RFP #2158 – Solar Photovoltaic Carport Project Summary
This is a Request for Proposals (RFP) issued by the Town of Vernon, Connecticut Department of Public Works for the design, engineering, procurement, installation, and commissioning of a solar photovoltaic carport system. The project involves a front-of-meter solar carport system of approximately 200–250 kW-DC (capped at 200 kW-AC under the Connecticut Non-Residential Renewable Energy Solutions NRES Buy-All/Sell-All Tariff program) to be installed at the Town's Department of Public Works facility located at 383 Hartford Turnpike, Vernon, Connecticut. A mandatory pre-bid conference is scheduled for March 25, 2026 at 10:00 a.m. at the project site, with attendance required for all bidders. Proposals must be submitted in two sealed copies to John W. Kleinhans, Town Administrator, by April 16, 2026 at 1:00 p.m., with public opening and reading aloud occurring at that same time and date. The project schedule includes design, permitting, utility coordination, procurement, mobilization, construction, testing, and commissioning activities. The Town of Vernon will retain ownership of the completed system under a turnkey Engineering, Procurement, and Construction (EPC) delivery model. The selected contractor's proposal shall remain valid for 90 days following the submission deadline, and contract execution must occur within ten business days of Notice of Award.
The total project budget is $900,000, consisting of a maximum EPC contract value of $865,000 and a fixed $35,000 development fee payable to CSW Energy, LLC. Bidders must submit a certified check or bid bond equal to five percent (5%) of their total bid amount. Pricing must be provided as a firm, fixed lump-sum proposal including a cost breakdown by major components (engineering, procurement, construction, and commissioning) and expressed in dollars per watt-direct current ($/Wdc). The Town of Vernon is exempt from federal and state taxes, and all associated permit and inspection fees will be waived. Certain construction support activities will be performed by the Town, including trenching, backfilling, asphalt and concrete cutting and repair, tree and vegetation removal, and parking lot re-striping, thereby reducing the contractor's direct costs. Prevailing wage requirements apply to the project, with certified payrolls required prior to payment requisitions. The selected contractor must meet all municipal, state, and federal affirmative action and equal employment opportunity practices; MBEs, WBEs, and SBEs are encouraged to apply. The contractor assumes responsibility for all utility interconnection application fees and for obtaining Approval to Energize from Eversource, with any required system upgrades to be treated as pass-through costs subject to prior written approval.
