About this file
This document is a Cross Reference Matrix that accompanies a Request for Proposal (RFP) for a federal contract opportunity called Technical Data Support Services Enterprise (TDSSe3). The purpose of the matrix is to show the relationships between the technical requirements, contract line items, data requirements, and proposal submission and evaluation criteria.
The TDSSe3 contract is an Indefinite Delivery Indefinite Quantity (IDIQ) that will replace an existing single-award IDIQ contract. It will be competitively awarded within the 8(a) Small Business Development Program and will have a 9-year period of performance including a 4-year ordering period with one 5-year option. The services required include management, update, conversion, distribution, and library services for technical orders and engineering data. A virtual pre-proposal conference is scheduled for April 8, 2024, and questions are due by April 9, 2024. The contract will be awarded to a single source.

CROSS REFERENCE MATRIX
The purpose of the below cross reference matrix is to show critical interrelationships and dependencies among the technical requirements document Performance Work Statement (PWS), the Contract Line Item Number (CLIN), the Contract Data Requirements List (CDRL), Section L (Instructions to Offerors) and Section M (Evaluation Basis for Award). This matrix is a tool which helps ensure all the evaluation criteria and proposal submittal requirements identified in the solicitation have been responded to. The offeror shall fill out the cross reference matrix indicating where in their proposal the information can be found.
