About this file
This is an Addendum to a Request for Proposal issued by the State of Michigan Department of Natural Resources for utility-scale solar energy development on state-owned land. The RFP 200000001868 seeks qualified bidders to develop solar energy projects on DNR-designated property. Bidders are responsible for identifying and securing an electricity offtake agreement with a buyer as part of their project proposal, though the submission of an executed agreement is not required at the time of bid. The addendum clarifies that the DNR's role is limited to providing the land for lease and project development.
The key pricing and commercial structure element is that bidders must demonstrate a viable path to energy sales as part of their proposal by identifying a potential buyer and outlining the terms of a power purchase agreement. This requirement emphasizes that successful proposals must include a credible electricity offtake strategy, with the bidder bearing responsibility for securing commercial arrangements necessary to make the project economically viable. No information regarding set-asides, funding sources, or specific contract term and renewal options is provided in this addendum excerpt.

State of Michigan, Department of Natural Resources Utility-Scale Solar Energy Development Lease RFP# 200000001868 – Addendum #1, Questions and Answers Q1. My question is in regards to who would be the buyer for the energy, based on the RFP documents it sounds like the DNR/State of Michigan is only providing the land for use, and aren’t going the be the buyers.
Is there already a buyer in mind, or as a bidder would we be responsible for finding one and putting together a PPA or other agreement as part of the bid/development of the project?
A1. The DNR is only providing the land for lease and development. Bidders would be responsible for finding a buyer and putting together an agreement to sell the generated electricity as part of a project proposal.
The concept of the offtake agreement is requested as part of a proposal, but an actual agreement is not expected.
