About this file

This document is an exhibit of specifications for air monitoring instrumentation, replacement parts, and services required by the Colorado Department of Public Health & Environment Air Pollution Control Division. The specification exhibit outlines detailed requirements for Federal Reference Method (FRM) or Federal Equivalency Method (FEM) designated equipment that must be listed on the EPA's List of Designated Reference and Equivalent Methods as of December 15, 2025. The required equipment includes seventeen categories of analyzers and calibrators for measuring ambient air pollutants such as ozone, carbon monoxide, oxides of nitrogen, sulfur dioxide, and particulate matter (PM10 and PM2.5), along with zero air generators meeting specified purity standards and filter samplers with FRM designation. Additionally, the specifications call for other equipment including multi-port carbonyl samplers meeting PAMS specifications, a solar-powered remote air quality monitoring platform with meteorological capabilities and cellular data collection, and portable battery-powered mass flow controllers and meters for remote quality control environments.

Bidders must provide available replacement parts specific to each manufacturer's equipment being proposed and maintain full capability to repair all equipment in their own facilities. The contract includes comprehensive training requirements that bidders must deliver, specifically factory-level operation, maintenance, and advanced troubleshooting and repair training covering hands-on instruction for complete equipment operation with reference documentation, routine maintenance procedures at weekly, monthly, quarterly, and annual intervals, troubleshooting and diagnosis of equipment faults, repair of all equipment components, and certification documentation for all training completed. The specifications reference the EPA's List of Designated Reference and Equivalent Methods and the EPA's TAD R3 guidance documents to establish the technical baseline for all required equipment and quality control standards.
