SERVICE DESCRIPTION, FUNDING AND CONTRACTING INFORMATION
PURPOSE AND OVERVIEW
The Multnomah County Department of County Assets, Facilities and Property Management (FPM) is seeking Proposers/Development Contractors with whom it may collaborate to develop the Walnut Park Property at 5329 NE MLK Blvd (5305, 5411, 5325), in Portland, Oregon. The awarded Development Contractor must be capable of being contracted with the County for the life of the development, at the County’s sole discretion.
The Proposer must be capable of performing all Development Services in the multi-stage project including:
1. Phase I: Create Development Plan
2. Phase II: Final Design and Construction
3. Phase III: Operations
See Scope of Services section for a more detailed breakdown of each phase.
INTRODUCTION AND PROGRAM HISTORY
In 2018, the County evaluated future development options for the Walnut Park Property. The evaluation involved community members, people receiving services, and staff and culminated in the Redevelopment Feasibility Study (2022) led by Woolley Associates LLC, Black Investment Consortium for Economic (BICEP), and Cascadia Partners. The conceptual plan described in the study included a mix of housing, ground-floor commercial, office space, community space, and updated and expanded county services.
Through this process, the County found that County services are used by a number of former displaced residents. This demonstrates the power and significance of this place in people’s hearts and minds. Additionally, the building, which was built in 1951, needs significant modernization or replacement.
Since this study was completed, the County has explored various cost and financing options. While public investment is a viable path, the County is also open to including private funds, exploring diverse financial models such as Public-Private Partnerships. The County welcomes a broad range of potential relationships with a development contractor to achieve the project's goals.
GOALS, VALUES AND OTHER IMPORTANT CONSIDERATIONS
Preliminary goals for the Walnut Park Development Project include the following:
1. Create a development plan focused on community benefit outcomes that are rooted in the historical context of the Walnut Park and North and Northeast Portland community;
2. Expand community engagement and build trust during the development process;
3. Create a welcoming, celebratory, trauma-informed community environment;
4. Provide additional wealth building and community building opportunities; and
Description https://solutions.sciquest.com/apps/Router/SupplierLogin?CustOrg=Multnomah
5. Design and program the site as a community healing and service center.
Final goals will be expanded and defined during the Development process.
TARGET POPULATION SERVED
Multnomah County residents, including those historically displaced residents from the Walnut Park and Albina neighborhoods.
FUNDING
Developing the Financial Plan for funding the Walnut Park Development Project is part of the Phase I scope of services for the awarded Proposer. The County has allocated $150,000 in the approved budget for the Phase 1 contract. While public investment is a viable path, the County is also open to including private funds, exploring diverse financial models such as Public-Private Partnerships. This could involve, but is not limited to, arrangements where the County transfers land to a Development Contractor and subsequently leases back the building, with project payments potentially structured through rent or other agreed-upon terms. The County welcomes a broad range of potential relationships with a development contractor to achieve the project's goals. Funding plans will be evaluated for their capital requirements, method(s) of financing detailing benefits and associated risks, revenue development options and process, financial comparables (if applicable), and risk considerations when evaluating private investment options.
SCOPE OF SERVICES
THE MULTNOMAH COUNTY WALNUT PARK DEVELOPMENT PROJECT (the "Project"), is a full block, 1.8 acre site, that sits at the intersection of NE MLK JR Blvd and NE Killingsworth Street. The Walnut park building was originally built in 1951 and is an approximately 99,412 gross square feet (gsf) space. Walnut Park currently houses the Northeast Health Center, a dental clinic, a Meals on Wheels dining center, and the Urban League of Portland’s Multicultural Senior Center. It is also home to County offices and service centers, including the Department of County Human Services, its Aging, Disability and Veterans Services Division and a Homeless Services Department shelter.
The County seeks a Development Contractor to work with the County to develop the Project. Development responsibilities may include, but are not limited to plans:
1. for the design/use of the Walnut Park Property (inclusive of the County and community goals, values, and needs);
2. for the Project financing;
3. for community outreach/engagement;
4. for the Project Management Structure;
5. for final design and construction plan (including construction delivery method); and
6. for operation of the facility(s).
The Proposer will collaborate with the County to determine a recommended Development Plan and alternatives thereto.
The project shall meet or exceed all Multnomah County standards and policies pertaining to major construction projects.
Successful Proposer should be able to demonstrate experience and competency in the following areas:
1. Distinct knowledge of the historic and current nature of Walnut Park and Portland’s history of displacement from Vanport to Albina to outside of Albina.
2. Experience with efforts to maximize opportunities and/or outcomes for historically displaced residents and populations of Oregon to allow for business-creation and wealth building opportunities.
3. Experience working on community-led projects with public funding and/or financing as well as a mix of public and private funding and/or financing, and the ability to understand, build upon, and leverage local assets and investment.
4. Experience on projects that delivered community benefit outcomes, such delivery of quality, public-serving spaces.

5. Experience working with public requirements for workforce training and inclusivity, such as Disadvantaged Business Enterprises (DBE) / Certification Office for Business Diversity and Inclusion (COBID) firms and apprenticeship.
ANTICIPATED PROJECT PHASES
1. Phase I: In collaboration with Project stakeholders, identified by the County, development of the following plans (including, in each case, a recommended plan and alternative plans) for proposal to the County Board:
Design/Construction Plan; Funding and/or Financing Plan; Community Engagement Plan, Project Management Structure (roles of the Contractor and the County through future project phases).
2. Phase II: Final Design and Construction (If Phase II is approved by the County during Phase I). Roles between the Proposer and Project “Owner” for construction contracting purposes (i.e., County or Contractor) will be determined at the conclusion of Phase I. If Proposer led, the County will have an oversight role in the project design and construction. If County led, then financing disbursement terms/schedule and level of Proposer degree of oversight or involvement in financing, design, or construction will need to be determined.
3. Phase III: Operations (If Phase III is approved by the County during Phase I). If the Project is owned by the Proposer at this point, then a lease to County is anticipated and terms will be agreed upon in Phase I (with potential revision/reconciliation during Phase II). If the County maintains ownership of the public services building and/or that portion of the property, no additional outside contracting needs are anticipated.
FISCAL REQUIREMENTS AND REPORTING
Fiscal requirements and reporting will be negotiated at contract development.
PERFORMANCE MEASURES/PERFORMANCE CONTRACTING
Performance measures will be negotiated at contract development.
CONTRACT NEGOTIATION
At completion of a multiple-stage selection process the County will initiate contract negotiations with the responsive and responsible Proposer with the highest scoring proposal. Multnomah County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, implementation schedules, and such other terms as the County determines are in the County’s best interest. If negotiations fail to result in a contract, the County reserves the right to terminate the negotiations and initiate contract negotiations with the next highest scoring responsive and responsible Proposer. This process may continue until a contract agreement is reached.
