About this file

This is an Addendum 1 containing questions and responses document issued by the Colorado Department of Public Health and Environment (CDPHE) for Solicitation RFP 2026000164 regarding Air Monitoring Equipment. The addendum addresses five vendor inquiries regarding equipment specifications and alternative product offerings. Three vendors sought clarification on terminology and product specifications for nitrogen dioxide analyzers, ozone analyzers, and oxides of nitrogen analyzers listed in the solicitation. CDPHE confirmed that alternative products meeting Federal Equivalent Method (FEM) standards are acceptable, including non-chemiluminescence-based analyzers from 2B Technologies for ozone and oxides of nitrogen measurements. Additionally, CDPHE approved the proposal of a "True NO2" analyzer with provisional FEM certification dated September 19, 2025, even though it had not yet appeared on EPA's December 15, 2025 list of FEM analyzers due to EPA reorganization delays.

The addendum does not contain pricing information, set-asides, incumbent details, funding sources, or contract term specifications. The document serves primarily to clarify technical specifications and acceptable alternatives for bidders in response to pre-bid inquiries, allowing vendors flexibility in proposing equivalent methodologies and equipment with recognized or pending federal certifications.

SOLICITATION QUESTIONS AND ANSWERS

Solicitation #: RFP 2026000164 Solicitation Name: Air Monitoring Equipment

Vendor Question #1: Pertaining to 6. Ambient Trace Level “True” Nitrogen Dioxide (NO2) Analyzer with or without NO I was not able to find the word "true" in the document, assuming its trace for NOx - NO offerings - Range not feasible.

CDPHE Answer #1: Item 6 in Exhibit D corresponds to letter F in Attachment 2. Both documents reference the word "true." Otherwise not sure what vendor is asking.

Vendor Question #2: Pertaining to 7. Ambient Trace Level Total Oxides of Nitrogen (NO/NOy-NO/NOy) Analyzer I was not able to find the word "NOy" in the document, assuming its trace for NOx - NO offerings - Range not feasible CDPHE Answer #2: Item 7 in Exhibit D corresponds to letter G in Attachment 2. Both documents reference the word "NOy." Otherwise not sure what vendor is asking.

Vendor Question #3: Pertaining to 2. Ambient Chemiluminescence Ozone Analyzer This is targeted at interference-free ozone measurements. 2B Technologies offers a FEM interference-free ozone analyzer that is not based on chemiluminescence technology. Is it acceptable to quote this analyzer as an alternative to chemiluminescence?

CDPHE Answer #3: Yes, it is appropriate to quote this instrument as an alternative.

Vendor Question #4: Pertaining to 4. Ambient Chemiluminescence Oxides of Nitrogen Analyzer 2B Technologies offers a FEM oxides of nitrogen analyzer that is not based on chemiluminescence. Is it acceptable to quote this analyzer as an alternative to chemiluminescence?

CDPHE Answer #4: Yes, it is appropriate to quote this instrument as an alternative.

Vendor Question #5: We would like to propose a “True NO2” analyzer (in response to Line Item 6. On Attachment 2 to the RFP) that has had provisional certification as a Federal Equivalent Method (FEM) since September 19, 2025, which however, due to EPA reorganization delays, was not listed in EPA’s December 15, 2025 List of FEM analyzers. We anticipate formal listing “any day” per EPA’s assurances.

May we propose our True NO2 analyzer in hopes that imminent EPA formal listing will be acceptable to

CDPHE.

CDPHE Answer #5: Yes, you may propose the True NO2 analyzer with provisional certification.
