About this file

Summary

This is an itemized pricing schedule and attachment document for Request for Proposal PR9220 issued by OUC (Orlando Utilities Commission) in Florida for comprehensive asphalt and concrete services. The RFP requests proposals from qualified suppliers to provide labor, materials, equipment, and expertise for a wide range of services including asphalt milling and repaving, concrete pavement installation, sidewalk and curb work, sealcoating, striping, debris removal, brick base removal, and sod restoration across OUC facilities and service territory. The pricing schedule contains 88 line items for standard services plus equipment and personnel rates, with pricing differentiated by project size and work hour classifications (standard versus non-standard hours). Two sample projects are included for evaluation purposes: Sample Project No. 1 involves milling and repaving approximately 785 feet by 28 feet of asphalt pavement at 5100 S Alafaya Trail in Orlando, Florida, including lime rock base repair, three layers of asphalt application, traffic control, new striping, and reflectors; Sample Project No. 2 itemizes specific quantities for removal operations, concrete installation, asphalt paving in multiple layers, and equipment and personnel hours required for execution.

Pricing for all services must include labor, materials, and equipment where applicable, and bidders must complete all workbook sheets and both sample projects as part of their proposals. The RFP offers payment discount options ranging from 1 to 3 percent based on payment timing (10, 15, or 20 net 30 days). Suppliers must provide warranty information covering labor, workmanship, equipment, parts, and materials for a standard one-year term, identify all asphalt plant locations and subcontractors with their assigned scopes of work, and demonstrate prior project experience with identified subcontractors. Contractor employees require government-issued identification for property access, must complete onsite safety training, comply with FDOT standards and all local and state building codes, and provide density test results to the owner. All work is subject to change order approval prior to execution, and contractors must provide one-year builder's warranty coverage upon project completion.
