About this file

This is a Specification document for the Response Boat – Small Third Generation (RB-S III), a U.S. Coast Guard vessel platform. The specification dated 30 September 2026 (Original version) establishes comprehensive technical and operational requirements for the design, construction, and outfitting of this multi-mission maritime asset.

The RB-S III is an approximately 32-foot 6-inch enclosed cabin vessel designed for Search and Rescue, Maritime Law Enforcement, Ports/Waterways/Coastal Security, Drug Interdiction, and Migrant Interdiction operations. Key performance requirements include a minimum speed of 45 knots in calm conditions, a range of at least 150 nautical miles at 25 knots, the ability to operate in seas up to six feet, and operation in temperatures from 0°F to 120°F. The vessel accommodates 12 persons (four crew plus eight passengers) with full isolation shock-mitigating seats for crew in a two-by-two forward-facing configuration. The trailered weight shall not exceed 12,000 pounds. The boat is powered by two counter-rotating 4-stroke gasoline outboard engines and includes aluminum hull construction per ISO 12215, Category B standards, with specific welding requirements per AWS D1.2/D3.7. Stability and buoyancy must meet ISO 12217-1, Category C, Option 4 with specified crew/passenger weight assumptions of 220 pounds per person. The vessel requires extensive safety systems, including bilge alarms, fire extinguishing systems, gasoline fume detection, carbon monoxide detection, and emergency engine cutoff devices. Navigation systems include a Scalable Integrated Navigation System (SINS-2) with specific Raymarine equipment (12-inch Axiom 2 Pro MFD, heading sensor, GNSS receiver, and 4kW radar). Communication systems comprise two Motorola APX-8500 tactical radios, one Standard Horizon GX-6000 DSC radio, and a wireless crew communication system with AES 256-bit encryption and hearing protection. The specification mandates comprehensive electrical systems with dual battery banks (house and engine starting), LED lighting (navigation, flood, searchlight, and interior dual-color), and extensive console controls and displays. Structural features include a fixed fendering system (International Orange), handholds throughout, emergency egress windows with salt-water activated lights, and provisions for weapon mounts (M240B light machine guns) with designated firing arcs and ammunition storage. The specification also requires comprehensive outfit items (life ring, signal horns, binoculars, first aid kits, rescue throw bags, tool kits, anchor systems, mooring lines, and fire extinguishers) with designated watertight and open stowage locations. A matching DOT-certified saltwater-capable trailer is required with specific suspension, brake, electrical, winch, and boarding ladder systems. Material specifications emphasize aluminum hull construction with sacrificial anodes, stainless steel fasteners, and specific corrosion protection measures. The specification incorporates numerous ABYC standards, ISO standards, USCG Navigation Rules, and AWS welding codes as referenced standards with their original versions as of the document date.
