901.32 Fiber Reinforced Polymer Patching Material

DESCRIPTION:

Repair spalled areas, potholes, and joints on concrete and asphalt pavements using a fiber reinforced polymer patching material, bulking aggregates, and finishing aggregates as specified below.

BID ITEM UNITS

Fiber Reinforced Polymer Patching Material Gallons or Pounds

1. MATERIALS:

Provide a hot-applied patching material consisting of a combination of binder, polymers, graded fillers, aggregates, fibers, and rubber that once heated provides an impermeable, void less solid mass at ambient temperatures. Formulate the patching material according to climatic conditions to provide a durable pavement repair with good fluidity at process temperature, low temperature flexibility, and ambient temperature flow resistance.

The binder may be liquid asphalt or polymer based, unless otherwise shown on the plans, and may be provided separately or premixed with the other components of the patching material.

Bulking Aggregate: Provide single-sized bulking aggregate consisting of a crushed, double-washed, and dried Type A Aggregate.

NOTES

(a) Sample shall be dried to a state where weight measurements taken 30 minutes apart indicate a change of no more than 0.1%.

(b) Due to high asphalt binder content of the mix, the sample size processed in the ignition oven needs to be adjusted to account for this in the allowable binder content for a particular model. A 500 – 1000-gram representative sample of the mix is typically dried in a suitable oven with homogenizing until weight loss ceases. Solids content shall then be defined as the net residual weight divided by net original weight expressed in percent. This residual dried mix is used for asphalt binder content testing (AASHTO T 308) at a typical sample size of 250 – 500-gram homogenized mix sample.

(c) Use the modified method to account for realistic application depth and fine emulsion mixture while allowing for a three day soak with proper coating thickness and substrate integrity.

(d) Specimens are prepared before addition of coarse frictional aggregate.

RFB.SP.VI.2025 Page 2

Note - Patching material may be supplied with the bulking aggregate premixed, when shown on the plans. The Engineer may sample the material to determine the percentage by weight of bulking aggregate included.

Final Surface Aggregate: Provide final surface aggregate consisting of a crushed, double-washed, and dried Type A Aggregate.

901.33 Tack Coat Material

A. Cationic Emulsion - CSS-1h or CBC-1h The application rate shall be 0.15 Gallons/Square Yard of diluted emulsion, diluted with water at a ratio of 1:1. This ratio means that one-part water and one-part emulsion is mixed to apply the tack. Therefore, if the total application rate is 0.15 Gallons/Square Yard, then the emulsion rate is 0.075 Gallons/Square Yard. The 1:1 dilution rate shall not be changed by the contractor. The emulsion shall be measured and paid for by the gallon before dilution. The tack coat application rate may be adjusted slightly based on field conditions, with approval of the Project Engineer or Construction Inspector. The tack coat shall be completely cured before placing the hot mix asphalt.

Before the hot mix asphalt is laid, the pavement surface shall be cleaned thoroughly to the satisfaction of the Engineer. Cleaning efforts shall be such that PM10 fines are removed.

The tack coat shall be applied, with a sprayer approved by the Engineer. Tests (ASTM D 2995) shall be required to verify the application rate of the distributor truck. All contact surfaces of curbs and gutters, manholes and other structures shall be painted with a thin uniform coat of asphaltic material used for the tack coat.

B. Anionic emulsions - SS1 Often used for tack coatings, fog seals, and as a binder for cold mix asphalt, all of which are uses for which they are best suited. This is so because they are the programs that stand to gain the most from their application. Moreover, they are used in slurry seals and chip sealing. Application and emulsion are same as cationic emulsion.

C. UltraTack: UltraTack sets in 15 to 30 minutes. The application rate shall be at a minimum rate of 0.06 Gallons/Square Yard and should not exceed 0.10 Gallons/Square Yard. The UltraTack should never be diluted. The product temperature must be maintained at 160℉ to ensure smooth flow. The activation temperature of UltraTack is above 150℉. Recently paved surface must be cooled below 150℉ before applying UltraTack.

Temperature below 60℉ will significantly slow the DRY and SET time and surface temperature at or below 45℉ will result in failure.

D. Prime Emulsions - EAP, AEP, ePrime, PEP, IEP

Prime Emulsions are emulsions that have been engineered specifically for use as prime coats. They have properties that increase penetration into the base without all of the

RFB.SP.VI.2025 Page 3 drawbacks of a traditional cutback. There is not a universal nomenclature for these emulsions. Most large emulsion manufactures have developed their own prime emulsion products.

There are several environmental issues related to the use of prime and bond coat which are not solely related to the use of asphalt emulsions versus cutback asphalts. Numerous references were found stating that asphalt emulsions are replacing cutbacks due to environmental concerns. NCAT lists the following four reasons that asphalt emulsions should be used in lieu of cutbacks:

• Environmental regulations. Emulsions are relatively pollution free. Unlike cutback asphalts, there are relatively small amounts of volatiles to evaporate into the atmosphere other than water.

• Loss of high energy products. When cutback asphalts cure, the diluents which are high energy, high price products are lost into the atmosphere.

• Safety. Emulsions are safe to use. There is little danger of fire as compared to cutback asphalts, some of which have very low flash points.

• Lower application temperature. Emulsions can be applied at relatively low temperatures compared to cutback asphalt, thus saving fuel costs. Emulsions can also be applied effectively to a damp pavement base, whereas dry conditions are required for cutback asphalts.

1. Mixing Grade Emulsions SS-1, SS-1h, CSS-1, CSS-1h

SS and CSS emulsions are designed to work with fine aggregates to allow for maximum mixing time and extended workability. They are the most stable emulsions and can be used in dense-graded aggregate bases. SS and CSS emulsions can be diluted with water.

For most applications, cationic and anionic emulsions will perform equally well. Anionic emulsions such as SS-1 may provide better adhesion to calcareous aggregates with pH less than 7, such as limestone. Cationic emulsions such as CSS-1 may provide better adhesion to siliceous aggregates with pH greater than 7, such as granite.

Asphalt emulsions are typically used in place of cutback asphalts to eliminate VOC emissions. The use of cutback asphalt is regulated in many jurisdictions to help reduce VOC emissions. Prohibitions on the use of cutback, either permanently or during certain times of the year, are common in jurisdictions that have either reached, or are nearing non-attainment for the ozone requirements of the Clean Air Act.

2. Non-Asphalt Emulsions

A wide variety of non-asphalt emulsion have been used including coal tar emulsion primers, polymer-modified coal tar emulsion, emulsified wood pitch, emulsified

RFB.SP.VI.2025 Page 4 naphthenic oils, and EcoPrime. The results and effectiveness these products have not been widely evaluated.

3. Cutbacks - MC-30, MC-70, RC-250

A cutback is an asphalt cement that has been diluted with a cutter stock to make it more workable as a construction material. Cutbacks have been the traditional choice for prime coats, however due to environmental concerns, cutbacks have been restricted in some states and dramatically reduced in others.
