2. Evaluation Factors – 1-3 Descending Order of Importance:
Factor 1: Project Experience (Technical)
Submission Criteria: Provide a minimum of one (1) and a maximum of three (3) projects completed within the last ten years (10) years in which the Offeror’s design-build team has worked together on previous design-build contracts similar in size, magnitude, complexity, and scope to this project. Projects must demonstrate an offeror’s design build experience as a prime construction contractor directly responsible to the owner and managing multiple subcontractors.
For purposes of this evaluation, a relevant project is further defined as “design-build completed in a clinical, hospital or other medical related use space similar in size, magnitude, complexity, and scope.”
Project(s) shall have a minimum dollar value of $15M, a minimum size of 5,000 square feet (sf), and be 100% completed. Relevant scope elements include but are not limited to: radiation shielding, site preparation for installation of equipment of similar size and weight of a Linear Accelerator, foundation work, and complex phasing to account for displaced staff.
Projects submitted by the Offeror shall be completed within the past ten (10) years of the date of issuance of this RFP. A project is defined as a design-build project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project. The Offeror’s submission should include at a minimum:
Project Title, Project Location (Physical Address); Contract Type (Example:
Design-Build, Design Bid Build), and Contract Number associated with the project
Project Owner, owner’s point of contact including telephone number and email address.
Brief description of the scope of work, highlighting relevant elements, size, magnitude, and complexity.
Project prime contractor and major subcontractors. (*Indicate if the subcontractors will be working on the current requirement)
Project statistics including start and completion dates (original vs actual) and project cost (original vs actual). If original vs actual completion dates and project cost differ, please provide explanation as to why.
NOTE: If a prime contractor does not have Design-Build experience, they are permitted to provide up to three (3) relevant non-Design-Build projects that are completed in clinical, hospital or other medical related use space similar in size, magnitude, complexity, and scope to this project. The designer for the team can also provide up to three (3) relevant projects that fall under the requested criteria for the project.
A maximum total of six (6) projects may be submitted for Factor 1 Experience. *All submission requirements for these projects remain the same and are listed above.
Evaluation Methodology: Project Experience will be evaluated on the Offeror’s relevant experience, competence, and capability to perform. Project experience demonstrating (1) capability as the prime contractor to successfully complete relevant projects of similar size (5,000sf minimum), magnitude ($15M minimum), scope, and complexity to this solicitation in addition to recency of completion (within the last 10 years from the issue date of the RFP to SAM.gov); (2) strong technical knowledge and skill required for this solicitation, particularly with radiation oncology, radiation shielding, site preparation for installation of equipment of similar size and weight of a Linear Accelerator, foundation work, and complex phasing. If D-B experience is not applicable, the construction contractor and the A-E firm will be evaluated on relevant and recent projects to the applicable portion of the project, construction, or design respectively under the same criteria and methodology. NOTE: The same projects evaluated for experience under this factor shall also be evaluated for Past Performance (Factor #3).
Factor 2: Management Qualifications (Technical)
Submission Criteria: The Offeror shall submit an organizational chart and indicate the prime responsible firm (or firms, if a J/V) and individuals, as well as the roles and responsibilities of individuals proposed as consultants and subcontractors. Provide a list of all consultants and all proposed major subcontractors, including telephone number, address, and name of contact.
The Offeror shall provide resumes that describes the design build team’s qualifications, to include education and/or certification(s), of the following personnel (page limitation, two (2) pages per requested resume):
Design-Build Project Manager Construction Project Manager/Site Superintendent On-site Quality Control Specialist Lead Architect Lead Structural Engineer Lead MEP Engineer Lead Civil Engineer Fire Protection Engineer Radiation Safety Specialist (*Subject matter expert for design involving protections against radiation, shielding reviews, and calculations for structural incorporation)
*Dual hatting will not be allowed. There is no preprinted form for this submittal.
For each of these required key personnel, the offeror shall identify the available capacity and any current projects they are working along with the anticipated completion dates.

Evaluation Methodology: Construction schedules and narrative descriptions documenting: (1) a construction schedule that is realistic, appropriate, and efficient; (2) clear and efficient critical path and logical sequencing and phasing; (3) accounts for procurement lead-time, subcontractor/trade coordination, on-site storage and staging, resource and time constraints;
and (4) demonstrates risk mitigation and successful completion within the required period of performance, present lower levels of risk and will be more favorably rated. Schedules which do not demonstrate these attributes present higher levels of risk and will be less favorably rated.
The VA will evaluate and use as an aid to help determine that the Offeror understands and can perform all the required elements of the project in the time frame specified with limited impact, to the greatest extent possible, to the Medical Center. (The draft schedule submitted with the proposal should not be construed as the agreed upon schedule as per FAR 52.236-15, the contractor shall, within 21 calendar days after receiving the Notice to Proceed, submit an interim project schedule which will supersede the draft project schedule submitted in the Phase II proposal. The interim project schedule will be subject to VA approval and must show the project being accomplished within the time frame specified on the SF 1442(Block 11).
Factor 3: Design Concept & Written Narrative (Technical)
Submission Criteria: The Offeror shall submit a rough, preliminary/schematic space layout for the Radiation Oncology portion of the project based off the space program provided. This allows each Offeror the opportunity to demonstrate their understanding of the project scope, the adjacency needs of this type of clinic, and the patient flow in a concept plan to accomplish the project. The schematic space layout shall be based on the information provided in the solicitation documents. The intent of the design concept is to show a clear understanding of the project requirements, as well as allow for creative latitude of the Offerors design team.
Acceptable methods of demonstrating design concept include digital design software or architectural sketches/drawings illustrating the architectural floor plan for rooms and interior corridor space. The square footage (SF) for the functional spaces and rooms are to be as listed in the space program. If necessary, consideration can be given to shared and/or combined rooms providing that they still provide the function and adjacencies needs of the clinic. Use of lines between spaces to indicate the centerline of the participation is acceptable. An AutoCAD file has been provided for this purpose.
In a brief written narrative, the Offeror is to explain the advantages and disadvantages with the submitted layout with respect to adjacencies and patient flow and if any adaptions were made to the space program. Include the thought process that occurred through its development to resulted with the submitted layout. Include in the narrative the reasons this layout was selected over another that may have been considered. Due to space and layout constraints, what is seen as possible concession(s) the government may need to consider? Discuss/list them from first consideration to last consideration.
Evaluation Methodology: The Factor will be evaluated and used as an aid to help determine that the Offeror understands all project requirements and constraints and can design a complete and usable space. The Offeror’s Design Concept will be evaluated on the incorporation of
Radiation Therapy Design Guide criteria, level of innovation, and ability to provide all required areas in the allotted square footage. The written narrative will be evaluated on the level of detail and understanding that is demonstrated through the pros and cons of the design choices as well as the areas of concern presented that may pose a risk to the Government.
