About this file
This document is a Request for Proposals (RFP) # 40100-51575, Amendment # 2, issued by the State of Tennessee Transportation Department for a Rural Service Patrol (RSP) contract. The RFP seeks a contractor to provide Rural Service Patrol services across four regions of Tennessee, covering approximately 874.2 miles of interstate highways. The contract term is 66 months, with an effective date to be determined. Key dates include a response deadline of October 15, 2025, oral presentations scheduled for November 3-5, 2025, and the state's intent to award release on November 17, 2025. The contractor will be responsible for providing specialized vehicles, equipment, and personnel to assist motorists, manage incidents, and provide emergency roadside services across designated patrol limits.
The compensation structure includes hourly rates for various personnel categories such as project managers, shift supervisors, and operators, with a lump sum payment for mobilization, management, and administration. The contract allows for optional services including debris removal systems, electronic LED flares, quick charging for electric vehicles, trailer-mounted attenuators, and unmanned aerial systems. The state will provide fleet telematics systems and will assess performance through a detailed liquidated damages matrix that includes penalties for various compliance infractions. The vehicles must meet specific technical requirements, including minimum gross vehicle weight, communication technologies, and equipment specifications. Contractors must also provide comprehensive training for personnel, maintain specific safety standards, and comply with detailed operational guidelines.

Pg. 47 4. Within the vehicle specification for the RSP trucks, the requirements are a ¾ ton or 1 ton truck and a GVWR of 15000. The GVWR on a ¾ ton truck is much lower at 10,000lbs. ¾ ton trucks are most favorable trucks used for RSP operations around the country. Can the Spec be changed to a minimum 10,000 GVWR? 15,000 lbs. GVWR significantly changes the costs and build timeline for this operation. It will extend the timeline past the requirements and significantly increase costs when not necessary.
See Item #5 below.
Attachment 6.6, Pro Forma Contract, Section A.5.a
Pg. 42, Pg. 57
5. The requested 60-day start-up timeline upon award is not feasible given the fleet size and spec. Equipment orders for DMS boards are at least 2-3 months.
