About this file
This addendum to an Invitation to Bid (ITB) issued by the Oregon Department of State Lands (DSL) extends the bid submission deadline for the South Slough Entrance Improvement Project to November 20, 2025, at 2:00 PM PST, with public bid opening occurring immediately thereafter. The voluntary pre-bid conference was originally scheduled for November 4, 2025, and the deadline for solicitation protests, clarifications, and questions is November 17, 2025, at 2:00 PM PST. The project involves infrastructure improvements at the South Slough National Estuarine Research Reserve in Coos County, Oregon, including site preparation, roadway construction, parking expansion, pedestrian pathways, electrical and stormwater systems, landscape restoration, and site amenities such as security cameras and EV charging stations. Key base bid items include asphalt concrete paving (744–720 tons), inlay work (3,855–2,566 square yards), pedestrian paths (6,320 square feet), storm drain piping (140 linear feet), split-rail fencing (475 linear feet), LED lighting (26 total fixtures), and electrical conduit installation (1,250 linear feet), along with seeding and planting for site restoration. Three alternate items are included: monument entrance sign, operable entrance gate with solar equipment, and paving of the gravel parking area. The contract term extends from a December 1, 2025, start date with substantial completion required by April 1, 2026, and final completion by May 31, 2026.
The project is funded entirely through a federal grant from the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) under Award Number NA24NOSX420G0016-T1-01, with an estimated project cost range of $900,000 to $1,200,000. Award is contingent upon the Agency's receipt of sufficient project funding, and the award amount is fixed and cannot be increased by change order. Bidders must provide bid security equal to 10% of the total bid amount and comply with federal requirements including Davis-Bacon wage rates, Buy America provisions mandating U.S.-produced materials, and NOAA Standard Terms and Conditions. This addendum revises the pricing form to update quantities for asphalt concrete and inlay work items, corrects the ITB number on the bid security form, and modifies technical specifications and construction drawings, particularly regarding clearing and grubbing, compaction testing, erosion control, electrical components, and landscape maintenance restrictions prohibiting the use of herbicides and fertilizers. All changes must be acknowledged by bidders prior to bid closing, with failure to do so potentially resulting in bid rejection.
