About this file
This file is a pricing template (Attachment 2b PPQ-A1) for the HRSA/MCHB Newborn Screening Systematic Evidence Review IDIQ solicitation. As a template document, it does not specify required products or services but rather provides the standardized spreadsheet format that all offerors must use to submit pricing proposals. According to Amendment 0001, this re-baselined template is mandatory for proposal eligibility; offerors submitting proposals with the original version 1 template will be deemed non-responsive and excluded from evaluation. The template must be completed to support the Master IDIQ procurement and concurrent Task Order 1 award, which collectively carry an aggregate ceiling value of $15,111,361.00 across a five-year ordering period (12-month base plus four 12-month option periods).
The solicitation is a full and open competitive procurement administered by the Department of Health and Human Services, Health Resources and Services Administration, Maternal and Child Health Bureau, seeking to establish a Multiple-Award pool of three to five IDIQ contracts for scientific methodologies, systematic clinical evidence reviews, and programmatic support for the Newborn Screening Recommended Uniform Screening Panel. The procurement is structured under FAR Part 12 and RFO streamlined procedures, with award intended without negotiations based on initial proposals. The response deadline is Tuesday, September 22, 2026, at 5:00 PM EDT. Offerors must utilize this updated pricing template to ensure compliance with the revised Core Task framework consisting of seven evaluated tasks.

Unsatisfactory Non-conformances are jeopardizing the achievement of contract requirements, despite use of Agency resources. Recovery is not likely. If performance cannot be substantially corrected, it constitutes a significant impediment in consideration for future awards containing similar requirements.
Poor Overall compliance requires significant Agency resources to ensure achievement of contract requirements.
Fair Overall compliance requires minor Agency resources to ensure achievement of contract requirements.
Good There are no, or very minimal, quality problems, and the contractor has met the contract requirements.
Excellent There are no quality issues, and the contractor has substantially exceeded the contract performance requirements without commensurate additional costs to the Government.
Outstanding The contractor has demonstrated an outstanding performance level that was significantly in excess of anticipated achievements and is commendable as an example for others, so that it justifies adding a point to the score.
