Preamble
The Puerto Rico Highway and Transportation Authority (PRHTA) is evaluating the repair and reinstall signs on several highway segments of Puerto Rico due to the impact of the hurricanes Irma and María. These highway and road segments are either within the Puerto Rico’s Federal Aid Highway System, or under the jurisdiction of the Department of Transportation and Public Works. This is an islandwide effort, affecting hundreds of state and municipal roads. The reconstruction activities will be financed by Emergency Funds from the Federal Highway Administration (FHWA) and/or State Funds.
Section 106 of the National Historic Preservation Act (NHPA) requires that all federal agencies take into account the potential effects of their proposed projects on historic properties. This form has the objective of facilitating the inventory of municipal road/road segments with the potential of eligibility for inclusion into the National Registry of Historic Places (NRHP) within the area of potential effect of the proposed project. The inventory will bring the opportunity of identifying the municipal road/road segments that requires the implementation of the approved Archeological Supervision Plan for the Protection of Historic Properties according to the streamline process agree between the PRHTA, FHWA and Puerto Rico State Historic Preservation Office (PRSHPO) for compliance with the Section 106 of the NHPA for these projects.

I. Project General Information
I.1. Project name: Emergency Relief Program Signing and Guardrail Projects
I.2. State Project no.: AC-807578
I.3. Municipalities: Bayamón, Guaynabo, Trujillo Alto, Puerto Rico
I.4 Proposed construction activities
The Puerto Rico Highway and Transportation Authority (PRHTA) are committed to repair and reinstall signs that were damaged by hurricanes Irma and Maria in the municipal road/ road segments presented in Table 1 in the Municipalities of Bayamón, Guaynabo, Trujillo Alto, Puerto
Rico. Copy of the figures with location maps and aerial photos are included on Appendix A. The damages identified at these locations related to the traffic signs in the corridor included signs that fell off from the poles; signs that failed from the base/foundation; and signs that were turned by the winds.
The proposed construction activities included the replacement of the traffic signs, marker and guardrail affected by the hurricane event. The proposed works include:
• Traffic signs, markers, and guardrails deinstallation and removal
• Signs assemblies (small signs, grounded mounted),
• Replacement of damaged kilometer and hectometer markers
• Maintenance of Traffic activities
• Other miscellaneous works
I.5 Recommendations
This document presents the results of our review of the municipal roads/roads segments included in the projects listed in Table 1 and our recommendation for a determination of potential eligibility for inclusion into the NRHP of the aforementioned roads.
Our recommendations are based on the following:
• historical development of the roads, as depicted in the series of historical topographic maps created by the USGS
• historical and current level of service of the roads
The municipal road/road segments with a determination of potentially eligible to inclusion in the
NRHP requires the implementation of the approved Archeological Supervision Plan for the
