About this file
This is Addendum #3 to a Request for Proposals issued by the State of Michigan Department of Natural Resources for Utility-Scale Solar Energy Development Lease (RFP# 200000001868). The addendum addresses four key questions submitted by potential bidders regarding site access, off-taker coordination, tax considerations, and partnership arrangements. Bidders interested in developing solar energy projects at the 7-mile pit site may visit the location independently without requiring DNR escort services. The relevant contact for potential off-taker discussions is David Petrie, Senior Project Development Manager for CMS Energy (Consumers), reachable at 517-374-2429 or David.Petrie@CMSENERGY.com.
The addendum clarifies that no local tax abatements, exemptions, or special tax treatments are available for either proposed site. Additionally, the State of Michigan has not negotiated or established any arrangements with potential off-taker partners prior to the bid process, meaning bidders must independently pursue and secure off-take agreements as part of their proposals. This document reflects the state's expectation that qualified bidders will conduct their own due diligence, site evaluations, and partnership development activities in preparing their submissions.
