About this file

This procurement plan document outlines an RFP issued by the Orange County Transportation Authority (OCTA) for public communications and community outreach support services for the Northbound State Route 57 (SR-57) Truck Climbing Lane Project. The RFP seeks qualified consultants to provide comprehensive public engagement and communications support throughout the project lifecycle. The contract term is structured as an initial three-year term with one optional two-year renewal term, allowing for extended service delivery if needed. The procurement type is designated as an RFP rather than an IFB because multiple evaluation factors beyond cost must be considered in selecting the most qualified firm.

The budget for the initial three-year term is $350,000, with an additional $100,000 allocated for the optional two-year renewal term. The contract will be structured on a time-and-expense basis with fully burdened hourly rates and anticipated expenses proposed by firms, as the RFP does not include a detailed scope of work with individual tasks. Funding is sourced from Local Measure M, and prevailing wage requirements apply to this engagement. The evaluation criteria are weighted as follows: Qualifications of the Firm (20%), Staffing and Project Organization (25%), Work Plan (30%), and Cost (25%), with the emphasis on work plan demonstrating the firm's understanding of project requirements. The internal evaluation team includes Chris Boucly as Senior Department Manager for External Affairs, Angela Hui as Principal Community Relations Specialist for Public Outreach, and Niall Barret as Program Manager for Capital Project Delivery. An independent cost estimate has been received, and the procurement plan was approved with concurrence from both the Project Manager on February 6, 2026, and the Section Manager for Procurement on February 12, 2026.

INTEROFFICE MEMO

January 29, 2026

To: Chris Boucly, Senior Department Manager, External Affairs

From: Michael Cardozo, Senior Contract Administrator, CAMM

Subject: PROCUREMENT PLAN, RFP 250186, “Northbound State

Route 57 (SR-57) Truck Climbing Lane Project Public Communications and Community Outreach Support”

Please review the procurement plan for the subject RFP and advise your concurrence with the evaluation criteria and contract elements. Include suggested evaluation team members and/or comments.

Procurement Type: ☒ RFP ☐ IFB

Justification:

A Request for Proposals (RFP) procurement type is applicable because there are multiple factors for selection to be considered beyond cost.

Evaluation Criteria:

PROPOSAL WEIGHT

Qualifications of the Firm 20%

Staffing/Project Organization 25%

Work Plan 30%

Cost 25%

Justification: The standard 25 percent for each criterion was not used for this procurement. Qualifications of the firm is weighted at 20 percent to ensure firms have prior experience performing similar services. Staffing and project organization and cost are weighted at 25 percent each as the firm must demonstrate it has the requisite personnel for this project and that rates remain competitive so OCTA receives best value for the services provided.

Work plan is weighted at 30 percent as the firm must demonstrate it has the understanding associated with this project in order to complete the tasks required under the scope of work.

Contract Type: ☒ Time & Expense ☐ CTO-Based ☐ Firm Fixed Price

Procurement Plan, RFP 250186

Revised: 05/09/2018

Justification: (Explain the rationale for using the particular contract type):

The contract type is time-and-expense because firms are requested to propose fully burdened hourly rates and anticipated expenses for the work specified in the Scope of Work. The RFP does not have a specific Scope of Work detailing individual tasks. Therefore, a firm-fixed price contract cannot be used.
