About this file
This is a Procurement Plan document prepared by the Orange County Transportation Authority (OCTA) for RFP 250389, Foreign Language Translation Services. The RFP seeks qualified consultants to provide foreign language translation services on an as-needed basis to support OCTA's community engagement and outreach efforts. The contract is structured as a five-year term with a total budget of $150,000. The procurement plan does not specify response dates, due dates, site visits, or bidder conferences in the document provided. The RFP will be evaluated using weighted criteria that emphasize qualifications and staffing capabilities rather than cost alone.
The contract will be awarded on a time and expense basis, with vendors proposing hourly rates and cost-per-word pricing for translation services rather than a firm-fixed price structure. The evaluation criteria are weighted as follows: Qualifications of the Firm (30%), Staffing/Project Organization (30%), Work Plan (20%), and Cost (20%). The procurement is funded through Local Measure M and Federal Surface Transportation Block Grant sources. The contract requires retention provisions and prevailing wages. An independent cost estimate has been received, and Requisition R001758 has been issued. The suggested internal evaluation team includes Catie Logan (Marketing Specialist), Melina Cabrera (Senior Marketing Specialist), and Ted Nguyen (Senior Section Manager, Public Outreach). Project Manager and Department Manager concurrence was obtained on July 9 and July 10, 2026, respectively.

INTEROFFICE MEMO
Date: July 7, 2026
To: Catie Logan, Marketing Specialist, OCTA Marketing & Customer Engagement”
From: Andrew Coppolo, Senior Contract Administrator, CAMM
Subject: PROCUREMENT PLAN, RFP 250389 "Foreign Language Translation Services”
Please review the procurement plan for the subject RFP and advise on your concurrence with the evaluation criteria and contract elements. Include suggested evaluation team members and/or comments.
Procurement Type: RFP IFB
Justification (explain the rationale for using the particular procurement type):
A Request for Proposals (RFP) will be issued as the nature of the requirement demands that evaluation criteria, in addition to price, be used to select a firm for award to provide foreign language translation services.
Evaluation Criteria:
PROPOSAL WEIGHT
Qualifications of the Firm 30%
Staffing/Project Organization 30%
Work Plan 20%
Cost 20%
Justification: The weights are structured differently from the standard 25% per category to stress the importance of the Qualifications of the Firm and the Staffing/Project Organization. The primary focus of the evaluation is Qualifications of the firm and because the firm will require access to individuals with multiple languages to successfully complete the various projects as needed. Staffing/Project Organization is essential because the translator will need to be able to clearly communicate with the community through oral and written reports in foreign languages. The lowest evaluation criteria are Work Plan and Cost because they are not as critical for the success of the project.
The Work Plan will not differ much per proposal and the cost is based on the cost per word and/or hourly rate depending on the services requested.
Contract Type: Time & Expense CTO-Based Firm Fixed Price
Procurement Plan, RFP 250389
Revised: 07/09//2010
Justification (Explain the rationale for using the particular contract type): The contract type is time and expense because firms are requested to propose hourly rates for the services specified in the Scope of Work. The RFP does not have a specific Scope of Work detailing individual tasks and the services are as-needed. Therefore, a firm-fixed price contract cannot be used.
