About this file

This is a Level 1 Health, Safety and Environmental Specifications exhibit for RFP 250389 issued by the Orange County Transportation Authority (OCTA) in California. The document establishes comprehensive health, safety, and environmental (HSE) compliance requirements applicable to all contractors, subcontractors, suppliers, and employees working on Authority projects. The specifications require full compliance with OCTA HSE requirements, applicable federal, state, and local regulations, and project-specific safety standards for bus yard and rail operations. Contractors are responsible for identifying hazards, implementing appropriate controls, and maintaining safe work conditions throughout project execution. Violations of these safety standards, including repeated unsafe acts or serious non-compliance, may result in corrective actions ranging from suspension of work to removal from site or contract termination at the Authority's sole discretion.

The document mandates immediate notification to the Authority's designated representative for all incidents, including property damage, Cal/OSHA recordable injuries and illnesses, first aid cases, near-miss incidents, environmental incidents such as spills or releases, and visits from outside regulatory agencies including Cal/OSHA, DTSC, SCAQMD, EPA, and FTA. Contractors must provide immediate verbal notification followed by a written preliminary incident report submitted to the Authority's Project Manager within 24 hours. Serious injuries, Cal/OSHA recordable incidents, or significant near-miss events may require formal incident investigation and review as directed by the Authority. These specifications apply across all Authority projects and represent non-negotiable baseline requirements for contract performance.
