should encompass all associated costs for materials, labor, and equipment. We want to avoid duplicating costs if these components are also listed as individual items elsewhere.
Response 7. For Sample Project No. 2 Please provide unit pricing to supply materials, and rates for equipment, and labor on their respective line.
Each item should include all costs required to perform that specific task, with no combined or duplicated pricing.
Asphalt Pavement Per Additional layer 0.5” Layer should be quoted only once.
Please use updated Attachment B - Pricing Schedule “RFP PR9220 Attachment B - Asphalt and Concrete Services Rev 1” loaded in VendorLink.
Question 8. Could you please advise if there is any flexibility to address these remaining items, or how best we should document our assumptions within the proposal submission?
Response 8. If you make any assumptions in your proposal, clearly document them in the pricing schedule and on each project, specifically noting the line item to which the assumption applies.
You are encouraged to add a ‘Notes Column’ to each sheet to provide details on your assumptions, ensuring transparency and avoiding misunderstandings.
