About this file

This is an evaluation model and pricing attachment for a Request for Proposals (RFP) issued by the State of Tennessee for Emergency Debris Removal Services under contract SWC 820. The document establishes the pricing structure and evaluation framework for debris removal operations across multiple categories, including vegetative debris loading and hauling, hazardous tree and limb cutting, stump removal, debris reduction through burning or grinding, construction and demolition (C&D) debris handling, white goods processing, hazardous waste management, electronic waste, vehicles and vessels removal, staging yard operations, putrescent debris, sediment removal, sweeping, tires, and infectious waste removal. Respondents must provide pricing for all 59 line items across various units of measure, including cubic yards, per-tree, per-unit, per-pound, per-day, and linear-mile measurements. The completed pricing workbook must be submitted to the Solicitation Coordinator Seth Lake at Seth.Lake@tn.gov or by phone at 615-507-6930 by September 4, 2026, at 2:00 p.m. Central Time.

Each line item includes an evaluation factor assigned by the State, ranging from 5 to 50 points, which will be used in the scoring methodology. Respondents are required to complete company and contact information sections, including headquarters address, regional address, and primary contact details. Pricing must be entered in the designated orange-highlighted cells in Column F of the workbook's pricing tab, with extended costs calculated for each line item. The evaluation model does not specify set-aside provisions, incumbent contractors, contract term duration, or renewal options within the document provided. All line items must be bid; partial responses are not acceptable.
