About this file
This is an Addendum #5 to a Request for Proposals issued by the State of Michigan Department of Natural Resources for Utility-Scale Solar Energy Development Lease (RFP# 200000001868). The addendum addresses vendor questions and clarifications regarding proposal submission requirements for solar array development at the Grayling site. The DNR confirmed its willingness to accept proposals for approximately 80 acres deemed suitable for solar array construction, indicating flexibility in site utilization. The agency also clarified that it would provide winning proposal(s) with a non-binding letter of intent to satisfy site control requirements if requested by applicants, particularly to meet requirements from related entities such as Consumer Energy.
Regarding the timeline for decision-making, the DNR indicated that the evaluation period depends on the volume of proposals received, noting that even with multiple responses, completion by the end of August would present a challenging schedule. No specific pricing terms, set-asides, funding amounts, or contract term details are addressed in this addendum, which focuses primarily on procedural clarifications and site-specific flexibility for prospective bidders.

State of Michigan, Department of Natural Resources Utility-Scale Solar Energy Development Lease RFP# 200000001868 – Addendum #5, Vendor Questions and Answers Q1. Would the DNR consider accepting a proposal for the +/- 80 acres that we feel is acceptable to build a solar array on at the Grayling site?
A1. Yes.
Q2. Would the DNR consider entering into a Non-Binding Letter of Intent that we would submit with our proposal as required by the Consumer Energy Request for Proposal?
A2. The DNR is willing to provide to the winning proposal(s) a non-binding letter of intent to satisfy requirements of site control if requested.
Q3. What is the anticipated timeline to make a decision if you receive one or more than one proposal? Or, do you anticipate a reaction to any received proposals by the end of August?
A3. It really depends on the volume of responses received, but even with a few responses, the end of August would be a tight turnaround.
