About this file
The document is a pre-bid meeting follow-up for the Billy Cordova Memorial Park project issued by the Town of Buena Vista, Colorado, addressing multiple contractor questions about project specifications, permitting, and construction details. The document covers a range of technical inquiries including permits (Building Permit, Excavation Permits, Sewer/Water Tap Applications), project management (Shane Basford as Project Manager), irrigation systems (two-wire system preferred), landscaping specifications (tree sizes, cobble dimensions), and excavation requirements (440 cubic yards of export anticipated). The project includes a playground, multipurpose court, outdoor workout equipment, labyrinth, and a Romtec prefabricated pavilion/restroom structure, with two planned community build days scheduled for equipment installation and landscaping.
The Town of Buena Vista will provide a tax exemption certificate for purchasing and has already procured some project elements, such as the Romtec building (which will be delivered with powder-coated black doors and frames). The project involves significant community involvement, with volunteer planting and equipment installation planned for August 24, 2024. Specific technical details were clarified, including soil preparation (418 cubic yards of topsoil with amendments), irrigation controller specifications (Hunter ICC2 Controller), and site preparation requirements. The project is located at 142 Raven Way in Buena Vista and encompasses approximately 33,000 square feet, representing a comprehensive recreational development designed to serve the Upper Arkansas River Valley with inclusive, accessible park features.

Billy Cordova Memorial Park – Pre-Bid Meeting Follow Up
What permits has/will the city apply for?
• The Town of BV has applied for a Building Permit with Chaffee County, as well as an Early
Excavation Permit, an Excavation Permit, a Fence Permit, a Sewer Tap Application, a Water Tap
Application, an Electrical Connection Application, and an Access Permit. We believe this should be all permits necessary for the project.
Please define who the PM is referencing in the general notes of the plans. (sheet 5)
• Shane Basford, Recreation Director will be the PM for the project.
S1/2 detail 2 says “Chain-link fence by others” can you confirm this is a misprint?
• This note is stating to refer to the landscape details for the chain link fencing info/detail. Refer to sheet “11” SITE DETAILS.
Can you supply an itemized list of what is included with the building?
• Romtec will supply an itemized list of what is included in the building package after the building permit is complete.
Are there fees associated with getting a new water and electrical meter for this project?
• Yes, there will be fees associated with those connections, but Town will be responsible for those fees.
Does the flatwork require 6” base, same as the sidewalk (C7.1)?
• BV details do not differentiate between sidewalk and flatwork, assume 6” base course for both.
Can we use the existing material on site for road base, cobble, and boulders?
• Yes, as long as the material conforms to size requirements as outlined on plans and in specs.
Is it necessary to install irrigation control wires inside of conduit? - Valerian
• Please plan to use conduit as indicated for exposed wire and under any hardscape. A separate sleeve is required for wire at all mainline hardscape sleeve locations.
Where would you like the master valve, manual drain, and flow sensor to be included on the bid schedule?
• The bid form has been revised. Please include these three items and the backflow preventor in the “#61 POC equipment” line item on the bid form.
Details call out a two-wire irrigation system. A conventional wire would be more cost effective for 10 zones. Please provide direction.
• A 2-wire system is preferred by the Town of Buena Vista for this project.
Would you like remote access to the irrigation controller? What type of controller and functionality? Do you want remote access or just wi-fi capability. If you would like remote access to the controller and two-wire, we would need to go with an ACC2 clock with a data card, which is more expensive. If you would be satisfied with Wi-Fi access to the controller, we could use a Pro-HC1200.
• Please use the controller specified in the specifications. For reference use the Hunter ICC2
Controller for 2-wire systems with stainless steel wall mount, and the Wi-Fi Kit.
The bid sheet calls out for 8’ Evergreen trees and the plans call for 6’. Can you confirm which size is correct?
• 8’ Evergreen tree size is correct.
Can you provide a schedule for the volunteer plantings so that we can plan for supervision and to get the drip lines installed in a timely manner?
• The schedule of items to be planted is included on Page 13 of the BCMP Sealed Bid Drawings, and the layout locations are listed on Page 14-15 of the same document. The date of the volunteer plantings has not been scheduled yet. We are anticipating that this will be one of the last items in the project, and the contractor will be able to give input on that date.
In the sensory garden the bid sheet calls out 2-4” cobble and the detail calls for 4-6”. Can you confirm which size is correct
• Please use 4-6” size cobble for this area.
Where would you like for us to include the bio retention and crushed granite for the dry streambed in the bid schedule?
• Omit bio retention filter material and only include crushed granite base layer. We have revised the bid form to include “#35 Dry Stream Crushed Granite” line item.
Can you clarify where the 440 CY of export will be coming from and how you got to the 440 CY number?
• The 440 CY of export will mostly come from the excavation needed for the playground pit and the landscaping. The contractor may use existing soil for the landscaping areas, provided the soil test proves that they are sufficient to hold the moisture required for the turf, grasses, trees, and shrubs. We are anticipating that the contractor will need to excavate 8” of existing soils in order to bring in 8” of topsoil in the turf and landscaping areas.
Will Marv stockpile the cleared grubbing, or will that be transported off site? Is that part of the 440 CY export?
• Marv may stockpile materials that will be used in the project, such as 1’-3’ boulders, under the direction of the Town of BV Staff. Marv will haul the cleared grubbing off site. This will likely result in less than 440 CY of export needed by the contractor, but we would like the contractors to bid for the full 440 CY.
How long do you anticipate Star and volunteers taking to install the playground equipment?
• The installation of the equipment should be completed on the scheduled Community Build date, currently, August 24, 2024. The installation of the engineered wood fiber and the poured-in-place surfacing is estimated to take one week to complete the surfacing installation, immediately following the equipment installation.
Can you confirm the tax rate for this project?
• Town will provide a tax exemption certificate to the contractor for purchasing.
Can you define what is in the soil prep and fine grading bid item? Is this 418 CY topsoil with amendments?
• Yes, this is the 418 CY of topsoil with amendments.
Will the doors and frames on the Romtec structure be delivered powder coated black, or will the contractor be responsible for powder coating?
• The doors and frames will be delivered powder coated black from Romtec.
