About this file
This document contains submission instructions for electronic and hard copy proposal submissions to the Colorado Department of Public Health & Environment (CDPHE) for the Air Monitoring Instrumentation, Replacement Parts and Service contract opportunity. Vendors are required to submit proposals through the Rocky Mountain E-Purchasing System (BidNet) at www.bidnetdirect.com/cdphe or via hard copy delivery to the CDPHE Purchasing and Contracts Unit. Vendors submitting electronically should register in advance, use the "Place a Bid" button to submit their response, and ensure receipt of a confirmation email. Electronic proposals must be submitted no later than one hour prior to the solicitation deadline, as the upload capability terminates precisely at the deadline. Hard copy submissions must be hand-delivered or sent via USPS, FedEx, or UPS to the CDPHE Mail Room at 4300 Cherry Creek Drive South, Denver, Colorado 80246-1530, Attention: Kristi Gamble, Purchasing Agent, with vendors advised to allow a minimum of two additional days for USPS delivery.
Hard copy proposal packages must include one original signed copy of Attachment 1 and one electronic version on a USB flash drive in Word 2003 or newer format or PDF, sealed in an appropriate envelope with the offeror's name, solicitation number and title, and proposal submission due date and time clearly marked on the exterior. Vendor registration with BidNet is free, though vendors may elect to pay an annual fee for automatic email notifications of matching solicitations. Vendors should not contact the procurement contact through the submission application; all inquiries and questions must be submitted via email directly to the Procurement Contact. The CDPHE Mail Room operates Monday through Friday from 8:00 a.m. to 4:00 p.m., closed for lunch from 11:30 a.m. to 12:30 p.m. daily. BidNet Direct's Vendor Support Department is available at 800-835-4603, Option 2, for technical assistance.

Exhibit A Submission Instructions:
Electronic Submission BidNet Instructions The Rocky Mountain E-Purchasing System (BidNet) is an online notification system that is utilized by multiple governmental entities. Participating entities post their bids, quotes, proposals, addendums, and awards on this one centralized system. Review bids or register today by visiting this link: www.bidnetdirect.com//cdphe.
Vendor registration is free; however, vendors may elect to receive automatic email notification of all open solicitations matching their vendor profile for an annual fee. If a vendor does not select the upgrade option, it is the responsibility of the vendor to monitor the website regularly in order to be aware of business opportunities and review changes or addendums to bids, quotes, and proposals. Vendors who upgrade to receive email notifications will receive opportunities matching their business goods/services provided automatically.
Once logged into the system and viewing this notice, use the “Place a Bid” button at the top of the page. Follow the instructions to the end and ensure you receive a confirmation page that shows your response was successfully submitted. If you need assistance please contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2. Do not contact the procurement contact for the solicitation. Do not wait until the last minute in case you encounter questions or technical issues. No proposals will be accepted after the time specified.

d. The solicitation submission application is only for proposal submission. All inquiries, questions, comments, or concerns should be submitted to the Procurement Contact via email and not through the solicitation submission application.
