This document is Addendum No. 4 to Request for Proposal (RFP) PR7766 issued by the Orlando Utilities Commission (OUC) for Conference Rooms Audio Visual (AV) Equipment Upgrades and Implementation. The addendum addresses various clarifications and questions from potential proposers, including details about the project scope such as content management software, control booth specifications, photo op location, electrical and data work, and equipment retention. Key points include confirmation that OUC is currently using OBS (Open Broadcaster Software) for content management, the control booth and production booth are the same space, and OUC will handle furniture while being open to supplier recommendations. The addendum specifies that all electrical work and data drops should be done by the supplier, the DVD player will no longer be needed, and existing Crestron lighting control panels will not be removed.
The document provides critical guidance for bidders, emphasizing that bids are due no later than 2:00 p.m. Local Time on March 19, 2025, via VendorLink submission. Proposers must acknowledge receipt of Addendum No. 4 or risk having their bid considered non-responsive. The addendum includes a strict communication protocol, stating that suppliers, their employees, and subcontractors should only communicate about the RFP with the buyer of record. While specific budget details are not provided in this addendum, it offers granular insights into the project's technical requirements and expectations, helping potential suppliers understand the precise needs of the Orlando Utilities Commission for this audio-visual equipment upgrade project.

To: All Prospective Proposers:
From: Bhumika Nathoo, Buyer Subject: Addendum No. 4, RFP PR7766 - Conference Rooms Audio Visual (AV) Equipment
Upgrades and Implementation
The purpose of this Addendum is to address clarifications and questions in response to the subject solicitation.
Clarification 1: Response to Addendum No. 3, Question # 114 is being changed as follows:
Will the old Crestron lighting control panels be removed? Is lighting control desired in the chamber?
Response: No, the old Crestron lighting control panels will not be removed. Lighting updates are not desired. OUC will retain the lighting that is currently in the Commission Chamber.
Questions:
1. Response to Question # 32, please detail the requirement for “content management software”.
Is this a.k.a. agenda and meeting management software? – E.g. – Granicus, Civic Clerk, etc.
Response: OUC is currently using OBS – free and open-source (Open Broadcaster software) application to be able to act as our content management system; however, OUC is open to any recommendations that would allow us to have better controls for all content managed within the Commission meeting.
2. Clarification 2 1.11.2.8 – Please confirm (or not) that the “ IT (control booth) ” is also, the production booth.
Response: Yes. The Control booth and Production booth are one and the same.
3. Clarification 2 1.11.2.8 - should control booth furniture and workstations be OUC or Supplier provided?
Response: As of right now, OUC will be responsible for furniture as well as workstations at the control booth; however, OUC is open to recommendations on the type of workstations that a supplier may have used in the past with similar projects they have performed. Suppliers can include the same in their proposal and design.
4. Clarification 2 1.11.2.9 – photo op location – is the overflow room acceptable area for a photo op location or is there different preferred location?
Response: The current Photo Op location is by the window inside the Commission Chamber.
http://www.ouc.com/
Having the Photo Op location in the overflow room is not an option due to the fact that the photos are taken throughout the course of the meeting. The Photo Op location must remain inside the Commission Chamber.
5. Clarification 2 1.11.2.12 - will the control booth installation by OUC include electrical and data drops or should either or both be included in the Supplier scope of work?
Response: All electrical work as well as data drops should be done by the Supplier.
6. Do you wish to retain the DVD player in the rack for use as an input source by the system?
Response: The DVD Player will no longer be needed.
7. Question # 114 – should new lighting control hardware, software, and installation be included in the quote? If so, please provide details of the existing lighting dimming system hardware, control interfaces, electrical circuits schedule, desired zoning, dimmer panel, locations, etc.
Response: See Clarification 1 of this Addendum.
8. Is lighting control to be a function on the AV control touch panels or separate from AV?
9. In answer #67, which newer equipment in the rack is OUC referring to?
Response: Refer to Addendum No. 3, Question # 102.
OUC’s preference is that any equipment that was installed during the small refresh we did back in February of 2024 is leverage if possible.
10. Would this just be all the equipment installed last year and listed in #102?
Response: Yes.
11. Please confirm that OUC will build the new control room, including any new data and power outlets in it. #116 seems to suggest that the contractor should provide the data and power in the new control room.
Response: OUC will build the new control room; however, the Supplier will be responsible for data and power outlets (or any electrical work).
12. Please provide the original equipment list, as well as pictures in the electrical room of the Crestron lighting panel.
Reminder:
Bids are due no later than 2:00 p.m. Local Time on March 19, 2025, via VendorLink submission.
Your proposal response must acknowledge Addendum No. 4 was received or your bid may be considered non-responsive. In other respects, except as specifically stated above, the subject request for Proposal remains unchanged.
