About this file

This is an Addendum No. 1 to a Request for Proposal (RFP PR9220) issued by the Orlando Utilities Commission (OUC) for Asphalt and Concrete Services across Orange County and Orlando, Florida. The solicitation seeks qualified suppliers to provide comprehensive asphalt and concrete services on an as-needed basis, including asphalt milling and repaving, concrete pavement and driveway construction, sidewalk and curb restoration, sealcoating, striping, lime rock base installation, debris removal, sod replacement, irrigation repair, and general roadway and parking surface maintenance. Proposals are due September 15, 2026, at 2:00 p.m. EST at OUC's Purchasing Office, with a contract start date of January 1, 2026. The contract term is three years with one optional two-year renewal at OUC's election. Bidders must acknowledge receipt of this addendum or their bid may be deemed non-responsive.

The addendum clarifies that OUC reserves the right to award the contract to multiple firms and has no obligation to purchase any minimum quantity of goods or services from awarded vendors. Work will be distributed on an as-needed basis through individual Work Releases, with no guaranteed volume of work to any awarded firm. There is no set budget for this solicitation; large projects will be competitively bid among qualified awarded vendors, while water construction projects for off-site emergency work will be issued through blanket purchase orders. A previous incumbent held the contract through December 2026, and the current scope has been modified from the prior solicitation. Badging requirements apply only to work performed on-site at OUC facilities; off-site water construction projects do not require badging.

To: All Prospective Proposers:

From: Bhumika Nathoo, Buyer Subject: Addendum No. 1, RFP PR9220 Asphalt and Concrete Services

The purpose of this Addendum is to address clarifications and questions in response to the subject solicitation.

Clarifications:

Based upon the results of the evaluation process, OUC reserves the right to award a contract, in whole or in part, to more than one firm. Participating firms/suppliers agree and acknowledge that OUC intends to distribute the work under the aforementioned solicitation on an as-needed basis and that OUC has no obligation to purchase any particular quantities of goods and/or services from an awarded firm (or firms) or supplier(s). Furthermore, participating firms/suppliers acknowledge and agree that the awarded firm (or firms)/supplier(s) do not have any exclusive rights and that OUC may request quotes from any and all awarded firms/suppliers under this RFP for the goods and/or services that are the subject matter of this solicitation.

From time to time throughout the term of the Contract, OUC may choose to request the awarded firm (or firms)/supplier(s) to provide particular goods and/or services that are subject of the Contract (“Scope of Work”). If and when OUC and the awarded firm (or firms)/supplier agree to each particular Scope of Work, OUC and the awarded firm (or firms)/supplier shall proceed under the resulting Work Release. OUC does not guarantee a specific amount of work under this solicitation/Contract to any particular firm (or firms)/supplier(s) that are awarded under this solicitation. Any services requested by OUC under the Contract are strictly on an as-needed basis, and only at OUC’s discretion.

Questions:

Question 1. Page 23 of 27 of the RFP mentions badges and badge fees. Since we are not doing indoor work and are working outside on streets, roads, and parking lots, is badging still required?

Response 1. For Water Construction projects that are fully off site, badging is not required.

However, when work is performed on-site at OUC facilities, badging is required and will be managed individually for each project.

Question 2. Was there a previous incumbent? If so, can you share their price proposal?

Response 2. Yes. This information is not required to respond to this solicitation.

Question 3. Has there been any changes to the scope from the last?

Response 3. Yes.

Question 4. Did the previous incumbent complete the project term? Is this solicitation the same length of time?

Response 4. Yes. Yes.

Question 5. If previous incumbents exist, when is the contract set to end?

Response 5. December 2026.

Question 6. Is there a set budget for this solicitation?

Response 6. No set budget. Large projects will be bid out to qualified awarded vendors and OUC will choose the most responsive and responsible vendor. For water construction projects OUC will issue blanket purchase order(s) for off-site emergency work.

Question 7. Is there a projected award and start date?

Response 7. No. Start date of January 1, 2026.

Reminder:

Bids are due no later than 2:00 p.m. Local Time (EST) on September 15, 2026, at OUC’s Purchasing Office located at, 100 W. Anderson Street, Orlando, FL 32801, via VendorLink submissions.

Your proposal response must acknowledge Addendum No. 1 was received or your bid may be considered non-responsive. In other respects, except as specifically stated above, the subject request for Proposal remains unchanged.

Note:

There shall be no communication between the supplier, their employees or subcontractors concerning this RFP to anyone within OUC except the buyer of record.

Sincerely, Bhumika Nathoo
