About this file

This document is a Cost Proposal (RFP Attachment 6.3) for the Tennessee Department of Transportation's Rural Service Patrol (RSP) contract. The solicitation seeks a provider to deliver comprehensive motorist assistance and Traffic Incident Management (TIM) support across 874.2 miles of interstate highways, including routes I-24, 40, 65, 75, 81, 140, 269, and 840. Services will be provided Monday through Sunday from 6 a.m. to 10:30 p.m., with the contractor responsible for supplying vehicles, personnel, and equipment to assist stranded motorists, relocate disabled vehicles, provide basic first aid, and manage traffic during incidents. The contract will span 62 months, with a pre-response conference scheduled for September 8, 2025, proposal responses due by October 15, 2025, and an anticipated contract award on November 17, 2025.

The cost proposal includes both required and optional services, with pricing structured around hourly rates for project managers, shift supervisors, operators, and on-call personnel, plus a mobilization and administration lump sum payment. Optional services include debris removal systems, electronic LED flares, electric vehicle charging, trailer-mounted attenuators, and tethered unmanned aerial systems. The evaluation will use a scoring mechanism that considers the lowest evaluation cost amount, with 25 points allocated for required services and 5 points for optional services. The state reserves the right to adjust service areas and operational terms, and importantly, emphasizes that the evaluation factors do not guarantee specific work volumes or minimum purchase quantities. Respondents must submit proposals in U.S. currency, with cost proposals remaining valid for 120 days and requiring signature from an authorized representative.
