About this file

This is Amendment 6 to Request for Proposals 32110-82026 issued by the State of Tennessee Department of General Services, Central Procurement Office for statewide emergency debris removal services. The RFP seeks proposals for comprehensive debris removal and disposal operations across Tennessee, including vegetative debris, construction and demolition debris, white goods, hazardous trees, stumps, household hazardous waste, infectious waste, earthen materials, trailers, vessels, vehicles, and waterway debris. Respondents must submit proposals for 59 line items with various pricing structures across multiple debris categories and size classifications. The pre-response conference is scheduled for June 26, 2026 at 10:00 a.m. Central Time, with a Notice of Intent to Respond deadline of June 29, 2026 at 2:00 p.m. Central Time. Written questions and comments are due July 2, 2026 at 2:00 p.m. Central Time, with the state's response provided by August 27, 2026. The response deadline is September 4, 2026 at 2:00 p.m. Central Time. Technical response evaluations are scheduled for completion by October 12, 2026, followed by cost proposal opening and scoring on October 13, 2026. Optional negotiations are scheduled for October 14–16, 2026, with the Notice of Intent to Award released October 19, 2026. The contract term is thirty-six months from the effective date with options for up to two one-year renewals and potential extension up to 180 days, not to exceed sixty months total.

Contractors must possess and maintain an HC-H and HC-5 license, or an HC license, from the Tennessee Department of Commerce and Insurance with a minimum monetary limit of $1 million at the time of RFP submission. Performance and Payment Bonds are required per job activation, sized based on each assignment's estimated value. The state estimates total purchases during the contract term at one billion dollars, though this represents an estimate with no guaranteed minimum. All disposal and tipping fees are reimbursed as actual costs by Authorized Users. Evaluation criteria allocate 20 points maximum to general qualifications and experience, 50 points maximum to technical qualifications, experience, and approach, and 30 points maximum to cost proposals. The state maintains an aspirational goal of 18 percent utilization of GO-BID-certified businesses but imposes no set-asides or minimum participation requirements.
