About this file
This document contains responses to proposer questions regarding a Request for Proposals (RFP) issued by the Massachusetts Department of Transportation (MassDOT) for the MassDOT RFR Service Plaza Operator contract opportunity. The RFP seeks proposals from qualified operators to lease, operate, and potentially revitalize 18 service plazas along major highways in Massachusetts, with the successful proposer responsible for providing food, beverage, convenience, gas, diesel, and electric vehicle charging services. The initial lease term is 30 years, with a 10-year renewal option, and proposals are due on February 18, 2025. MassDOT will evaluate proposals based on pass/fail and qualitative criteria, including program understanding, transition plan, operational plan, master revitalization plan, additional services/revenue sources, and revenue terms.
The RFP does not mention any specific set-aside designations or restrictions on the types of organizations that can respond, but the successful proposer will be required to make a significant financial commitment to partnering with certified diverse businesses and non-profit organizations as part of MassDOT's Supplier Diversity Program, with a minimum of 1% of contract sales to be spent with SDP Partners. The total possible award value is not specified, but the operator will be responsible for providing the necessary financing and revenue sharing payments to MassDOT.
