The contract type is Indefinite-Delivery, Indefinite-Quantity with Firm-Fixed-Price (FFP) task orders only. All task orders must fall within the pre-established labor categories and ceiling rates, though offerors are encouraged to provide voluntary spot-discounts for individual task orders. Deliverables must be submitted electronically in standard commercial formats (Microsoft Word, Excel, Adobe PDF) directly to the Contracting Officer's Representative (COR). The Government reserves the right to conduct streamlined negotiations for subsequent task order RFPs or award based on initial quotes. All work must be authorized by a signed, executed task order, and no payment will be made outside of formally obligated task orders. Invoicing is conducted monthly in arrears through the Department of Treasury's Invoice Processing Platform (IPP) at www.ipp.gov, with invoices itemizing completed deliverables and matching the FFP schedule established in individual task orders. The Contracting Officer retains exclusive authority to issue, modify, amend, or terminate the IDIQ and task orders. Special requirements include restrictions on use of HHS/HRSA logos without COR authorization, mandatory printing approval through the Government Publishing Office (GPO), prohibition on data dissemination without written CO approval, and compliance with specific communication product clearance procedures.

I. GENERAL INFORMATION
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, in conjunction with the streamlined negotiated procedures of FAR Part 15 under the Revolutionary FAR Overhaul (RFO) framework. Where the policies or instructions of RFO FAR Part 15 are inconsistent with FAR Part 12, the statutory language and formatting rules of FAR Part 12 shall take absolute precedence. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP) under solicitation number [75R60226R00026 ]. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) [2026-01].
The Health Resources and Services Administration, Maternal and Child Health Bureau (HRSA/MCHB) intends to award a pool of Multiple-Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts. Concurrently with the award of the master IDIQ pool, The Government will separately evaluate proposals for award of the Master IDIQ contracts and, concurrently, proposals for Task Order 1, “Support for Evidence Reviews and Newborn Screening Processes and Reports,” in accordance with Attachment 2. SECTION 8 - IDIQ Special Requirements
8.1 COMMUNICATION PRODUCTS
Communication products include text and/or graphic publications and products that will be posted on the Web, printed, or disseminated through other electronic methods, such as by email; or audiovisual products, including those that will be posted on the Web.
8.2 CLEARANCE/PRODUCTION OF INFORMATION PRODUCTS/SERVICES
Communication products comprise various items intended for external agency audiences, including but not limited to: reports, Internet publications, press releases, exhibits, conference materials, slides, posters, multimedia products, and audiovisuals. Contractors must not display HHS or HRSA logos unless authorized by the COR (prohibited on meeting attendee packets and speaker compilations). When approved, HHS must be prominently identified as the primary publisher, names must be spelled out, and publication dates included. Non-federal and contractor logos are generally prohibited. Full branding and clearance details can be found in the referenced documents. Non-compliance results in denied reimbursement.
Use of HHS and HRSA logos: Unless authorized by the COR, the Contractor shall not display the HHS or HRSA logo on any publications or audiovisual products.
The following products are not authorized to display the HHS or HRSA logo:
Packet for meeting attendees (Electronic or Printed):
• NOT authorized to use the HHS or HRSA logo
• Use the name of the meeting and the date(s) on these items.
Compilation of Speaker Presentations and/or Handouts:
• NOT authorized to use the HHS or HRSA logo on the outside or inside covers, or on title pages since some speakers or presenters are not Federal staff.
For all other products, the COR should consult the HRSA Office of Communications (OC) to determine which individual communication products should display the HHS and/or the HRSA logo and which products require clearance through HRSA/OC.
When the Contractor receives approval from the COR to display the HHS and HRSA logos, the following additional guidelines apply:
It is the policy of HHS that HHS must be prominently and dominantly identified as the primary publisher/producer, to include the name of HHS and placement of the HHS logo, on all communication materials, including those produced for Government publications and Government printed matter by Contractors.
The name of the U.S. Department of Health and Human Services and the Health Resources and Services Administration must be spelled out on the front cover of publications and on the opening and closing frames of audiovisual products. The HHS and HRSA logos must be displayed in addition to spelling out the names of the Department and the Agency. Use of the HHS and HRSA logos that include the names of the Department and the Agency as part of the graphics in the logos does not satisfy the requirement to spell out the names of HHS and HRSA.
All publications and audiovisual products must display the month and year of publication/Web posting. The HHS and HRSA logos must be displayed on the front cover of any publications and on the opening and closing frames of any audiovisual products. The requirement for placement of the logos may be satisfied by displaying the HHS logo on the bottom left corner and the HRSA logo on the bottom right corner. The HHS logo should be larger than the HRSA logo.
Only the HHS and HRSA logo can be displayed. Non-federal logos cannot appear on HRSA communication products. Government publications or other Government printed matter may not include the contractor’s logo, for specific guidelines, see https://www.hhs.gov/branding/logos/contractors/index.html.
NOTE: Failure on the part of the Contractor to comply with the printing and duplicating, and publication clearance requirements stated herein will be deemed unauthorized services and reimbursement will be denied.
8.3 Language Disclaimer
If a communication product is part of a Task Order SOW, the Contractor shall include the following disclaimers:
Publications that reference non-federal web sites:
This publication lists non-federal resources in order to provide additional information to consumers. The views and content in these resources have not been formally approved by the U.S. Department of Health and Human Services (HHS) or the Health Resources and Services Administration (HRSA). 8.4 Printing and Duplicating HRSA operates under a paperless environment and maintains a strict overall no-print policy. Should printing be required for specialized physical toolkits, the designated COR shall notify the Contracting Officer and secure the mandatory written approval of the Chief Operating Officer (COO) through the bureau Executive Office prior to execution. All printing services must be facilitated through the U.S. Government Publishing Office (GPO) via the HHS Program Support Center (PSC). The Contractor and its subcontractors are strictly prohibited from purchasing or distributing physical flash drives or portable media. 8.5 Rights and Data The Contractor is prohibited from publishing or disseminating information resulting from work performed under this IDIQ, using data produced or obtained under this IDIQ, or utilizing any other information or products provided by the Government or developed by the Contractor for any purpose other than performance under this IDIQ without prior written approval from the Contracting Officer (CO). All documents, materials, or records provided to, developed by, or maintained by the Contractor in the performance of this IDIQ are deemed exclusive property of the Federal Government. 8.6 Disclosure of Information Information made available to the Contractor by the Government for the performance or administration under this IDIQ shall be used only for those authorized purposes and shall not be used in any other way without the written agreement of the Contracting Officer.
The Contractor assumes full responsibility for protecting the confidentiality of non-public Government records. 8.7 Limited Use of Data Performance under this IDIQ may require the Contractor to access data proprietary to a Government agency or Government Contractor.
