About this file

This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) for the Northbound State Route 57 Truck Climbing Lane Project. OCTA seeks a qualified public outreach consultant to develop and implement a comprehensive Public Communications and Community Outreach Plan supporting the environmental phase of the SR-57 Truck Climbing Lane Project. The consultant will be responsible for preparing and implementing the outreach plan, coordinating with OCTA and Caltrans, providing ongoing community engagement, planning and implementing public meetings, supporting environmental document circulation, producing high-quality materials, and providing bilingual services as needed. The contract has an initial term of three years, with a term date of October 6, 2025. The requisition number is R000706, and the requestor is Chris Boucly, Senior Department Manager.

The total estimated cost for this procurement is $350,000 for the three-year initial term. The cost estimate is composed of direct labor ($320,000) across four position categories: Project Manager (300 hours at $150/hour = $45,000), Community Liaison (1,000 hours at $140/hour = $140,000), Account Coordinator (1,200 hours at $75/hour = $90,000), and Graphic Designer (300 hours at $150/hour = $45,000). Additional direct costs of approximately $30,000 are budgeted across the term for expenses including printing, mailing, translation/interpretation services, venue and audiovisual support, mileage, and surveys. No overhead, materials/services, information technology support, travel, or subcontractor costs are included in the estimate. The ICE was prepared on October 6, 2025, and all three required pages must be submitted to Contracts Administration & Materials Management (CAMM) along with the requisition and scope of work before procurement can commence.
