Summary

This is Addendum Two to a Request for Proposal issued by the Alaska Department of Corrections, Division of Administrative Services, for kitchen drain floor repairs at Spring Creek Correctional Center (SCCC) in Seward, Alaska. The addendum addresses clarifications and modifications to the original RFP# 260003135, with a revised bid deadline of April 1, 2026 at 2:00 p.m. local time. The project involves replacement of underground waste and drain piping, floor drains, trench drains, traps, cleanouts, and grease interceptors in the APS Building kitchen. A mandatory pre-bid site visit was held on February 20, 2026 at 11:00 a.m., with highlighted companies on the plan holders list indicating attendance. The addendum clarifies critical project specifications, including that the mainline depth is approximately 48 inches below the slab, contaminated fill and demolished concrete must be removed offsite by the contractor, and new flooring shall be Dek-O-Tex Tek-Crete with Dek-O-Tex Posi-Tred CR topcoat extended 6 inches up wall cove base in the main kitchen. Kitchen equipment relocation is solely the contractor's responsibility; however, if the institution agrees to shut down the kitchen for extended periods, the contractor may work around the clock with an estimated shutdown duration provided to DOC. Work is scheduled for completion by August 31, 2026, with final completion by September 30, 2026, assuming a Notice to Proceed by April 1, 2026.

The addendum includes a comprehensive plan holders list identifying nine firms registered to receive project documents, including general contractors, subcontractors, suppliers, and consultants such as Coho Contractors, KC Corporation, Blazy Construction Inc, EB Mechanical LLC, Consolidated Contracting Engineering, The Superior Group, Pinnacle Mech Inc, Concrete Coring Company, and Daleco Plumbing. The project involves work at a 38-year-old correctional facility with normal occupancy of 105 staff and 300 inmates across eight buildings totaling approximately 217,815 square feet. The facility features structural steel frames, concrete floors, and includes comprehensive security infrastructure with 24/7 watchtower coverage, CCTV monitoring, and 9 perimeter hydrants. The Engineer's Estimate ranges from $900,000 to $1,100,000, with Alaska Bidder Preference, Alaska Veteran Preference (not exceeding $5,000), and Alaska Products Preference available to qualifying contractors. Contractors must comply with all Alaska Department of Corrections security requirements, obtain Performance and Payment Bonds equal to 100 percent of the contract price, and maintain workers' compensation insurance with waiver of subrogation against the State.

Project Number: 260003135 Project Location: Seward, Alaska RFP Deadline: April 1, 2026 @ 2:00 p.m. local time

Addendum # Two (2)

This addendum forms a part of the contract documents and modifies the original drawings and/or specifications for the subject work. In case of conflicts between this addendum and previously issued documents, this addendum shall take precedence.

The following addition are required:

1. Attached is the Plan Holders list for this project (3 pages). The company names that are highlighted in yellow attended the mandatory pre-bid site visit that was scheduled on February 20, 2026, at 11:00 am, local time.

The following are questions from interested parties and the department’s response:

1. At the prebid, it was stated that the depth of the mainline is unknown. However, it was mentioned that there are old drawings somewhere that could be checked. Has anyone been able to find the depth yet? If not, can anyone give us their best guess based on what they do know?

RESPONSE: Approximately 48” below the slab

2. When we dig down to replace pipes, traps, etc., will it be required that every bit of contaminated fill be removed? In other words, if it extends back under the floor, will we have to demo the floor back as far as necessary to remove the contaminated fill?

RESPONSE: DOC expects the contractor to remove as much contaminated fill as possible without undermining footings or surrounding concrete slabs.

3. It was mentioned that the contaminated fill must be taken off site. It was also mentioned that demoed concrete could be disposed of on site. Are both of those statements still true?

RESPONSE: Contaminated fill and concrete removed as part of the demolition is to be disposed of offsite by the contactor.

4. The new flooring for the kitchen was mentioned, but no definite name or style was given. Can you please elaborate?

RESPONSE: Dek-O-Tex Tek-Crete with Dek-O-Tex Posi-Tred CR as a topcoat or and approved equivalent, extended 6” up the wall cove base in the main kitchen but not in the freezers or coolers.

mailto:Michael.lim@alaska.gov

5. At the prebid, it was said that the moving of the kitchen equipment could be a joint effort between the Contractor and the Prison. In the General Requirements, it says twice that it is soley the responsibility of the Contractor. Can you please clarify?

RESPONSE: It is solely the responsibility of the contractor.

6. It says that working hours are 5PM – 4AM. At the prebid, we discussed that it makes the most sense to completely shut down the entire kitchen, and work around the clock to get it done quicker. Can you please verify?

RESPONSE: If the institution agrees to allow us to shut down the kitchen for an extended period of time, yes, the contractor can work around the clock. DOC will need an estimate for the kitchen shutdown duration.
