About this file
This is a Specification document (Section C – Attachment 1) for the U.S. Coast Guard Response Boat - Small Third Generation (RB-S III), dated October 22, 2026, Amendment Four (A00004).
The specification establishes comprehensive technical and operational requirements for a 32-foot 6-inch aluminum hull vessel designed to support multi-mission operations including search and rescue, maritime law enforcement, ports/waterways/coastal security, and drug/migrant interdiction. The vessel must achieve a minimum full speed of 45 knots and 150-nautical-mile range at 25 knots cruising speed under performance weight conditions. The RB-S III shall operate safely in seas up to six feet and survive in eight-foot seas, remain dynamically stable across all loading conditions, and accommodate twelve personnel (four crew and eight passengers) with four shock-mitigating seats in a two-by-two forward-facing cabin configuration. The boat's trailered weight shall not exceed 12,000 pounds with a draft not exceeding 3 feet 3 inches at full-load weight condition. Construction specifications mandate aluminum hull per ISO 12215 Category B with full-penetration welds, 316 stainless steel fasteners, and compliance with ABYC standards for electrical, fuel, propulsion, and safety systems. The vessel requires two counter-rotating 4-stroke gasoline marine outboard engines, dual battery banks (house and engine starting), comprehensive electrical power distribution, navigation systems including SINS-2 with integrated AIS, tactical and commercial VHF radios with boat crew communications systems, EO/IR cameras, and dedicated stowage for weapons, ammunition, rescue equipment, and repair parts. Mandatory outfit includes life rings, throw bags, flashlights, first aid kits, navigation tools, and a complete tool kit. The specification emphasizes human systems integration, crew habitability features including cabin ventilation and heating, non-skid deck surfaces, handholds, emergency egress windows with salt-water activated lights, and fendering systems with International Orange coloring. A matching DOT-certified trailer with aluminum frame, torsion bar suspension, disc brakes with stainless steel components, and self-centering bow stop with retrieval winch is required.

070-2.2 [Orig] Length (overall) – Shall not exceed 37 feet on the trailer and 32 feet 6 inches in water, measured from the forward-most extremity to the aft-most extremity, including fully deployed fendering, lowered engines, and taffrail in place.
070-2.3 [Orig] Beam (overall) – Measured from the outermost extremities without removing any components, the beam:
070-2.3.1 [Orig] Shall not exceed 8 feet 6 inches while trailered. If an air bladder is used as part of the fendering system, this measurement may be taken in the deflated condition.
070-2.3.2 [Orig] Shall not exceed 8 feet 10 inches while in the water with fully inflated air bladder, if used.
070-2.4 [Orig] Height – Shall not exceed 11 feet 6 inches to the highest fixed point in the trailered configuration.

070-3.2.2 [Orig] An exterior fold-down seat facing aft, mounted on the cabin’s aft bulkhead, with a clear sightline to the aft tow post.
070-3.3 [Orig] The RB-S III cabin seating and deck arrangements shall provide firing arcs as indicated in Figure 070-1. The firing arcs do not need to be unimpeded. Stanchions or passenger overhead protection supports may be within the firing arcs, provided they do not prevent sighting a shoulder fired weapon in the intended firing arc.
[Orig] Figure 070-1: Firing Arcs
070-3.3.1 [Orig] The cabin shall be fitted with “spotter windows” in the cabin overhead to provide lateral and forward visibility for the coxswain and forward crewmember when the RB‑S III is maneuvering in sharp turns. Spotter windows shall be tinted to minimize solar heat gain and glare.
070-3.3.2 [Orig] The aft port seat shall feature a designated workspace equipped with a stowable table.
The table mechanism shall be capable of being locked in both the deployed and stowed positions without the use of tools.
Section C Attachment 1 7 SPECIFICATION
070-3.3.3 [Orig] The aft seats shall be elevated three inches higher than the forward seating positions to allow the aft crewmembers to have a forward line of sight through the cabin forward‑facing windows.
070-3.3.4 [Orig] The cabin arrangement shall incorporate dedicated receptacles (e.g., fabric, webbing, or non-rigid cup holders) at each of the four crewmember seats to accommodate the secure stowage of personal water containers.
