Capability Task

1. SCOPE

This capability task encompasses duties required under TDSSe³. All deliverables within this capability task are to be accomplished in accordance with applicable regulations, specifications, and standards.

2. REQUIREMENTS

TDSSe candidates will describe details by providing a flow chart, a narrative, a list of systems, government workflow actions, and any clarifications outlining decisions of functional, technical, and administrative activities required to complete each scenario from receipt of work to final delivery. Disciplines to be addressed should include at a minimal, those required within the Air Force (AF) Technical Data lifecycle process.

TDSSe candidate will provide a proposal for each scenario that includes:

1. A Process Flow Chart that outlines processes/actions needed to accomplish the scenarios.

2. Describe a clear chronological narrative of activities from start to end required to accomplish the scenarios.

3. Describe systems, associated documentation, key metadata, software and government support used to accomplish the scenarios.

3. ASSUMPTIONS/CLARIFICATIONS

TDSSe candidate will assume responsibility for clarifications, of any type, and the proposal should be completed with the information given. Clarification decisions should be documented and delivered as part of the proposal response for each scenario. If no clarification decisions are submitted, it will be assumed that no clarification decisions were needed to complete the scenario.

SCENARIO (S1)

The Ground Support Equipment (GSE) Program Office has control over the A/M32A-60 GAS

TURBINE GENERATOR SET for the USAF. The existing configuration of the generator is being phased out, but the Air Force has decided to modernize it with a form, fit, and function upgrade rather than retire it. Your company has been awarded a sustainment contract from

GSE that includes the responsibility to develop, verify, field, and maintain a new TO for the updated generator, based on approved source data provided by the government GSE technical content manager. The finished TO will be developed using Standard Generalized Markup

Language (SGML), will be compatible with Technical Order Authoring and Publishing

(TOAP) and will be distributed using Enhanced Technical Management System (ETIMS). The government content manager will collaborate with your company to verify data contained within the TO. However, your company will be responsible for all other aspects to include management and distribution of the TO. The government retains authority over OSS&E and

TO content. The contractor must work closely with the government to effectively implement the new TO as part of the modification program and must adhere to AF TO lifecycle processes and policies.

TASK (S1T1)

Provide a comprehensive narrative that shows a clear chronological path and understanding of all activities from receipt of GSE approved source data through the publishing of the final TO, to include all requirements outlined in paragraph 2.0 of this document and Section L subfactor two instructions.

EXPECTATION(S):

The candidate shall provide an end-to-end process flow which clearly demonstrates methods and procedures required to plan, develop, verify, deliver, and sustain the TO in accordance with applicable policies.

The candidate must clearly describe their processes for developing industry compliant SGML capable of outputting a MIL-DTL-83495 (Attch 14) TO On-Equipment Organizational

Maintenance Manual Set within Air Force Technical Manual Specifications and Standards (AF

TMSS) and TOAP system guidelines.

The candidate’s process flow should logically depict, and the narratives should clearly communicate the roles of each TO lifecycle support functional element, including but not limited to:

SCENARIO (S2)

The C-5 System Program Office (SPO) is undertaking a crucial initiative to convert legacy Air

Force owned 2D Technical Data Packages (TDPs) into comprehensive 3D TDPs, with all associated metadata and documentation. Your company has been awarded a contract with the responsibility to convert current 2D TDPs to 3D TDPs, and in accordance with applicable policies and standards. This transformation is critical for enhancing visualization, analysis, and data interoperability within the Air Force. The delivered 3D TDPs must be compatible with the TeamCenter Product Lifecycle Management (PLM) environment.

The contract requires your company to develop a plan for the conversion, serve as the integrator during the conversion and convert the existing legacy drawings, specifications, metadata, and associated documents into a 3D TDP format, including Model Based Information (MBD) models, and 3Di PDFs. The conversion must ensure the data is in accordance with DI-SESS-

82351A (Attch 14); remains up to date during conversion; is accurate after conversion; and can maintain cost effectiveness of the conversion. The finalized 3D TDP must have enriched metadata; integrate into the Air Force’s PLM environment; support modern data management, integration, and retrieval capabilities.

TASK (S2T1)

Provide a comprehensive narrative that shows a clear chronological path and understanding of all activities from receipt of C-5 approved source data through the final integration into PLM, to include paragraph 2.0 of this document and Section L subfactor two instructions.

EXPECTATIONS:

The candidate shall provide an end-to-end process flow which clearly demonstrates the candidate’s understanding of all activities associated with accomplishing this scenario.

Narrative must include how your company plans to meet deliverable requirements outlined in

DI-SESS-82351A (Attch 13) and applicable ASME standards.

The candidate’s process flow should logically depict, and the narratives should clearly communicate the roles of each element, including but not limited to:

• The integrator plan, roles and responsibilities used to successfully develop, verify, and deliver the 3D TDPs

• The methods used to convert 2D TDPs to 3D TDPs

• The methods used to ensure accurate representation of the geometry, dimensions, metadata, annotations, and associated documentation from the legacy data to the 3D

TDP.

• The quality assurance methods used to ensure 100% validation and verification of the final converted engineering design data and associated lists from the legacy 2D TDP data.

SCENARIO (S3)

Contractor A has come to the end of their production contract on a large acquisition program and the government has requested the maintenance data be transitioned to sustainment within

TOAP. Contractor A delivered their SGML source data to the government with unlimited rights; however, the program requires the data to be in an S1000D format. Your Company has been tasked with a three-year contract to take the existing TMSS compliant SGML data set and convert it to ASD-S1000D (Attch 17) and MIL-STD-3048 (Attch 16).

TASK (S3T1)

Provide a comprehensive narrative that shows a clear chronological path and understanding of all activities required to convert the data while maintaining configuration control of the fielded information during the three-year contract.
