About this file
Summary
This is a Scope of Work exhibit for RFP 250389, issued by the Orange County Transportation Authority (OCTA), a California state-mandated countywide transportation agency. OCTA seeks qualified consultants to provide on-call foreign language translation services to support marketing and customer communication programs. The consultant must provide translation services in Spanish, Vietnamese, Korean, Mandarin Chinese, and other languages as needed, with most projects completed within three to seven business days of receipt and accommodations for expedited turnaround times. Required services include written translations from English to specified languages and vice versa, editing of previously translated materials, proofreading prior to printing, document submission via email in Microsoft Word and Excel formats, and in-person interpretation services at public meetings throughout Orange County. The consultant must also maintain availability of qualified interpreters with a minimum two-day advance notice requirement for interpreting assignments, with resume submissions available upon request by the OCTA Project Manager.
The contract term is five years with a total budget of $150,000. OCTA will assign a dedicated Project Manager to serve as the primary contact and to determine specific assignments, project schedules, deadlines, and approve all work completed by the consultant. The consultant must also assign a dedicated Project Manager from their firm. The scope of work explicitly restricts consultant personnel from authorizing actions, votes, appointments, or obligations on behalf of OCTA or entering into contractual agreements, and requires that any information, opinions, or recommendations provided undergo significant substantive review by OCTA personnel, counsel, and management before affecting any decisions.

RFP 250389
EXHIBIT A
SCOPE OF WORK
FOREIGN LANGUAGE TRANSLATION SERVICES
BACKGROUND
The Orange County Transportation Authority (OCTA) is a state-mandated, countywide transportation agency. OCTA was formed in 1991 to create, fund and deliver efficient transportation programs that reduce traffic congestion and improve mobility. OCTA is the major provider of urban public transportation in the County of Orange.
In addition to the Hispanic community, which comprises more than half of the passengers on OCTA’s transit system, Orange County is also home to a growing Asian community. As these audiences continue to increase in Orange County, it is vitally important that OCTA communicates to these audiences in their native languages. The quality of translations plays a critical role in OCTA’s ability to communicate effectively with these target audiences.
OBJECTIVE
CONSULTANT shall provide on-call foreign language translation services for a variety of Marketing and Customer Communication programs. Most projects shall be completed within three (3) to seven (7) business days of receipt. The CONSULTANT shall also accommodate urgent or rush projects, which may require expedited turnaround times as requested by OCTA.
SCOPE OF SERVICES
Due to the presence of multiple regional and community-specific dialects spoken in Orange County, the CONSULTANT shall provide translation services in dialects commonly used within the County.
The CONSULTANT shall attend public meetings or presentations in Orange County, as requested, to provide interpretation services.
The following services are required as part of the Foreign Language Translation Services. The CONSULTANT shall deliver these services in a timely manner. Tasks include, but are not limited to, the following:

CONSULTANT shall provide the proposed interpreter's resume/qualifications at the discretion of OCTA Project Manager’s request.
PROJECT MANAGEMENT
OCTA will assign a Project Manager to be the CONSULTANT’s primary contact. The Project Manager will determine specific assignments, project schedules, deadlines and approve all work completed by CONSULTANT. CONSULTANT shall assign a dedicated Project Manager from their firm.
LIMITATION ON GOVERNMENTAL DECISIONS
Nothing contained in this scope of work permits CONSULTANT personnel to authorize or direct any actions, votes, appoint any person, obligate, or commit OCTA to any course of action or enter into any contractual agreement on behalf of OCTA. In addition, CONSULTANT’s personnel shall provide information, an opinion, or a recommendation for the purpose of affecting a decision without significant intervening substantive review by OCTA personnel, counsel, and management.
