About this file
This is a Request for Proposals (RFP) for the United States Coast Guard (USCG) to acquire Response Boat Small Third Generation (RB-S III) vessels and associated equipment. The Government intends to award up to four (4) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for the design, production, testing, delivery, and logistics support of RB-S III boats and purpose-built trailers. The acquisition will recapitalize the aging fleet of 29-foot RB-S II platforms. The anticipated IDIQ ordering period spans ten (10) years, consisting of a two (2) year base ordering period and one eight (8) year option ordering period. Required deliverables include boats, trailers, logistics support, technical documentation, configuration management, and supply support services.
The solicitation employs a two-phase competitive acquisition and down-select process. In Phase I, proposals will be evaluated on three non-price factors: Mission Effectiveness, Production and Management, and Price. Up to four (4) offerors may be selected for IDIQ contract awards and will each receive an initial delivery order for construction and delivery of one demonstrator boat and trailer to satisfy the contract minimum guarantee. Phase II consists of a Government-conducted In-Water Demonstration lasting up to 90 calendar days, during which Phase I awardees' vessels will be evaluated on performance criteria. The RFP is issued by the Department of Homeland Security US Coast Guard under solicitation number 70Z02326R93250001.

TABLE OF CONTENTS
B.1 CONTRACT TYPE
B.2 CONTRACT LINE-ITEMS NUMBERS
B.3 CONTRACT ORDERING PERIODS
B.1 CONTRACT TYPE
This contract is a Commercial Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract containing a combination of Firm-Fixed-Price (FFP) and Fixed Price with Economic Price Adjustment (FP-EPA) contract line items (CLINs). RB-S III boat production line items will be FP-EPA as specified herein; other supplies, support items, and separately identified deliverables will generally be FFP unless otherwise specified. The IDIQ nature of the contract provides flexibility, enabling the Government to order an indefinite quantity of supplies during the contract period, within specified minimum and maximum limits.
Individual requirements are fulfilled through the issuance of Delivery Orders, each of which will specify the exact CLINs, quantities, and schedule for the required supplies. Each Delivery Order placed under this contract will be awarded on a FFP and/or FP-EPA basis.
B.2 CONTRACT LINE-ITEM NUMBER (CLIN)
All CLINs associated with this contract are clearly delineated and identified within the Standard Form (SF) 33, which serves as the primary contractual document for commercial acquisitions. The SF-33 provides a summary of the contract’s essential terms and conditions, including the identification and description of each CLIN, which represents a distinct deliverable, or supply item to be provided under the contract.
In addition to their listing on the SF-33, the CLINs are further detailed in Attachment J-1, Pricing Schedule. The Pricing Schedule provides a comprehensive breakdown of each CLIN, including the associated unit prices, quantities (where applicable), and any relevant pricing or performance information.
This attachment serves as the authoritative reference for all pricing matters under the contract, ensuring transparency and consistency in the application of prices to individual Delivery Orders.
The following descriptions identify the supplies and services associated with each CLIN.
(a) CLIN X001 – RB-S III (BOAT AND TRAILER) This Contractor must provide the design, construction, and delivery of a complete and operational Response Boat - Small III (RB-S III). Each unit shall be delivered inclusive of its purpose-built trailer, Contractor-installed equipment, all associated outfitting and equipment as detailed in the Specification, and the initial Maintenance Requirements List (MRL) Kit as required per Statement of Work (SOW) Section 083-2.4.
(b) CLIN X002 / X003 – BOAT AND TRAILER SHIPPING – CONUS / OCONUS The Contractor must provide the transportation of the RB-S III boat and trailer to designated CONUS and OCONUS locations as required by SOW Section 084-3. The Contractor is responsible for all arrangements, including safe loading, transit, and offloading.
(c) CLIN X004 / X005 – CREW FAMILIARIZATION (FAM) – CONUS / OCONUS The Contractor must provide operator and maintainer familiarization sessions at CONUS and OCONUS locations to be conducted by the Contractor in accordance with SOW Section 089.
Section B – Supplies or Services and Prices/Costs
B-2
(d) CLIN 0006 & 1006 – LIST OF DELIVERABLES The Contractor must provide all data deliverables as specified in the SOW and detailed in Attachment C- 4, List of Deliverables. This includes, but is not limited to, agendas, meeting minutes, schedules, technical data packages, manuals, and reports.
(e) CLIN X007 / X008 / X009 / X010 – INTERIM CONTRACTOR LOGISTICS SUPPORT (ICLS) The Contractor must provide ICLS in accordance with SOW Section 80. This includes materials, subcontracts, non-engineering and engineering labor services, and travel costs.
(f) CLIN X011 – MRL KIT (ADDITIONAL) The Contractor must provide Maintenance Requirements List (MRL) Kits. The MRL kits ordered under this line item are separately procured kits in addition to the initial kit delivered with each boat and must contain all parts and consumables as specified in SOW Section 083-2.1 – 083-2.3.
(g) CLIN X012 / X013 / X014 – INSURANCE SPARES The Contractor must provide System Insurance Stock (SIS), including major equipment such as outboard engines and fendering systems, in accordance with SOW Section 083-5.
(h) CLIN X015 – RETROFIT The Contractor must provide the kits and instructions of approved Engineering Change Proposals (ECPs) on previously delivered boats, as described in SOW Section 041-5.1.4.
(i) CLIN X016 – DISPLAY MODEL The Contractor must provide the design and construction of a scale display model of the RB-S III and trailer, suitable for display, in accordance with SOW Section 098.
(j) CLIN X017 - Non-Recurring Engineering for OGA Variant The Contractor must provide non-recurring engineering services to develop an Other Government Agency (OGA) Variant of the RB-S III.
B.3 CONTRACT ORDERING PERIODS
This IDIQ includes a two (2)-year base ordering period and one (1) optional eight (8)-year ordering period. Each ordering period includes CLINs with pricing applicable to orders placed during each 12-month period of each ordering period as set forth in Attachment J-1, Pricing Schedule. Orders for supplies and services within the scope of this contract may be issued by the Contracting Officer (KO) against the applicable ordering period CLINs at any time during the corresponding ordering period identified in the contract.

041-4.7 [Orig] Corrective actions shall be implemented on all affected RB‑S III boats and trailers, delivered and in production, unless otherwise agreed in writing by the
USCG.
041-5 [Orig] Configuration Control
041-5.1 [Orig] Engineering Change Proposals (ECPs)
C-5
041-5.1.1 [Orig] After delivery of the second RB‑S III, the Contractor may propose changes to contract requirements to address Diminishing Manufacturing Sources and Material Shortages (DMSMS) / obsolescence or to improve safety, reliability, maintainability, or supportability.
041-5.1.2 [Orig] The Contractor shall request an ECP number from the USCG before submitting an ECP and shall use DD Form 1692 (https://www.esd.whs.mil/Directives/forms/dd1500_1999/DD1692/).
041-5.1.3 [Orig] Each ECP shall describe the proposed change and rationale, identify effectivity (second hull or trailer to receive the change), recommend retrofit for previously accepted boats and trailers, list all affected configuration and technical documentation in DD Form 1692, and address impacts to performance, safety and stability, software/firmware and parameter sets, logistics (MECL, SNR, spares, manuals), cost, and schedule.
041-5.1.4 [Orig] The USCG may order retrofit to install an approved change in the field.
When installation is included, the Contractor shall perform it and shall develop and deliver Engineering Change Installation Instructions (ECII) (template provided as GFI) identifying all required parts, consumables, tools, and step‑by‑step instructions. The Contractor shall provide all components and instructions listed in the ECII as part of the retrofit
041-5.1.5 [Orig] If an ECP is approved, implementation details will be established via contract modification. No change shall be implemented on any RB‑S III or trailer without written USCG approval.
041-5.2 [Orig] Field and Warranty Changes
041-5.2.1 [Orig] If correcting defects during warranty requires a configuration change before PCB establishment, the Contractor shall inform the USCG of the proposed change, recommend implementation on all delivered and in‑production boats and trailers, and update the CSA system, MECL, SNR, and applicable TDP elements.
041-5.2.2 [Orig] If a configuration change is identified after PCB establishment, the Contractor shall submit an ECP for USCG approval prior to implementation, even when the change is to correct a defect under warranty.
041-5.3 [Orig] Request for Variance (RFV)
041-5.3.1 [Orig] The Contractor may propose variance from a particular requirement of an item’s configuration baseline documentation for a specific hull or number of hulls, or for a specific period, by submitting a Request for Variance (RFV). An RFV differs from an engineering change because it does not require a change to the configuration baseline document but merely documents the authority for the specified hulls and their configuration documentation to differ from the baseline document. The USCG will review RFVs. Upon acceptance in the form of a contract change, the KO will authorize the Contractor to implement the RFV. (https://www.esd.whs.mil/Directives/forms/dd1500_1999/DD1694/)
041-6 [Orig] DMSMS and Obsolescence https://www.esd.whs.mil/Directives/forms/dd1500_1999/DD1692/ https://www.esd.whs.mil/Directives/forms/dd1500_1999/DD1694/
