About this file
This is Clarification No. 1 issued by the Oregon Department of Transportation (ODOT) regarding Invitation to Bid (ITB) No. S-73000-00015265 for the Steel Bridge Ramp - Girder Strengthening project located in Portland near the Steel Bridge. The clarification addresses Bid Item 5, which involves injecting and sealing cracks in girders as specified in Sheet J01 of the project documents. The project requires contractors to install 224 internal shear anchors, implement crack sealing across 150 linear feet, and complete temporary work zone traffic control. The ITB closing date and bid opening are scheduled for December 4, 2025, at 2:00 pm. ODOT has identified that the underside of the bridge is currently protected by steel grating wall panels and contains City of Portland event materials that would obstruct access to the girders for crack injection work.
In response to contractor inquiries regarding material removal and access coordination, ODOT clarified that the contractor must coordinate with the City of Portland on access needs and is responsible for obtaining all necessary permits and licenses per Section B.4 of the State of Oregon General Conditions for Public Improvement Contracts. ODOT will provide contact information for the City representative responsible for event materials. Additionally, contractors must coordinate with two entities storing materials under the bridge: PBOT Structures/Maintenance (Dana Whitley, 503-823-1701 desk / 503-865-6143 cell) and Saturday Market (Reid Decker, 503-222-6072 x201). The contractor bears responsibility for handling access coordination and securing any necessary permits related to material obstruction and work site preparation.

ODOT has received further clarification regarding Answer #1 below.
There are two entities storing materials under the Steel Bridge. The Contractor will need to coordinate with the following entities whose contact information is below.
PBOT Structures/Maintenance Dana Whitley 2929 N Kerby Ave Portland, OR 97227 503-823-1701 (desk) 503-865-6143 (cell) dana.whitley@portlandoregon.gov
Saturday Market Reid Decker 503-222-6072 x201 info@saturdaymarket.org
Question #1 - Bid Item 5 is Inject and Seal Cracks and Sheet J01 Note 1 says epoxy inject cracks in girders, as required. The underside of the bridge is currently protected by steel grating wall panels and full of what appears to be City of Portland event materials. In order to perform the crack injection, we would need access to the girders under the bridge. Who is going to move those materials and when? Have arrangements been made with the City to move the materials? Is there any requirement for the contractor to handle, secure, or coordinate anything related to those materials?
Answer #1 – The Contractor will need to coordinate with the City on any access needs. Per the State of Oregon General Conditions for Public Improvement Contracts (GCs), Section B.4 Permits states the Contractor is required to “obtain and pay for all necessary permits and licenses, except for those specifically excluded in the Supplemental General Conditions, for the construction of the Work, for temporary obstructions, enclosures, opening of streets for pipes, walls, utilities, environmental Work, etc., as required for the project.”. ODOT will provide contact information for the City representative for the event materials.
