The project encompasses the replacement of underground waste and drain piping, floor drains, trench drains, traps, cleanouts, and grease interceptors in the APS Building kitchen. A mandatory pre-bid site visit is scheduled for February 20, 2026 at 11:00 a.m., requiring vendors to register with Project Manager John Gard at 907-269-7391 and submit background clearance forms 72 hours in advance. The proposal deadline is March 12, 2026 at 2:00 p.m. local time. Project drawings must be obtained directly from Procurement Officer Michael Lim at 802 3rd Street, Suite 224, Douglas, Alaska 99824 or via email at michael.lim@alaska.gov, as drawings will not be posted online or provided to plan rooms. Work is scheduled for substantial completion by August 31, 2026, with final completion by September 30, 2026, assuming Notice to Proceed by April 1, 2026. On-site work is limited to 7:00 a.m. to 5:00 p.m., seven days a week without overtime unless approved.
The Engineer's Estimate for the project ranges between $900,000 and $1,100,000. A 5 percent bid guaranty is required based on the total amount bid, and the successful proposer must provide Performance and Payment Bonds equal to 100 percent of the contract price. Evaluation will employ a two-stage approach, scoring technical proposals on Project Understanding and Methodology (20%), Project Management Plan (25%), Experience and Qualifications (20%), Schedule (25%), and Alaska Bidder Preference (10%), followed by price proposal evaluation. Alaska Bidder Preference, Alaska Veteran Preference (not exceeding $5,000), and Alaska Products Preference are available to qualifying bidders. All contractors must comply with Alaska Department of Corrections security requirements, including background checks and PREA acknowledgment, and maintain workers' compensation insurance with a waiver of subrogation against the State. Interested vendors must register with Procurement Officer Michael Lim to receive subsequent addendums, as failure to do so may result in rejection of the proposal.
