About this file
This document is a Special Provisions specification file issued by the Oregon Department of Transportation (ODOT) for the Steel Bridge Ramp (BR02933C) Girder Strengthening project located on Pacific Highway West in Multnomah County, Oregon. The project scope includes installing 224 internal shear anchors, constructing crack sealing across approximately 150 linear feet, and performing additional incidental work as specified in the contract documents and plans. The work involves strengthening steel bridge girders and requires compliance with the 2024 Oregon Standard Specifications for Construction. Key specifications address mobilization, public traffic accommodations, work zone traffic control, environmental protection, pedestrian accessibility with tactile surface indicators, and utility coordination. Traffic lane closures are permitted from June 22 through September 30, 2025, with specific nightly restrictions on the northbound right turn lane of Naito Parkway and the West Steel Bridge Ramp, limited to forty nights during designated evening and weekend hours. The contractor must provide a project schedule seven days prior to the pre-construction meeting and coordinate with other contractors or agency forces operating at or near the project site.
The contract requires the contractor to provide quality control and quality assurance, including collection of weigh slips for material loads and replacement of rejected materials at no additional cost to the State. Contractors must coordinate with the City of Portland Bureau of Transportation and Portland Saturday Market regarding materials stored under the bridge structure, providing ten working days advance notice before beginning work. Environmental protection requirements include water quality control measures, pollution prevention, and monitoring for high-flow conditions. The project mandates ODOT ADA Certification for supervisory personnel overseeing curb ramp treatment work and requires compliance with the Oregon Utility Notification Center rules before performing work near utility facilities. Invoices and certified payrolls must be submitted electronically to the ODOT Region 1 authorized representative and include specific billing information and certification statements. The contractor is responsible for all damages to Agency and Non-Agency property resulting from construction operations and must restore damaged property to its pre-damage condition.
