Question and Answer Document 1: Solicitation FA8530-23-R-B001
The government’s specification shall take precedence/priority over any questions/answers response in the event there is a conflict between the former and latter.
No.ReferenceQuestionAnswer
1(1) RFP_Attch_08_DD254

(2) PWS paragraph 5.2

PWS paragraph 5.2 Security Requirement states, in part:

"Classification will be determined at the delivery order level by the Multi-Functional Team." "Performance of work requirements described in this PWS shall require the US Government to determine the appropriate security level and disclose the appropriate classification information to the Contractor via DD Form 254 and a security classification guide (if appropriate)."

These statements indicate the Gov’t intention is to issue DD Form 254s on a delivery order basis, tailored to the requirements of each order. However, a DD Form 254 has been issued for the base IDIQ contract with a requirement for a Top Secret facility clearance. This DD 254 imposes a requirement on the contractor to obtain a TS clearance before issuance of any delivery orders.

Is this the Governments intention? 1. Existing TDSS task orders are at various classification levels, to include Secrect, RD/FRD, and TS.

2. The Contractor must have a Facility Clearance that meets or exceeds the security requirements of a task order, prior to the award of that task order.

3. If a TS Facility Clearance is not in place prior to the award TDSSe³ the contractor will be required to obtain a TS Facility Clearance upon award.

NOTE: For most programs the basic contract DD254 will be sufficient, however some programs may issue a DD254 at the task order level with additional details or if the basic DD254 does not coincide with that programs needs.

2 (1) RFP_Attch_08_DD254

(2) PWS paragraph 5.2.5

PWS paragraph 5.2.5 Facility Clearance, Personnel Security Clearances, and Background Investigations: "The Contractor must possess a facility clearance at the classification level indicated on the associated DD Form 254, Department of Defense (DoD) Contract Security Classification Specification to be eligible for award." Does a contractor have to possess a Top Secret facility clearance in order to be awarded the TDSSe3 contract? 1. A TS Facility Clearance is not required for the award of TDSSe³

2. If a TS Facility Clearance is not in place prior to the award TDSSe³ the contractor will be required to obtain a TS Facility Clearance upon award.

3 Section L (Atch 19) Instructions, Conditions, Notices to Offerors Proposal Requirements II. Volume Organization

Paragraph 1. Each volume shall be marked with the RFP number and the offeror’s name and address, and the number of the Volume, i.e., I, II and III.

Paragraph 7. With the exception of the cover page in Volume I, each page shall not contain company-specific logos, letterheads, company names.

Note: Company name will be redacted from Technical Review only.Which is Correct, paragraph 1 or paragraph 7 of Section L? And if paragraph 7 is correct, who is responsible for the redaction?Paragraph 1 is in reference to the cover letter for each volume and does not count against the page count per paragraph 3. All redactions are accomplished by the Government. Company-specific logos, letterheads, company names shall not appear anywhere else except the cover letters for Volumes I, II, and III.
4(1) RFP_Attch_08_DD254

(2) PWS paragraph 5.2

PWS paragraph 5.2 Security Requirement states, in part:

"Classification will be determined at the delivery order level by the Multi-Functional Team." "Performance of work requirements described in this PWS shall require the US Government to determine the appropriate security level and disclose the appropriate classification information to the Contractor via DD Form 254 and a security classification guide (if appropriate). Classification will be determined at the delivery order level by the Multi-Functional Team."

These statements indicate the Government's intention is to issue DD Form 254s on a delivery order basis, tailored to the requirements of each order where the work will actually be performed.

5 (1) RFP_Attch_08_DD254

(2) PWS paragraph 5.2.4 and 5.2.5

PWS paragraph 5.2.4 Security Clearance, "The contractor shall ensure applicable contractor/subcontractor personnel have security clearance(s) at the "Secret" level for proper accomplishment of contract/order requirements. The security clearance(s) shall be obtained in accordance with the Department of Defense (DD) Form 254, Department of Defense Contract Security Classification Specification." PWS paragraph 5.2.5 Facility Clearance, Personnel Security Clearances, and Background Investigations: "The Contractor must possess a facility clearance at the classification level indicated on the associated DD Form 254, Department of Defense (DoD) Contract Security Classification Specification to be eligible for award." Does a contractor have to possess either a Secret or Top Secret facility clearance in order to be awarded the TDSSe3 contract? 1. A Secret or TS Facility Clearance is not required for the award of TDSSe³

2. If a TS Facility Clearance is not in place prior to the award TDSSe³ the contractor will be required to obtain a TS Facility Clearance upon award.

6 (1) PSW Paragraph 2.1 (2) CDRL A005 (3) Section L, Instructions, Conditions, Notices to Offerors Proposal Requirements

PWS Paragraph 2.1 Basic Contract Services Summary, X005 ESOH Plan, "ESOH Plan due no later than 30 days after basic contract award."

CDRL A005 (block 16 remarks, block 7) states “the Government will accept the Environmental Health and Safety Plan (SHP) as part of the proposal as part of the Vol I submittal. One paper copy and one digital copy shall be sent to AFSC/PZIE, AFLCMC/LZPTA and the 78 ABW/SEG”.

Section L, Instructions, Conditions, Notices to Offerors Proposal Requirements states "NO PAPER COPIES WILL BE ACCEPTED." Is the ESOH plan due 30 days after contract award or at time of proposal submission?

There is nothing contained in Section L (Volume I, II, or III) concerning submission at time of proposal. Note: if no paper copies will be accepted, and the submission of the ESOH plan is after contract award, the CDRL A005 needs to be corrected. 1. Safety plan will be due 30 days after contract award.

2. We have removed references to Vol I and the paper copy requirement from the CDRLs.

7 (1) PSW Paragraph 5.5.2 (2) CDRL A006 (3) Section L, Instructions, Conditions, Notices to Offerors Proposal Requirements

PWS Paragraph 2.1 Basic Contract Services Summary, X006 Safety Plan, "Safety Plan due no later than 30 days after basic contract award."

CDRL A006 (block 16 remarks, block 7) states “the Government will accept the Environmental Health and Safety Plan (SHP) as part of the proposal as part of the Vol I submittal. One paper copy and one digital copy shall be sent to AFSC/PZIE, AFLCMC/LZPTA and the 78 ABW/SEG”.

Section L, Instructions, Conditions, Notices to Offerors Proposal Requirements states "NO PAPER COPIES WILL BE ACCEPTED." Is the Safety plan due 30 days after contract award or at time of proposal submission?

There is nothing contained in Section L (Volume I, II, or III) concerning submission at time of proposal. Note: if no paper copies will be accepted, and the submission of the ESOH plan is after contract award, the CDRL A006 needs to be corrected.

Note: The previous procurement (RFP Pre-Solicitation questions and answers) stated that Safety and Health Plan is no longer required to be submitted as an attachment to Volume 1 – it remains to support at the task order level. Question # 14.See response to Question 6.
8Section L, Instructions, Conditions, Notices to Offerors Proposal Requirements, I. Proposal Format, A. GeneralSection L, I. Proposal Format, A. General, “If a joint venture arrangement exists for this acquisition, the offeror shall provide a copy of the joint venture agreement that is signed and dated by all joint venture members as part of the proposal submission.”
Would the Government clarify which Volume the JV agreement should be submitted? The JV agreement should be submitted as part of Volume 1.
9Section L, Instructions, Conditions, Notices to Offerors Proposal Requirements, D. Volume III, Cost/Price, 1. General Instructions, h.

Synopsis of Current Estimating, Purchasing, Cost Accounting Standards, Disclosure Statement, Accounting System and Adequacy Determination for the Prime Offeror: Would the Government consider removing this portion? None of these requirements were discussed in any of the previous TDSSe contracts.

Rationale: Small Business Contractors are not subject to DFARS 252.242-7005, Contractor Business Systems as it applies to certain contracts subject to Cost Accounting Standards (CAS), and Small Businesses are exempt from CAS. Business Systems as contained in DFARS 252.242-7005 are DFARS 252.242-7002 (Cost Estimating) nor DFARS 252.244-7001 (Purchasing System) which are not included in the Solicitation.Cost-type CLINs are being evaluated in TDSSe3, and contractors are required to have an adequate accounting system when performing on a cost-reimbursement contract (FAR 16.301-3(a)). For any other requirement that the prime offeror may be exempt from, the offeror should provide substantiating information in their proposal. Any specific questions related to CAS Disclosure Statement requirements and applicability should be routed to the offeror's district Small Business Administration (SBA) office.
10Section L, Instructions, Conditions, Notices to Offerors Proposal Requirements, D. Volume III, Cost/Price, 1. General Instructions, h.

Section L, D. Volume III, Cost/Price, 1. General Instructions

h. "The Offeror shall provide a summary description of the Offeror’s current Cost Accounting Standards disclosure statement. The Offeror shall state whether the current Cost Accounting Standards disclosure statement has been reviewed by the Government and provide evidence of review and/or Administrative Contracting Officer approval. The Offeror shall provide any currently known/cited Cost Accounting Standards noncompliance’s and identify any deviations from the Offeror’s Cost Accounting Standards disclosure statement used in preparing this proposal. For known/cited Cost Accounting Standards non-compliances provide a schedule and description of corrective actions the Offeror is taking to eliminate the non-compliance issues."Would the Government consider removing the language addressing Cost Accounting Standards (CAS) as small businesses are not subject to CAS.See response to Question 9.
11Att 4, Page 2 Task (S1T1) Expectations para 2.

The paragraph states that “The candidate must clearly describe their processes for developing industry compliant SGML capable of outputting a MIL-DTL-83495 (Attch 14) TO On-Equipment Organizational Maintenance Manual Set within Air Force Technical Manual Specifications and Standards (AF TMSS) and TOAP system guidelines.” When will the Government provide the referenced TOAP System Guidelines as an attachment? 1. Contractor is expected to be proficient in TO authoring systems such as TOAP per PWS PARA 4.3.1/4.3.1.1

2. RFP FA8530-24-R-B001 Attch_4_Capability_Task, Paragraph 3. Assumptions/Clarifications, identifies that candidate should complete proposal with information given.

3. NOTE: AF TMSS/TOAP Guidelines (i.e. Framework) are not a specific document to be released.

12CDRL A005, Block 7Please confirm that offerors shall submit an Environmental, Health, and Safety Plan as part of Volume I submittal.See response to Question 6.
13Section L, D. Volume III, Cost/Price, 1. i. 4

“All offerors and subcontractors valued at equal to or greater than $2,000,000 (for the entire effort to include all option and ordering periods) shall provide data other than certified cost and pricing data using the “On Site Cost Element Breakout” and “Off Site Cost Element Breakout” worksheets within RFP Attachment 2 Cost-Price Evaluation Model along with accompanying schedules, lists, and narratives to substantiate the cost realism for CLIN(s) X002, X003, X004, X006, and X008. Note for any subcontractors, to include minor subcontractors (with less than $2,000,000 in total costs), offerors shall include roll-up cost data within the “On Site Cost Element Breakout” and “Off Site Cost Element Breakout” worksheets within RFP Attachment 2 Cost-Price Evaluation Model. If necessary, the Contracting Officer may request additional minor subcontractor cost data during discussions.”

How does the Government intend for offerors to determine the value of subcontractors’ total costs in the context of an IDIQ contract? The Government has disclosed the total estimated hours by year by CLIN and will not disclose the estimated hours by category. The offeror may use the provided values for total yearly hours and the offeror's judgment to estimate whether any subcontractors are likely to exceed $2M over the course of the nine-year IDIQ.
14Does Government intend to release a list of pre-proposal conference attendees?Yes, a list of attendees will be provided after the conference is concluded.
15The labor rates provided in the Excel spreadsheet are quite low. Are these minimum or maximum rates that the contractor can provide for pricing? Or just a guide?1. The labor rates in RFP FA8530-24-R-B001, Attch 3 Labor Categories are Government equivalent rates. These rates are not a minimum or maximum. They are a reference point.

2. Explanation of what each column represents:

Column C: Associates the line to the appropriate Labor Category Column D: Is the OPM Series, based on OPM classification for the work Column E: is the GS-Step based on the OPM rate table Column F: is the wage for the Series/Step/Labor Category based on OPM rate table as of 3 January 2024.

Column G: outlines the government SCA baseline NOTE: SCA baseline is also only a reference point. Contractors are responsible for mapping Labor Categories to SCA. There are links at the bottom of the spreadsheet that may assist with additional research.

16 Section J List of Attachments. Section J includes “Reference ID 21: RFP_Attch 21_QASP” RFP Attachment 21 appears to be missing from the posted files. Will the Government please:

a) Provide RFP Attachment 21 or clarify other format to be utilized?

b)Clarify whether a Quality Assurance Surveillance Plan or other Quality Plan is to be delivered with the final proposal on or before 5/1/2024?

c) Consider providing a one-week extension to the proposal, due to the absence of this attachment in the posted files if this document IS to be delivered with the final proposal on or before 5/1/2024? a) QASP has been uploaded as of 5 April

b) The successul offeror will be required to sign the QASP prior to Award

c) The government has evaluated the impact to this, and have determined as it does not require submission as part of the proposal, no extension will be granted at this time.

17L.II.A.2. Section L states, “Print shall be no smaller than a font size of 12.”Will the Government please consider allowing a smaller font (such as 8 pt or 10 pt) to be used for headers and footers? No, the Government has taken this into consideration and has determined that all font sizes shall be no smaller than 12.
18L.II.C.

Subfactor 2.1. Section L states, “…systems and resources needed to complete a

process flow chart.”Will the Government please consider allowing a smaller font (such as 8 pt or 10 pt) to be used for any required process flow charts? No, the Government has taken this into consideration and has determined that all font sizes shall be no smaller than 12.
19RFP Attachment 2 Cost Price Evaluation Model in Excel. Tabs “On Site Cost Element Breakout” and “Off Site Cost Element Breakdown”The area in which the offeror is to input its loads for each year assumes all employees receive the same load. Will the Government please clarify how this section can be adjusted to suit the manner in which the offeror’s company develops their BLRs? For example, fringe rates may differ across various labor categories since there are SCA WD applicable labor categories. Recommend allowing offeror to add a Fringe Column, or any other Column to accommodate its estimating methods by labor category to include team weighting percentages, so each labor category can provide accurate cost element build-up.The instructions at the top of these tabs ("On Site Cost Element Breakout" and "Off Site Cost Element Breakout") identify that offerors are allowed to revise the formulas, name(s) of rate categories, and other adjustments needed to be consistent with an offeror's accounting system.
20RFP Attachment 2 Cost Price Evaluation Model in Excel. Tabs “On Site Cost Element Breakout” and “Off Site Cost Element Breakdown” Computed Add-On Factor Column I formulaThe computed add-on formula in Column I, and all other Columns for add-ons, sums the adders which apply to the cost element in Column B and does not take into consideration the manner in which the offeror applies its loads (adders) to base costs. Will the Government please consider allowing the offeror to adjust this formula to reflect the real wrap rate of each cost element (Labor, Material, ODCs, Subcontractors etc.)? For example, G&A may be applied to only base costs or applied to base + OH costs depending on the company’s methods.Yes. See answer to Question 19.
21RFP Attachment 2 Cost Price Evaluation Model in Excel. Tabs “On Site Cost Element Breakout” and “Off Site Cost Element Breakdown” an offeror is to provide a major subcontractor’s cost elemental build-upThis information is proprietary for the subcontractor and may or may not be disclosed to the Prime. Will the Government please clarify if the intent is to show how the Prime loads its subcontractor costs only?If the prime offeror only has the subcontractor's burdened rates, then yes the prime should demonstrate here how the subcontractor rates are incorporated into the prime's rates. RFP Section L, D. Volume III Cost/Price, 1.i. states "For any of the above referenced information that a major subcontractor may not be willing to provide directly to the offeror/joint venture member, the offeror/joint venture member shall instruct the major subcontractor to provide that information directly to the Government in accordance with the terms and conditions of this solicitation." Therefore the subcontractor should provide any proprietary data directly to the Government.
22RFP Attachment 2 Cost Price Evaluation Model in Excel. Tabs “On Site Cost Element Breakout” and “Off Site Cost Element Breakdown” an offeror is to provide a major subcontractor’s cost elemental build-upWill the Government please clarify if major subcontractors are required to submit a fully completed Attachment 2 to the customer or just the On Site and Off-Site Cost Element Breakout tabs of Attachment 2 file?Major subcontractor rate data is only required on the On Site Cost Element Breakout and Off Site Cost Element Breakout tabs.
23RFP Attachment 2 Cost Price Evaluation Model in Excel. Tabs “On Site Cost Element Breakout” and “Off Site Cost Element Breakdown”Will the Government please clarify if the offeror is to bid a composite team BLR for the labor categories where major subcontractors are participating or is the cost element breakout simply to disclose how the Prime loads its labor and how it loads subcontractor costs without developing a composite BLR?The prime offeror is required to propose a composite burdened labor rate (BLR) for all labor categories. For labor categories where the prime offeror anticipates major subcontractors to participate, then the prime's BLR must include the major subcontractor's rate in the BLR calculation.
24RFP Attachment 2 Cost Price Evaluation Model in Excel. CLIN X001 Tech Data Supt Svcs, CLIN X002 Tech Data Supt Svcs, CLIN X008 Over & Above and CLIN X008 Over & Above tabsRows for Overtime, Night Shift, and Swing Shift multipliers may not apply equally to all labor categories (Exempt, Non-Exempt, SCA, Non-SCA). Will the Government please consider allowing the offeror to insert Columns and provide the multiplier for each labor category? No; the Government requests that offerors utilize the model's structure for a single add-on factor per shift differential category. Offerors may account for exempt and non-exempt employees when developing the proposed add-on factors, if that is consistent with customary business practices.
25L.II.A.7. Section L states, “With the exception of the cover page in Volume I, each page shall not contain company-specific logos,
letterheads, company names. Note: Company name will be redacted from Technical Review only.”Will the Government please clarify that company-specific logos, letterheads, and company names are ONLY to be redacted from the Technical Volume? It appears that this requirement will be difficult to meet in Volume I as it includes documentation from the RFP, which requires the inclusion of company names. Volume III is pricing and may also prove challenging to omit use of any company names.See Question 3.
26RFP Attachment 2 Cost Price Evaluation Model in Excel. All Add-on Factors: Travel, ODCsWill the Government please clarify if all add-on factors are multipliers? For example, if travel is $50,000, is the customer requesting what the dollarized part of the ad-on only would be or the combined total of the travel plus add-on (Ex. 50,000 x 1.20 = Total Travel with Add on, or 50,000 x .20 = Add on Dollars only)?Yes, all add-on factors are multipliers. The Government will apply the proposed add-on factors in 1.xxx format.
27RFP Attachment 2 Cost Price Evaluation Model in Excel. OvertimeWill the Government please clarify if all add-on factors are simply multipliers to the BLRs included by the offeror? For example, if a ST BLR is $50, is the offeror to include a multiplier of 1.50 to develop the Overtime rate ($50 ST rate x 1.50 = $75 OT rate)Yes, all add-on factors are multipliers. The Government will apply the proposed add-on factors in 1.xxx format.
28RFP Attachment 2 Cost Price Evaluation Model in Excel. Night Shift, and Swing Shift add-onsWill the Government please clarify if the add-on factors are simply multipliers to the BLRs included by the offeror? For example, if a first shift employee’s BLR is $50, is the offeror to include a multiplier that accommodates shift differential? (ex. 1.20 or .20)?Yes, all add-on factors are multipliers. The Government will apply the proposed add-on factors in 1.xxx format.
29RFP Attachment 2 Cost Price Evaluation Model in Excel. FORMAT B PRIME tabs. Subcontracts add-onsWill the Government please clarify if the add-on factors are simply multipliers to the BLRs included by the offeror? For example, if an offeror adds 30% on top of subcontractor costs, is that a factor of 1.3 or .3? Is the customer looking for the combined effect of applying the add-on factor (1.3) or just the dollarized portion of the loaded value (.3)?The add-on factors are multipliers. The Government's instructions within the model identify that factors should be proposed in the format of 1.xxx.
30RFP Attachment 8 DD254. Block 15 for inspections references Block 10f.Block 10f does not appear to be checked on the RFP Attachment 8 (DD254). Will a new DD254 be released that includes the revision of Block 10f checked?1. Box 10f will be checked on final DD254.
31SSP Attachment 4 Section L, p.5 II.D.1.Should the document submitted for supporting cost and pricing information be in Word or pdf format?Either format is acceptable.
32SSP Attachment 4 Section L, p.5 II.D.1.e and 1.fIs it correct that a major subcontractor is a subcontractor with a proposed value of at least $2 million for CLINs X002, X003, X004, X006, and X008?A major subcontract is a subcontractor whose proposed value will be or exceed $2M for the entire period of performance. RFP Section L requires that a cost element breakout is needed for major subcontractors whose value exceeds $2M on the cost-type CLINs (X002, X003, X004, X006, and X008).
33SSP Attachment 4 Section L, p.6 II.D.1.hIf bidding under an unpopulated MPJV, and both the mentor and protégé have accounting systems reviewed/approved by the Government, does the offeror (MPJV) still need to complete Attachment 12 (Pre-Award Survey)?

If bidding under an unpopulated MPJV, and the protégé does not have an accounting system reviewed/approved by the Government, does the protege need to complete Attachment 12 (Pre-Award Survey)?

An acceptable accounting system is required of the system that will be responsible for performing the accounting work.
34SSP Attachment 4 Section L, p.6 II.D.1.i.i.This section requires breakouts by individual cost elements for CLINs X002, X003, X004, X006 and X008 for the Prime offeror and all major subcontractors. Are breakouts by individual cost elements also required for CLINs X001 and X007?

If bidding under an unpopulated MPJV, are the mentor and protégé considered subcontractors for the purposes of providing a detail price buildup/elemental cost breakout?

No, a cost element breakout is not required for CLINs X001 and X007 as those are firm fixed price CLINs. Any parties outside of the MPJV would be considered subcontractors. Any additional, specific questions on this matter should be routed to the offeror's district SBA office.
35SSP Attachment 4 Section L, p.7 II.D.1.i.iFor the “Elemental Cost Breakouts” to be provided by the major subcontractors, does the Government require the major subcontractors to complete their own “Attachment 2 Cost-Price Evaluation Model,” or is subcontractor format acceptable?See answer to Question 22.
36SSP Attachment 4 Section L, p.7 II.D.1.i.i.4.Are salary survey detail reports considered adequate support for proposed direct labor rates?Yes, if that information is the basis of proposed rates.
37Pre-Proposal ConferenceFor the 'completed RFP' volume, do you all want the entire RFP? Or just the signed SF1449 and any SF30 pages signed? The entire RFP with required fillable clauses filled out.
38Pre-Proposal ConferenceIn Attachment 2 Cost-Price Evaluation Model, Format B Prime Tab, does the government want only one rate for both FFP and CPFF?Yes.
39Pre-Proposal ConferenceWhat is the government's approach to calculating the fee associated with FFP task orders, given that the rates provided are exclusive of the fee? Will this be negotiated at the task order (TO) level or at the Indefinite Delivery Indefinite Quantity (IDIQ) level? All profit and fee will be negotiated at the TO level based on the work being awarded under the TO.
40Pre-Proposal ConferenceWhen evaluating our total price for reasonableness under the FFP framework, what methodology should respondents employ? Should we assume, that hours will be evenly distributed across all Labor Categories (LCATs)?The Government will evaluate the proposed rates and add-on factors for reasonableness in accordance with RFP Section M. The Government will distribute the total hours per period across the labor categories consistent with historical performance and anticipated scope of this contract; the Government will not disclose the distribution to offerors.
41Pre-Proposal ConferenceHow should our team address the requirements outlined in TO 5? Will there be a provided document indicating estimated hours, or is the government planning to furnish the hours to be utilized?1. TDSSe3 RFP Atch 5- Awardable Task_Final_29 Jan 24, is a sample task order and it is associated with Section L - Instructions, Conditions, and Notices to Offerors.

2. You should address this attachment as outlined in Section-L / Volume II, Written Technical Proposal / Technical Volume II, Subfactor Three (Awardable Task), RFP Attachment 5.

42 Pre-Proposal Conference Is the Task Order intended to include pricing, or is it solely a technical submission? 1. TDSSe3 RFP Atch 5- Awardable Task, is a sample task order and it is associated with Section L - Instructions, Conditions, and Notices to Offerors.

2. You should address this attachment as outlined in Section-L / Volume II, Written Technical Proposal / Technical Volume II, Subfactor Three (Awardable Task), RFP Attachment 5.

43Pre-Proposal ConferenceAre you looking for a composite team rate in the BLRs in the labor CLIN tabs (ie Prime + Sub composite)?Yes.
44Pre-Proposal ConferenceRates such as fringe, O/H, and profit are generally considered proprietary and competition sensitive information. Is it expected the subcontractors will provide that information to the prime, or will DCMA assist audits be performed for instances where subcontractors will not disclose such information to the prime?Per RFP Section L, major subcontractors may provide their proprietary data directly to the Government. However, that data must be provided to the Government by the proposal submission deadline.
45Pre-Proposal ConferenceShould the offer use the total budgeted hours and spread them amongst the labor categories for that particular year? The Government will distribute the total hours per period across the labor categories consistent with historical performance and anticipated scope of this contract; the Government will not disclose the distribution to offerors.
46Pre-Proposal ConferenceCLIN labor should only be Prime's? Does that mean the composite or the Prime's part of the composite? The prime offeror must demonstrate how subcontractor rates are loaded into prime rates on the 'On Site Cost Element Breakout' and 'Off Site Cost Element Breakout' tabs. The resulting composite rate must be linked to Format B PRIME and CLIN tabs.
47Pre-Proposal ConferenceIt appears that there are no experience requirements listed for the following positions:

Technical Content Manager Sr Technical Content Manager Flight Manual Manager Database Manager Data Processing Specialist Data Management Assistant Data Entry Specialist Could you please confirm if this is accurate, and if so, provide guidance on how potential candidates should interpret and address this lack of experience requirement in their applications?

1. The Government does not intend to impose a minimum length of experience in all labor categories.

2. Any Labor Categories without a designated length of experience (i.e. 5 years) have a knowledge based requirements. For Example:

2a. For example, a Jr. TOMA does not have a designated length of experience as a TOMA as it is an entry level TOMA position. However, to be a TOMA there is knowledge base requirement to have some experience with technical data. The Contractor can determine what, if any, time-based experience is needed.

2b. FMM would be required to meet requirements of AFI 11-215 para 5.1;

2c. TCM would be required to have experience working with aircraft, avionics systems and commodities.

4. Government equivalent labor series, step and wages have been provided in RFP FA8530-24-R-B001, Attch 3 Labor Categories.

48Pre-Proposal ConferenceWhat documentation or access to Union agreements will be provided for non-incumbent contractors, particularly for positions at locations such as Hill and Tinker? Given the typical requirement to offer existing benefits, having access to these agreements is crucial for accurately pricing an offer to the government. Could you please clarify the process or provide guidance on obtaining this critical information? The Government has worked to locate the CBAs within SAM.Gov for the impacted areas, but have been unable to locate in order to provide. Based on historical practice and further recent guidance, the Government will handle any CBA or future CBA requirements at the impacted Task Order level during proposal and negotiations of the order level requirements.
49Pre-Proposal ConferenceWill the Government identify any labor categories that are subject to the wage determination and the mapping to the Wage Determination category?1. Government equivalent labor series, step, wages and baseline SCA mapping have been provided in RFP FA8530-24-R-B001, Attch 3 Labor Categories.

2. The baseline mapping is only as a starting point, it is the contractors responsibility to map labor categories IAW SCA, CBA and any Laws, Regulations and Policies.

50Pre-Proposal ConferenceIs the GS pay scale mapping the minimum wage the offer is to use?No, it is just simply a GS scale equivalent.
51Pre-Proposal ConferenceAre the subs rates to be included in the Prime rate or would they be shown/billed separate from the Primes rate?See answer to Question 46.
52Pre-Proposal ConferenceJust to confirm, the offer does not need to put hours in the hours/base column correct? No, the offeror does not need to input hours in the hours/base column of the CLIN tabs. The Government will perform this function.
53Pre-Proposal ConferenceIf the proposals are submitted by DOD Safe site, and the files are held up by the government does the time we submit into DOD safe count.DoD Safe submittal must be received by the proposal due date and time. If a DoD Safe drop off request is needed, it is the offeror's resposiblity to make the request ahead of time.
54The primary proposal calls for costing /pricing to be submitted for Robins, Tinker and Hill AFBs only. In Attachment 5 Awardable Task, Hanscom AFB is used as the place/source of work to be addressed by position, skill set and hours. How will the costing rates for the Awardable task be determined from the submitted pricing?Attachment 5 (Awardable Task) is a scenario-based event used to evaluate the proposer’s understanding of the work to be accomplished and labor skills mix and hours required to accomplish the work effectively, efficiently, and successfully (See Paragraph 2. REQUIREMENTS). The intent is for the Government to evaluate how the vendor will support geographically displaced work requirements, as we currently have multiple task orders of this type that perform work at the ALCs (Robins, Tinker and Hill) for other locations.

1. No cost/pricing data is required for the scenario.

55In Attachment 4, Capability Task, scenario 3, the government mentions that we should convert content using S1000D 5.0 (Attachment 17) and MIL-STD-3048C (Attachment 16).
This MIL-STD-3048C establishes the USAF business rules for technical content, style, format, and functionality requirements for technical publications prepared using S1000D, Issue 4.1. only as specifically outlined in the scope of the Mil Standard. Whereas Attachment 17 is S1000D 5.0 and is not referencing the same level as the Mil Standard in Attachment 16. Can you please provide clarification of what issue/level of S1000D should be utilized? Please use S1000D, Issue 4.1 to complete the scenario. A copy of S1000D 4.1 is provided to replace S1000D 5.0. An RFP amendment will be issued to update the attachment.
56In Attachment 6 PWS in the following sections: 4.3.1.1 and 4.3.7 the MIL-STD 3048 does not call out a specific Rev. In Attachment 6 PWS in section 6.1 Appendix A References MIL-STD 3048B, dated 20 September 2018, is called out. Attachment 16 is MIL-STD-3048C dated 15 May 2023 and shows that it supersedes the previous version.
Business Rules do vary between the different Revs of this document in certain areas. Please confirm that all references to 3048 are referencing MIL-STD-3048C.1. Attachment 6 PWS, paragraph 6.1, Appendix A, Reference(s) will be updated to version C. An RFP amendment will be issued to update the attachment.
57SSP Attachment 4 Section L- Instructions
p.7 II.D.1.i.i.4Are Dept of Labor Wage Determinations considered adequate support for proposed direct labor rates?Yes, if that information is the basis of proposed rates. It would be in addition to applicable rate-related information noted in Section L, as applicable.
58Attachment 2 Cost Price Evaluation Model
Tab “CLIN Structure”-It appears that no T&M or LH CLINs will be issued under TDSSe3- is this correct?Yes.
59Attachment 2 Cost Price Evaluation Model
Tabs “CLINs X001, X002, X007, X008”Is it acceptable for the Prime to propose to the Government separate rates for the Prime and each subcontractor? (For example if a team is comprised of a Prime and two (2) subcontractors would it be acceptable to propose three (3) separate rates for a given labor category?)The prime must identify a single rate per labor category and per add-on factor. The prime's proposed rates and add-on factors must identify how major subcontractor rates are incorporated if applicable.
60Attachment 2 Cost Price Evaluation Model
Tabs Factor B” Row 48For the cells for Subcontractor Add-On Factor- if using Material Handling or G&A on subcontractors, should those rates be entered in Row 48 or in the “Cost Element Breakout” tabs?Any information to build up to the Subcontractor Add-On factor may be entered on Cost Element Breakout tabs, then linked to Format B PRIME tabs as applicable.
61Attachment 2 Cost Price Evaluation Model
Tabs “Cost Element Breakout”-Is it acceptable to revise formulas as needed to be consistent with the offeror’s pool structure?Yes.
62Attachment 2 Cost Price Evaluation Model
Tabs “Cost Element Breakout”-Is it acceptable to add columns and/or rows to more completely layout the pricing?Yes.
63In Attachment 2 Cost-Price Evaluation Model, On Site Cost Element Breakout, Note 4 states the prime offeror should incorporate major subcontractor rates into the prime’s rates. To clarify what this means- Assuming for the labor category Technical Writer/Editor that:
1.The Prime’s rate to the Government Technical Writer is $100.00/hour,
2.Subcontractor A bills the Prime $90.00/hour and the Prime adds 8% G&A to bill the Government $97.20/hour, and
3.Subcontractor B bills the Prime $85.00/hour and the Prime adds 8% G&A to bill the Government $91.80/hour.

For tabs “CLINs X001, X002, X007, X008” and “Cost Element Breakout” should Attachment 2 show rates (before fee) of:

1. Technical Writer/Editor $100.00/hour; or

2. Technical Writer/Editor- Prime $100.00/hour; Technical Writer/Editor- Subcontractor A $97.20; and Technical Writer/Editor- Subcontractor B $91.80?The 'Cost Element Breakout' tabs would show a composite rate that the prime develops inclusive of all major subcontractor rates. The prime should propose a rate that encompasses all intended elements as the evaluated rates will ultimately go on contract, whether the prime's proposed rate is a rate that includes a calculation of all three rates ($100 + $97.20 + $91.80), a rate that results from a weighted average of all prime and subcontractor inputs, or another methodology to arrive at the total anticipated rate for each labor category. The resulting rate would then be linked to Format B PRIME tabs and CLIN tabs.
64In Attachment 2 Cost-Price Evaluation Model, On Site Cost Element Breakout, if based on the example above, the Prime is only to submit a rate to the Government of $100.00/hour on Attachment 2, then should the Prime use a different Subcontracts Add-On factor for each subcontractor to get to the $100.00/hour to be billed to the Government?
In Attachment 2 Cost-Price Evaluation Model, On Site Cost Element Breakout, if the Prime only applies G&A to sub rates, for example 8%, should the Subcontracts Add-On factor be 1.08?For the first question: see answer to Question 63. For the second question: yes, all add-on factors must be proposed in 1.xxx format.
65Volume II.A.5 & 7, page 3Section 5 of the RFP states that the footer should contain “The information contained on this page is PROPRIETARY to (Insert company name here) and shall not be released to others or used for purposes other than for evaluation without the written consent of (Insert company name here).” Section 7 conflicts with Section 5 because each page shall not contain company names.
Please clarify whether company names are or are not allowed.See Question 3.
66Final_RFP_Attch_2_Cost_Price_Evaluation_ModelIn the notes, it states that the offer shall propose fully burdened rates at cost (less fee).
Will fee be negotiated at the task order level?Yes
67Final_RFP_Attch_2_Cost_Price_Evaluation_ModelIn the notes, it states that hours will not be disclosed to the offeror.
Does the offer need to include hours per labor category in the hours/base column? No.
68Final_RFP_Attch_2_Cost_Price_Evaluation_ModelOn Site Cost Element Breakout
Since this tab will contain proprietary information, will the subcontractor be allowed to submit a sealed submission directly to the Government?Yes.
69Final_RFP_Attch_3_Labor CategoriesAccording to the pre-proposal conference, a CBA is currently in place. Per FAR 22.1008-2, it states that the “successor contractor must pay wages and fringe benefits (including accrued wages and benefits and prospective increases) to service employees at least equal to those agreed upon by a predecessor contractor.”
Will the Government please provide the existing CBA to aid the offeror in proposing the correct wages and fringe benefits?See question 48
70Section L Volume I Completed RFPDoes the offeror need to include a completed Section B?Yes
Final_RFP_Attch_3_Labor CategoriesEach labor category is mapped to the GS pay scale.
Does the wage from the GS pay scale serve as the minimum wage the offeror is to propose?See Question 50
71Section L Volume III, Cost PriceThe offeror is instructed to list each subcontractor to include the total price by CLIN for each.
If the offeror is not proposing any pricing other than labor rates, how is the offeror to determine the total price by CLIN for each subcontractor or whether they are considered a major subcontractor?See answer to Question 13.
72Section L B. 2, pg 3, Section M C. 2RFP Attachment 1 Cross Reference Matrix
Is the Attachment 1 Cross Reference Matrix all inclusive or should the offeror add additional proposal submittal requirements? The cross reference only serves as a guide/checklist. Section L provides details of preparation and submittal of the proposal.
73Reference Q&A response to question 6. The government response indicated that the PWS paragraph 4.3.2 had been updated to reflect AFMCI 63-101 vs. AFMCI 63-10; however, the current PWS issued on March 28th still reflects that the document is AFMCI 63-10.Is the PWS released on March 28th the correct one and this is just an oversight? We have updated PWS with the correct reference. We will uploaded updated copy to to sam.gov
74Reference the RFP attachment 19 Section L, I.B Communications: This section indicates that proposal submission will be by either encrypted email or DOD Safe site. A test for encrypted email is to be accomplished and if DoD Safe we will be provided access. However, submission to the base email has met with issues in the past and delays have been encountered due to base network, or base security issue. Example: our company submitted a proposal two hours early; however, it got held up by government security check for over 7 hours and was deemed late.If we submit before the 4:00pm requirement and the government system delays receipt of either the encrypted email or DoD Safe site, will the proposal be accepted if the government system delays delivery to the Contracting Officer? If it can be proven that the government system caused the delay, consideration will be given. It is highly advised that all offerors submit proposals in sufficent timeframe to avoid delay.
75Reference Attachment 19 Section L, volume III Cost/Price; The government has requested pricing for major subcontractors be provided. Our subcontractor will only be providing support that uses only a limited number of labor categories and will not per providing support per our agreement for most of the categories.Since the subcontractor will only be providing support in a limited number of labor categories and does not have backup support for categories they will not be supporting, can we provide supporting documentation for only the categories that will be used?Subcontractors must provide supporting documentation for all labor rates and add-on factors where the prime plans for their support.
76RFP Attach_19_Section_L, at the bottom of page 9RFP Attach_19_Section_L, at the bottom of page 9 includes the FAR clause below. This is not listed in the solicitation and can affect the proposed rates.

Pursuant to FAR 52.217-8 Option to Extend Services, an evaluated price will be calculated for all CLINs 90XX by multiplying the offeror’s Option 1, Year 9 evaluated price by fifty percent (50%).

FAR 52.217-8 is on page 78 of the RFP.
77Attachment 2 - Cost/Price Evaluation Model, Att 19 Section L, Att 20 Section MThe instructions state that the Government -estimated hours "shall be applied to calculate " the total evaluated Price but "will not be disclosed to the Offeror". Offerors cannot adequately price their proposal with regard to Cost Realism and Price Reasonableness without knowledge of the evaluation hours contemplated by the Government ZSSA. Additionally, without a standard definition of hours per full-time equivalent, the FFP/CPFF hourly rates will not be comparable between offerors. An offeror using a productive labor factor of 1920 hours per FTE would yield a different annual cost than one using a productive labor factor of 1880. Without knowledge of the hours per FTE used in the evaluation, the Offeror is at a disadvantage in determining what their TEP estimate would be. We request that the Government disclose the Government evaluation hours to Offerors.Section L, D. Volume III, Cost/Price states "Annual hours: Labor rates shall be based on an eight (8) hour workday, forty (40) hour work week, and a two-thousand-eighty (2080) hour work year. Any leap year will consist of a two-thousand-eighty-eight (2088) hour work year."
78Attachment 2 - Cost/Price Evaluation Model, Att 19 Section L, Att 20 Section MThe instructions in Section L allow for Subcontractors to submit their detailed Price information directly to the Government. The instruction in the Price Template (On-Site and Off-Site Cost element Breakdown Tabs) instructs that columns or Worksheets be added to incorporate sub Rates into Prime's rate calculation and state that Prime must provide a cost element build-up of Major Subcontractor costs. Please clarify how the Prime will comply with the instructions if the Major Subcontractors submit Price detail directly to the Government. The prime offeror may revise the on site and off site tabs as needed to identify how subcontractor rates are loaded into the prime's composite rates. If a major subcontractor provides their cost element breakouts to the prime, then the prime has the ability to add columns or worksheets. Even if a major subcontractor provides their cost element breakouts to the Government directly, the prime must demonstrate how the subcontractor's rate is incorporated into the prime's proposed rate and/or add-on factor.
79Attachment 2 - Cost/Price Evaluation Model, Att 19 Section L, Att 20 Section MNo tab in the Att 2 Cost/Price Model allows for the Offeror or Major Subcontractor an area to propose a Profit or Fee to be included in their price proposal. Please explain how the Government Intends to incorporate Profit/fee in the Offeror's proposal.Profit and fee will be negotiated at the task order level.
80Att 19 Section LThe Price Instructions ask for historical cost data and proposed budgetary data for each proposed contract year when the Offeror or Major Subcontractor does not have an FPRR or FPRA. Cost and price projects for budgetary estimates pertaining to indirect rates / add-on factors are not realistically accurate when projecting 9 years out. We recommend modifying the requirement to include future budgetary projects to be for 3 years only. The Government understands the request but will continue to require the historical cost data and proposed budgetary data as identified in RFP Section L.
81Attachment 2 - Cost/Price Evaluation Model, Att 19 Section L, Att 20 Section MThe Cost Price Instructions and the Cost Price Evaluation Model ask for CPFF and FFP hourly rates WITHOUT Fee or Profit. We don't see where the Profit/Fee is applied in the calculation of the TEP. Furthermore, FFP rates that exclude Profit / Fee do not meet the definition of FFP Rates.Profit and fee will be negotiated at the task order level, in the same manner prior TDSSe contracts have functioned. Profit and fee will not be considered in the TEP.
82Can the Government confirm if the Government will accept a DCAA approved accounting system from a partner of a JV?
See answer to Question 33.
83Will the Government confirm if an unpopulated Joint Venture will need to provide elemental costs breakout for each member of the JV?With the Joint Venture being the legal entity proposing, the Government expects the proposed rates and add-on factors will be based on the Joint Venture. Any additional, specific questions on this matter should be routed to the offeror's district SBA office. Also, see answer to Question 33.
