This Request for Proposal (RFP) is issued by the Colorado Department of Public Health and Environment (CDPHE), Air Pollution Control Division (APCD), to solicit qualified vendors for air monitoring instrumentation, replacement parts, and related services. The APCD operates a network of 47 criteria pollutant monitoring sites across Colorado and seeks to expand and maintain this network through qualified manufacturers and service providers. Offerors may bid on one or more instruments and must demonstrate capability to provide instrumentation meeting EPA specifications, deliver orders within 90 business days, supply replacement parts within 30 business days, and provide maintenance and repair training. The RFP was published on March 5, 2026, with a written inquiry deadline of March 13, 2026, answers to inquiries published by March 18, 2026, and a proposal submission deadline of April 7, 2026 at 2:00 PM. The estimated contract effective date is July 1, 2026, with an initial one-year period running through June 30, 2027, renewable at the State's discretion for up to four additional one-year periods, not to exceed five years total.

The CDPHE annual budget for this project is not expected to exceed $1,500,000 per year, with a five-year total budget not to exceed $8,000,000, subject to modification at the State's sole discretion based on funding availability and offeror performance. This is a fixed-price contract, and the State reserves the right to make awards to multiple offerors, a single offeror, or reject all proposals as deemed in the best interest of the State. Offerors must meet minimum qualifications including at least three years of experience manufacturing, selling, and servicing the proposed instrumentation, current VSS registration to be eligible for award, and provision of three references, organizational summaries, detailed experience documentation, budget proposals with all costs and available options, and training course agendas. Request for Proposal (RFP)

Air Pollution Control Division

(APCD)

Air Monitoring Instrumentation, Replacement Parts and Service

RFP # 2026000164

This solicitation contains instructions governing the proposal to be submitted and the material to be included therein, mandatory requirements, which must be met to be eligible for consideration; and other requirements to be met by each proposal.

I. BACKGROUND AND PURPOSE

A. Background

The Colorado Air Pollution Control Division (APCD) protects the health and well-being of Coloradans by enforcing the state's air pollution laws and improving the quality of the air they breathe. Reducing pollution and improving air quality is a key part of the strategic plan for the Colorado Department of Public Health and Environment, with a vision of making Colorado the healthiest state with the highest quality environment.

The APCD Technical Services Program (TSP) operates a network of ambient air quality monitoring stations across the state. The instrumentation used in these stations supports or provides direct air quality measurements used to evaluate environmental and health impacts from air pollution. Measurements generated by instruments at air quality monitoring sites are compared to the EPA’s National Ambient Air Quality Standards or reported health guideline values. These metrics serve to protect human health by relating air quality measurements to scientifically determined health-based responses.

There are currently 47 criteria pollutant sites across Colorado, and new sites will be added as the need arises. This project will serve to further expand, as well as maintain continuity of CDPHE’s criteria pollutant monitoring network by providing air sampling instrumentation and parts, as well as training and manufacturer-specific repairs when needed.

B. Purpose

The purpose of this Colorado Department of Public Health and Environment (CDPHE) Request for Proposals (RFP) is to solicit responses from a qualified Offeror to be added to a pre-qualified list to provide the instrumentation used at air quality monitoring stations. The analyzers have annual maintenance and part replacement requirements that will require regular periodic purchases. When instrumentation cannot be repaired in-house, it must be sent to the respective manufacturer for proper repair and recertification.

Offerors can bid on one or more of the instruments. Availability of options and replacement parts for each instrument should be included.

An award is no guarantee of any volume of work.

The objective of the Evaluation Committee is to conduct reviews of the proposals that have been submitted, to hold frank and specific discussions among themselves, and to recommend an Offeror for award. Numerical rating systems may be used. Factors not specified in the request for proposals shall not be considered. Offerors should submit their most favorable response as the initial response and not assume there will be an opportunity for discussions. All proposals will receive fair and equal treatment.

While a numerical evaluation method may be used as an aid to evaluation, the selection ultimately is a business judgment that will reflect an integrated assessment of the relative merits of proposals, using the factors identified below. The State reserves the right to reject any (or all) proposals that pose, in the judgment of the State, unacceptable risks of unsuccessful or untimely performance, unacceptable State resources requirements, or costs exceeding the budget constraints. The State may use all information available regarding past performance as defined in C.R.S. §24-102-205 et seq.

A. Award: It is the intention of the State to make awards to multiple Offerors.

Awards will be made to Offerors whose proposals conform to the RFP and are determined to be most responsive, responsible and advantageous to the State of Colorado. The proposals that result in the best value to the State of Colorado shall be recommended to the Procurement Office for award. CDPHE reserves the right to award a single Offeror if determined to be in the best interests of the State.

Award under this RFP is not a guarantee of any volume of work. Awarded Offerors will be placed on an eligible list and will be used as needed for these services.

B. Single Proposal: If only one bid or proposal is received in response to a solicitation, an award may be made to the single bidder or Offeror if the procurement official finds that the price submitted is fair and reasonable and that other prospective bidders or Offerors had reasonable opportunity to respond.

Reference Procurement Rule R- 24-103-201-02(d).

C. Evaluation Factors:

The evaluation factors are:

1. Attachment 1 Vendor Information-Confirmation of Offer Form:

Attachment 1 is required but will not be rated.

2. Organizational Summary:

The organizational summary will be evaluated on how well the summary indicates the stability and strength of the organization and the depth of experience with the proposed instrumentation.

3. Experience and Qualifications:

The experience and qualifications will be evaluated based on the detail supporting how well the Offeror meets each of the qualifications, the proposed instrumentation included on the EPA’s active equipment methods webpage, average delivery times and the depth of information included in the training course agenda.

4. Budget

The budget will be evaluated based on whether the proposed costs are reasonable and necessary. The cost provided must be a total cost and not an estimate and constitute the Offeror's best and final offer.

5. References References, if contacted, will be used to verify projects, and may or may not be contacted.

6. Demonstrations and Discussions

At the conclusion of the evaluation of responses, the evaluation committee may, if it deems necessary, request clarifications, conduct discussions or oral presentations, or request best and final offers. Per R-24-103-203-03, discussions may be held with responsible Offerors whose proposals are determined to be reasonably susceptible to be selected for award to:

a. Promote understanding of the state’s requirements and the Offerors' proposals; and

b. Facilitate a contract that will be most advantageous to the state, taking into consideration price and the other evaluation factors set forth in the request for proposals.

The evaluation committee may adjust its scoring based on the results of such activities. If demonstrations and discussions are scored separately, those scores will be combined with the proposal scores for final determination.

However, proposals may be reviewed and determinations made without such activities. Offerors should be aware that the opportunity for further explanation might not exist; therefore, Offerors should ensure that their submission is complete, and are encouraged to submit their best possible proposal, including pricing.

Failure to provide any information requested in the RFP may result in the disqualification of the submittal. This responsibility is that of the Offeror.
