About this file

This is a Questions and Answers document dated November 13, 2025, issued by the Oregon Department of Administrative Services State Procurement Services on behalf of the Oregon Department of State Lands for the South Slough Entrance Improvements Project (ITB #S-10700-00014838). The document addresses 16 clarification questions and one request for approval of equivalents submitted by bidders prior to the November 18, 2025 bid deadline. Key clarifications include confirmation that earthwork volumes do not include stripping, the model area encompasses approximately 70,000 square feet, the April 1, 2026 completion date will be evaluated on a case-by-case basis with consideration for weather delays, Alternate 3 applies only to the large gravel parking area adjacent to the paved area, Seven Devils Road will receive a 2" inlay/overlay on existing asphalt rather than complete removal, and new gravel surfacing between the existing roadway and pathway is 10 feet wide. Additional clarifications addressed fiber optic specifications (single mode, minimum 6 strands with LC or SC connectors), conversion requirements from fiber to Cat6 for camera connections, and conduit routing through the Visitor Center basement with overhead fiber routing to the server room.

The document confirms that no pesticide, herbicide, or chemical fertilizer use is permitted onsite, with only Compost Fill and Biotic Soil amendment allowed as off-site soil amendments per specification section 032200. Excavated material is paid on a lump sum basis rather than cubic yard measurement. The owner approved the request for equivalent submitted by Knife River Materials on November 11, 2025, permitting the use of BL-HRT High Residue Tack manufactured by Blue Line Road Products as the locally supplied tack product for the project. The document also addresses construction sequencing concerns regarding asphalt paving and pavement marking operations in winter weather conditions, with the owner indicating openness to evaluating schedule flexibility and potential use of non-work days if weather prevents completion by the April 1 deadline, while noting that significant visitor traffic increases after April 1 create safety constraints for ongoing construction work near the Visitor Center.

Questions and Answers Answers/Responses to Request for Clarifications

Request for Approval of Equivalents Date: 11/13/25

ITB # S-10700-00014838

Oregon Department of Administrative Services State Procurement Services (DAS SPS) on behalf of Oregon Department of State Lands South Slough Entrance Improvements

1) There is a plans cover sheet at the end of the Attachment E-1 PDF with no other plan sheets.

Could you please provide some clarification for this? Should the sheets listed on the index also be included?

Answer: See Attachment C Plans and Drawings.

2) Does the earthwork calculation in the plans include stripping the organic material in fill areas?

Answer: No. The specifications note that haul off and disposal is the responsibility of the contractor.

Is there anywhere on the South Slough property for disposal of excess excavation material?

Answer: No. The specifications note that haul off and disposal is the responsibility of the contractor.

3) Can we get a drawing that shows the widening for 7 Devils Rd relative to the existing road?

Answer: Yes, additional details will be added to Sheet C17 (File name: Addendum 1 Attachment C Sheet C17 Revised 11122025) and issued in Addendum #1. Some of the widening area is beyond survey limits. There will be some flexibility to adjust the alignment in the field.

4) Also on the earthwork question, can you provide the total square footage of the model area as well as confirming if the volumes in the plans includes stripping or not?

Answer: Similar to Question 2, the volumes do not include strippings. The overall square footage of the model area is ~70,000 sq ft.

5) Looking at the performance period. How firm is the April 1 completion date? Asphalt paving on gravel in the winter time is problematic, it can be done, but there will be days lost waiting for weather to allow paving. An overlay could be almost impossible, we need absolutely dry pavement to assure the new overlay bonds with the old and for pavement markings. That can be very hard to find in March on the Oregon coast. Will LD’s be applied for work not complete by April 1, even if we are working diligently and weather is not cooperating?

Answer: We are open to evaluating this situation on a case-by-case basis. Weather and productivity will need to be tracked in February 2026 and March 2026 to prove that the weather prevented paving and pavement marking. Pavement marking after April 1 will likely be less problematic than trying to pave after April 1, 2026. Please note, visitor traffic to the Visitor Center and the resulting safety needs will increase significantly after April 1, 2026.

If weather is not cooperating, would it be possible to coordinate with the facility and work on the 2 days listed as non-work if conditions could be met? This type of project is not typically constructed in the winter with a tight schedule.

Answer: Yes, we would consider it depending on the location and type of work planned. Please note, we have a large influx of visitors on the dates listed and do not foresee a safe way to give so many

Oregon Department of Administrative Services State Procurement Services (DAS SPS) on behalf of Oregon Department of State Lands South Slough Entrance Improvements vehicles and people access to the site while work is occurring on the existing driveway, lower parking areas or anywhere near the Visitor Center.

6) Add alternate 3 – Pave Grevel Parking Area – 1 LS. Is the intent to pave the large gravel parking area adjacent to the paved parking area only, or to also pave the gravel parking spaces by the entry gate also?

Answer: The intent is to pave the large gravel parking area adjacent to the paved parking area only.

7) How wide is the “New Gravel Surfacing 4” depth” shown on sheet C-1 that is between the existing asphalt roadway and the new Gravel Pathway? The pathway is shown in the plans to be 5 ft wide, but the 4” gravel surfacing is not dimensioned Answer: the new gravel surfacings is 10’ wide. See updated Sheet C-1 (File name: Addendum 1 Attachment C Sheet C1 Revised 11122025) in Addendum #1.

8) Specification Section 02310 Roadway Excavation

1.08 i: Is the excavated material measured for payment on a cubic yard basis, or is it lump sum as shown on bid items 3, 4 and 5?

Answer: It is paid on a lump sum basis.

9) Where does bid item 7 (2" Inlay inc. Conform Grinds) get installed? It appears Seven Devils Road is completely reconstructed.

Answer: The areas that are being widened will be built up and paved with a base lift, and a 2” inlay/overlay will complete the 4” total surface.

10) Please clarify the following for sheet C2:

o Is the existing asphalt completely removed, or is it a 2” grind inlay?

Answer: The existing asphalt on Seven Devils Road is not removed. There will be conform grinds at the ends in order to blend the overlay.

o Does the aggregate base beneath this surface remain in place?

Answer: Yes, see answer to question #9.

11) Please clarify the following for sheet C17:

o Detail 2 on C17 shows a roadway section that is a full build. Does this detail apply to the entire roadway or just the additional widening and turn lane?

Answer: See answer to question #9.

Oregon Department of Administrative Services State Procurement Services (DAS SPS) on behalf of Oregon Department of State Lands South Slough Entrance Improvements o Can you provide additional linework depicting the location of the widening and new turn lane?

Answer: Dimensions are provided. CAD files will be available to the Contractor to assist with additional layout.

12) Request for Clarification

Description of Issue:

The specifications contain conflicting instructions regarding the use of herbicides and fertilizers.

• Some references indicate that fertilizer and herbicide are to be applied as part of soil preparation and vegetation establishment.

• Other portions, particularly those related to NPDES compliance and environmental protection, indicate that herbicide and fertilizer use may not be permitted or must be restricted to avoid contamination or discharge violations.

This creates uncertainty about whether any chemical applications are allowed under the project’s environmental permit.

Request for Clarification:

Please confirm which of the following applies:

1) Herbicide and fertilizer are permitted and required per specification; or

2) Herbicide and fertilizer are not permitted due to NPDES or environmental restrictions; or

3) Herbicide and fertilizer may be used only with prior approval and under limited conditions

(e.g., certified applicator, approved product list, or non-synthetic materials).

If restrictions vary by area (property lines vs. buffer zones), please clarify where each rule applies.

Contractor’s Suggested Resolution:

Contractor recommends omitting the use of chemical herbicides and fertilizers unless explicitly approved in writing by the Contracting Officer, to ensure compliance with NPDES permit conditions and environmental protection standards.

Answer: There is no pesticide, herbicide or chemical fertilizer use allowed onsite. 032200

1.02 Compost Fill and Biotic Soil amendment are the only off-site soils/amendments allowed.

13) What are the requirements for the fiber being installed to the pole by the gate?

Answer: Single mode, LC or SC connectors, armored or outdoor rated.

Single-mode or multi-mode? How many strands?

Answer: Single mode. Prefer min of 6 strand.

14) Sheet C13 calls out the fiber to connect to the camera, the camera listed on sheet D12 needs a CAT6 with and RJ45 end. Please advise.

Answer: Yes, there will need to be a conversion from fiber to Cat6.

15) Does the existing conduit for the fiber run all the way into the server room?

Answer: No. The conduit penetrates the Visitor Center building on the east side (basement level) and then the fiber will need to run above a drop ceiling over to the server room.

16) Is there an existing switch for the fiber to tie into?

Answer: Yes
