About this file
This is an Amendment #1 to Request for Proposal 26-374 issued by Yavapai College, a comprehensive community college serving Yavapai County, Arizona. Yavapai College seeks a creative and strategic advertising agency to develop and execute a multistate marketing campaign for its new online bachelor's degree programs. The selected agency will provide comprehensive marketing services including market research, competitive analysis, SWOT analysis, strategic advertising plan development, tactical implementation across digital and traditional media channels, campaign execution, and ongoing tracking and reporting with key performance indicators. The RFP was released on September 17, 2025, with questions due by 2:30 PM Arizona Mountain Standard Time on October 1, 2025. Amendment #1, issued on October 3, 2025, extends the proposal submission deadline to October 17, 2025, at 2:30 PM AZ MST and corrects the anticipated project start date from January 2025 to January 2026. The anticipated award date is December 2025. The contract will have an initial one-year term with four additional one-year renewal options, with the possibility of conducting work in phases and adding services under the same terms and conditions.
The estimated annual budget for the advertising campaign is $300,000, including agency retainer fees, media purchases, and associated commissions, though this amount is not guaranteed and services will be provided on an as-needed basis. Offerors must submit detailed budget breakdowns with hourly rates, number of personnel allocated, and estimated hours required for each component: strategic planning and research, creative development, media planning and buying, digital marketing, and account services/reporting/optimization. The evaluation process follows a four-step approach: initial compliance verification, evaluation by a points-earned compliance matrix assessing approach to scope of work, personnel credentials, capacity to perform, experience, familiarity with higher education, and budget proposal, followed by demonstrations by top-scoring offerors and reference checks. Proposals must be submitted via email to bidresponse@yc.edu and become public records subject to Arizona Revised Statutes 39-121. Offerors must complete multiple appendices including certifications, references, a W-9 form substitute, boycott of Israel disclosure, forced labor ban disclosure, and a letter of insurability. The college reserves the right to waive minor technicalities, reject any or all proposals, and cancel the solicitation.

6.10 Contract Inception
An Offer does not constitute a Contract nor does it confer any rights on the Offeror to the award of a Contract. A Contract is not created until the Offer is accepted in writing by the YC Director of Procurement & Contract Services’ signature on the Offer and Acceptance Form. A notice of award or of the intent to award shall not constitute acceptance of the Offer.
6.11 Waiver and Rejection of Rights
Notwithstanding any other provision of the Solicitation, YC reserves the right to:
6.11.1 Waive any minor informality
6.11.2 Reject any and all Offers or portions thereof; or
