About this file

This is a Technical Data Package (TDP) Option Selection Worksheet for the RB-S III 3D Product Drawings and Associated Lists, part of the USCG Boat Acquisition Program (CG-SEA-A5). The worksheet specifies the requirements for delivering a product-level 3D model in accordance with MIL-STD-31000 under Contract 70Z02326R93250001, CLIN 1006 (OP2), Deliverable Item 31. The contractor must deliver the 3D model in a native 3D CAD format capable of exporting to ISO 10303-242:2022 (STEP AP242) format, using contractor-selected CAD software. The deliverable shall also include a STEP AP242 neutral format export and utilize contractor format for drawing presentation. Government cage codes and document numbers must follow Section 085 of COMDTINST 9085.1 series and USCG 3D model numbering rules.

The required associated lists include separate parts lists, data lists as required, index lists as required, separate wiring lists, and separate application lists. The contractor must provide a Technical Data Package List (TDPL) and Document Number Assignment Report as data management products. Additional tailoring requirements specify that the 3D model must be structured as nested assemblies with one authoritative model per item, utilize instancing for duplicate components, exclude unnecessary geometric detail, maintain true location and orientation consistent with 2D drawing datums, and preserve solid and surface geometry, assembly hierarchy, coordinate systems, and component identifiers in the STEP export. Before delivery, the contractor must remove obsolete design iterations, verify correlation with 2D drawings and material lists, and validate all format conversions to ensure completeness and accuracy.

11. OTHER TAILORING (Attach additional sheets as necessary

The following tailoring applies to all RB-S III 3D Models:

11.1 Model Structure and Nesting

11.1.1 The 3D Model shall be structured as assemblies, sub-assemblies, and parts using nested CAD files or equivalent assembly structures.

11.1.2 Each component listed in the 2D Product Drawings or associated Material Lists shall be modeled such that, at the highest relevant level, it can be selected and managed as a single item. Fasteners, wiring, and electrical components internal to an enclosure are not required to be modeled unless necessary to support interference review, access, maintenance, weight control, configuration management, or other contract requirements.

11.1.3 Non-physical entities, such as molded lines, datum planes, and coordinate systems, may be included as needed.

11.2 Duplicate Model Control and Instancing

11.2.1 There shall be one authoritative model of each modeled physical item.

11.2.2 Multiple occurrences of the same item shall be implemented using instancing or equivalent referencing.

11.3 Level of Geometric Detail

11.3.1 Components shall not be modeled with unnecessary fine geometric detail.

11.3.2 Parts may be modeled as blocks, surfaces, or solids that show the occupied volume to the precision necessary to avoid interferences and support analysis.

11.3.3 Small items may be shown as simplified shapes or symbols with attributes.

11.4 Location, Orientation, and Datum

11.4.1 All modeled physical components shall be shown at their true final location, orientation, and size.

11.4.2 The 3D Model shall be consistent with the 2D drawing datum, such as “Fr 0, Baseline, Centerline.” Components shall be positionable in that coordinate system or an equivalent coordinate system traceable to the 2D drawing datum.

11.5 STEP AP242 Export

11.5.1 The native model shall be exported to ISO 10303-242:2022 (STEP AP242).

11.5.2 The STEP export shall preserve:

11.5.2.1 Solid and surface geometry;

11.5.2.2 Assembly hierarchy, component placement, and instancing;

11.5.2.3 Coordinate system, datum, and orientation information necessary to correlate the 3D Model to the 2D Product Drawings;

11.5.2.4 Part, component, and assembly identifiers necessary to correlate the 3D Model to the 2D Product Drawings, Material Lists, and configuration baseline; and

11.5.2.5 Other required attributes to the maximum extent supported by the native CAD system and STEP export process.

11.5.3 Export settings shall be selected to maintain sufficient accuracy for spatial integration, interference review, sustainment planning, maintenance, repair, modification, and analysis.

11.6 Validation and Cleanup

11.6.1 Before delivery, the Contractor shall:

11.6.1.1 Remove unused geometry, obsolete design iterations, and side studies from the delivered model.

11.6.1.2 Verify that the Model reflects the approved configuration and correlates with the 2D drawings and Material Lists.

11.6.1.3 Validate any format conversions, ensuring that geometry, assembly structure, and required model identifiers and attributes remain complete and accurate.
