General Specifications and Information Project Overview: The Town of Buena Vista is seeking proposals from qualified contractors to lead the construction of Billy Cordova Memorial Park for the Town of Buena Vista. The park design includes a playground, post-tension concrete multipurpose court, outdoor workout equipment, labyrinth, grass open-play area, prefabricated pavilion/restroom structure, two parking areas, sidewalks, and landscaping.
Park Information: The Billy Cordova Memorial Park will be a park that serves the entire Upper Arkansas River Valley. This park has special significance, due not only to the strategic location set to accommodate future growth and underserved populations, but also to honor first responders. The park design will have a special memorial and first responder theme, as the community has decided to name this park after fallen Chaffee County Fire Battalion Chief Billy Cordova.
The Buena Vista community has developed a park design that includes elements for all generations and all physical abilities. An initial plan for the park was developed in 2019 with significant community input to the layout and features. Town staff have continued to work with our community to strategically update the previous design and draft a plan for the park that will be a valuable asset to all residents of our Town, county, and the surrounding area. The rapid growth on the southwest side of Buena Vista, along with the true lack of any nearby park area or connecting trail, have made this a top priority for the Town in 2024.
The proposed amenities are designed to include inclusive features and exceed ADA requirements. The park will consist of play structures, sensory boxes, a labyrinth, outdoor fitness equipment, and restrooms. There is also planned green space to allow for open play and a concrete multi-purpose court to accommodate informal sports play. Cordova Park will be the only park in our region with fully accessible elements and adaptive equipment.
The plan includes a sheltered picnic area to act as a gathering place and rest area for park visitors looking to relax and socialize.
In addition to the elements at the park itself, the plan incorporates the connection of the park into Town’s existing trail system. This 1,700-foot trail will be built to the standard of our existing trails, 8 feet wide with crusher fines, and will help us connect the west side of town to the existing Peaks View Trail, making the total trail one mile long and completing the connection to the rest of town and other amenities.
Special Construction Elements: Due to the overwhelming community support for this project, the Town will be providing two opportunities for the community to assist with park construction. The first Community Build Day will be for playground equipment assembly and installation, led by Star Playgrounds on Saturday, August 24.
Star Playgrounds is under contract with the Town of BV to supply the playground equipment and lead the Community Build Day for equipment installation. Following installation, Star will install both the engineered wood fiber and poured in place safety surfacing for the playground. The second Community Build Day will allow the community to contribute by constructing the labyrinth, installing deer projection around trees, planting shrubs, flowers, and grasses 5-gallons or smaller, and construct the trail connection to the park. This Build Day will be led by Town of Buena Vista Staff.
The Town of Buena Vista has also previously purchased the restroom/pavilion building from Romtec, Inc. Town staff are currently working through the application process for the necessary building permits needed for the project. As we are working through that process, Town can give Romtec a Notice to Proceed, which allows them to begin fabricating the structure. Romtec anticipates delivery of the structure to the site 10-12 weeks after the Notice to Proceed is granted.
Park Location & Size: The park will be located at 142 Raven Way in Buena Vista, CO 81211. The park is roughly 33,000 square feet and is the size of 4 lots in the Sunset Vista IV subdivision. The park consists of lots 155, 156, 169, and 170 of the Sunset Vista IV subdivision, which were rezoned to Open Space & Recreation (OSR) and consolidated into one lot in February 2023. All property is owned by the Town of Buena Vista.
