About this file
This document is an Addendum to the Instructions to Proposers (ITP) Attachment C for the Massachusetts Department of Transportation (MassDOT) Service Plaza Operator Request for Proposals (RFP). The procurement seeks a comprehensive operator to manage and revitalize 18 service plazas along Massachusetts highways, with a phased implementation of 14 plazas beginning January 1, 2026, and the remaining 4 plazas starting July 1, 2027. The successful proposer will be responsible for providing food, beverage, convenience, gas, diesel, and electric vehicle charging services across these locations. Proposers are required to submit detailed proposals covering legal/administrative capabilities, relevant experience, financial capacity, key personnel, past performance, and revenue sharing terms, with the proposal due date set for February 18, 2025.
The contract represents a significant 30-year lease opportunity with a potential 10-year renewal option, requiring the operator to pay a Minimum Annual Guaranteed Rent and a Percentage Rent based on gross retail sales. While no specific budget range is explicitly stated, the procurement demands substantial private investment in infrastructure and services. The operator must provide performance and construction bonds and be prepared for potential environmental remediation. A key requirement is the Supplier Diversity Program, mandating that the selected operator spend a minimum of 1% of contract sales with certified diverse businesses. Additional procurement objectives include establishing a sustainable electric vehicle charging network, incorporating sustainable building strategies, marketing the Commonwealth, promoting diversity, and ensuring revenue sustainability for MassDOT.
